• Housing Element last updated in 2015
• Update required for new Regional Housing Needs
A
llocation (RHNA) cycle
• Next cycle RHNA requirements: 746 new units
• Land use/zoning r edesignations will be key for
housing production
• Transportation infrastructure (i.e., bus service,
b
icycle facilities, etc.) will be important for meeting
transportation demand from new units

What are the options to improve pedestrian safety?
7 • Improve sidewalks (e.g., widen,
provide landscape buffer)
• Upgrade curb ramps
• Install pedestrian lighting
• Improve safety of crosswalks (e.g.,
shorten, add high-visibility striping,
add rapid rectangular flashing
beacons)
• Add new crossings

Recommendations:
• Proceed with design of transit “spot” improvements.
• At this time, do not commit to providing financial or staff support for project management, design or construction.
• Ensure AC Transit (or other regional entity) can maintain new facilities. • Encourage AC Transit to also improve transit amenities (e.g., wifi on all buses) that make transit a more appealing option for riders.

Bus-Only Lane
San Pablo City Council Meeting
What are the options to improve transit?
15 Image Source: Google
Bus-Only Lane
Reduced bus travel time (30% to 45%) and improved bus
reliability (>60%):
=> Can allow for more frequent service for same cost
=> Can encourage mode shift from auto to transit
Increased ridership (30%+):
=> Reduce greenhouse gas emissions
=> Improve mobility options
Improved passenger waiting areas
Energizes level of economic activity
Benefits:

What are the options to improve transit?

Bus-Only Lane
Significant cost to rebuild street
Removing one vehicle lane reduces vehicle
capacity and may increase diversion
Street reconstruction temporarily affects access
to businesses
Stops are placed further apart, which may result
in a longer walk to transit

Challenges:Recommendations:
• Participate in the evaluation / design process if the Cities of Richmond and El Cerrito want to continue to study a bus-only lane.
• Conduct a comprehensive bilingual outreach effort in San Pablo. • At this time, do not commit to providing financial or staff support for management, design or construction.
• Ensure AC Transit (or other regional entity) can maintain new facilities. • Future design work should consider:
 Loading zones for businesses
 Truck route accommodations
 Specific impacts of parking loss (with business engagement)  Coordination with utilities and Caltrans

Recommendations:
• If considering a center-running configuration, need extensive analysis for impacts on left-turns in San Pablo.
