11. Project Title Safe Routes to E.M. Downer Elementary School Project
12. Amount requested $160,000 13. Fiscal Year of Claim FY23/24
14. Description of Overall Project:
The City of San Pablo Safe Routes to School Master Plan (“SR2S Plan”), adopted in March 2022, aims to make it safer and more fun for youth to walk, bike and roll to school. As part of the development of the SR2S Plan, the City conducted an intensive outreach process— adapted to the COVID-19 pandemic— that included small-group, in-person walk audits with key school stakeholders (e.g., school principal, school Beacon Director, WCCUSD facilities staff; Contra Costa Health Services staff) and a virtual “walk audit” for the broader school community and school neighbors.
The SR2S Plan identified the biggest opportunities for improvement at E.M. Downer Elementary on 18th Street— along the school frontage from Alfreda Boulevard to Sanford Avenue— and on Alfreda Boulevard, the main approach to E.M.
Downer. Overall, 13 main recommendations were identified for E.M. Downer Elementary School; the proposed project would implement 8 of these recommendations.
The walk audit and morning drop-off observations at E.M. Downer found that the existing loading zone is underutilized; instead, parents and caregivers idle or park along red curbs, make illegal left turns into the loading zone, and do not stop at the Alfreda Boulevard & 18th Street intersection. Students run across 18th Street, outside of crosswalks, to get to the main school entrance. Because of these issues, Principal Read requested that the City evaluate converting one or two blocks of the school frontage into a one-way traffic flow. Through the SR2S Plan, the City was able to conduct a preliminary evaluation of this proposed reconfiguration and a draft concept design was prepared (see Exhibit C).
However, since the SR2S Plan was prepared during the COVID-19 pandemic, the City was not able to conduct a full traffic analysis under “normal” conditions. The proposed project would conduct this traffic study evaluating one-way vehicle travel on 18
th Street (between Alfreda Boulevard and extending to Wilcox Avenue or Sanford Avenue), design recommended signage and striping improvements (to either reconfigure the street to one-way flow or improve the safety of the existing two-way configuration), and construct the recommended improvements.
Additionally, the proposed project would design and construct 7 upgraded curb ramps (i.e., reconstructing from diagonal to directional, adding truncated domes, etc.), 3 new curb ramps, and 7 upgraded crosswalks (i.e., adding yellow school zone striping, high-visibility ladder striping for uncontrolled crossings, and ADA-compliant curb-ramps on each side of the crosswalk).
The construction of all curb ramp, striping and signage improvements will be timed to take place in coordination with the City’s pavement rehabilitation and maintenance project in order to more cost-effectively implement the improvements and support the longevity of these changes on streets with an existing poor/fair pavement condition index (PCI). E.M.
15. Project Scope Proposed for Funding: (Project level environmental, preliminary planning, and ROW are ineligible uses of TDA funds.)
16. Project Location: A map of the project location is attached or a link to an online map of the project location is provided below:

19. Project Budget and Schedule
The City is requesting a total of $160,000 in TDA funding to conduct a traffic study of the requested conversion of the school frontage to one-way traffic flow, implementation of recommended signage and striping improvements, and the design and construction of pedestrian improvements at 4 intersections along a 0.25-mile stretch of Alfreda Boulevard.
Other City funds will pay for the pavement repair and maintenance.
