Subject: Proposal to Assist the City of San Pablo with Performing a Benefit Analysis and Conducting a Property Owner Survey related to Street Lighting and Landscape Assessment District No. 1982-1 Improvements

Dear Matt:

Francisco & Associates or “F&A” appreciates the opportunity to submit this proposal to assist the City of San Pablo (“City”) with performing a benefit analysis and conducting a property owner survey related to improvements and services associated with City Street Lighting and Landscape Assessment District No. 1982-1 (“SLLAD No. 1982-1”).

SCOPE OF SERVICES

The scope of work will generally consist of performing a benefit analysis that will identify eligible improvements that may be funded with a Landscape and Lighting Assessment District (“LLAD”); review and coordinate with City staff to develop cost estimates to maintain, operate, and replace eligible improv ements; quantify general benefits to the public at large; and develop an assessment methodology to equitably spread the cost corresponding to the special benefits conferred to each assessable parcel in the City. F&A will present the benefit analysis and proposed assessment methodology to the City for approval. Following City approval, F&A will assist Strategy Research Institute (“SRI”) in preparing the property owner survey databases and questionnaires to test property owner willingness to pay for certain improvements, and in presenting the results of the survey to City staff as needed.

PHASE I – BENEFIT ANALYSIS

Task 1 - Project Team Meetings

Meet with City Staff, Legal Counsel, and other project team members on an as needed basis to collect and disseminate project information. Meetings will include, but not be limited to, a review of the scope of work, development of the project schedule with pertinent deliverables and milestone dates, etc.

Task 2 - Collect Available Data

Collect available data from the City related to SLLAD No. 1982-1. Information may include a listing of improvements to be m aintained; improvement diagrams or the location of improvements currently maintained or proposed to be maintained; cost estimates to operate, maintain, and replace relevant improvements.

Task 3 – Develop a Citywide Parcel Database

Develop a Citywide parcel database with applicable property characteristics from the most recent County Assessor’s data. In addition, a computer program will be developed to assist in the modeling of parcel assessments. Property characteristics will be reviewed, audited as necessary and validated for accuracy. The parcel database will be the basis for the modeling of assessments.

Task 4 – Identify Eligible Improvements

Identify the types and locations of the eligible improvements to be funded using assessment revenues. Categorize improvements into multiple categories, which may include improvements that are of a regional or community benefit to people and property both within and outside the City, and those improvements that are of a more local benefit to property.

Task 5 – Identify Cost Estimates for each Improvement

Coordinate with City staff to develop cost estimates for each improvement. Cost estimates are anticipated to include the costs to operate, maintain, and replace the improvements at the end of their useful life.

Task 6 – Perform Benefit Analysis

Based on our review of the locations and categories of improvements to be funded using assessment revenues, a benefit analysis of each improvement will be performed that quantifies and segregates the cost attributable to general benefit to the public at large from the special and direct benefit conferred to property. The benefit analysis will also include the development of an assessment methodology that apportions all costs attributable to special benefit to each parcel, and a comparison of the existing assessment to the proposed assessment for each parcel.

Task 7 – Present the Benefit Analysis to City Staff

Conduct virtual Zoom meeting to present the draft benefit analysis to City staff and the project team for review and comment. Based on comments received from City staff and project team on the benefit analysis, finalize the benefit analysis and assessment methodology that will serve as the basis for the property owner survey.

PHASE II – ASSIST WITH PROPERTY OWNER SURVEY

Task 1 – Assist with the Preparation of Property Owner Survey Databases and Questionnaires

Coordinate with City staff and SRI as needed to develop the property owner survey databases and questionnaires. F&A will provide SRI with the property owner names, mailing addresses, property addresses, current assessment amounts, proposed assessment amounts, property type, etc., for development of the SRI property owner survey databases.

F&A will review the survey questionnaires developed by SRI for accuracy in description of improvements and proposed assessments. The approved survey questions will primarily be geared towards determining property owner willingness to pay for improvements. The survey may also provide additional information and insights on several issues such as, how informed property owners are about the City’s need to generate additional assessment revenues, whether they believe the improvements are maintained adequately, whether they would like to see improvements added and if so what type of improvements, whether they use the improvements and if so, how often and for what purpose, etc.

Task 2 – Review of Property Owner Survey Results

Conduct virtual Zoom meetings with City staff and SRI to review the results of the final survey report prepared by SRI. The report will indicate the level of support from property owners to provide additional assessment revenues and provide an overview of what improvements and services are of most interest to property owners.

RESPONSIBILITY OF THE CITY

1) Provide qualified legal counsel to review and approve of the benefit analysis. 2) Determine and approve the annual cost estimate needed to operate, maintain, and replace the improvements at the end of their useful life. 3) As needed, schedule and coordinate the placement of any items on any City Council meeting agenda.

PROJECT SCHEDULE

Based upon discussions at the project kickoff meeting, we will develop a project schedule that is suitable to City Staff and the project team.
