An Amendment to the General Plan was approved by City Council in June of 2021 to change the existing land use designation for the southern 2.9 acres of the 4.08-acre development site at 2600 Moraga Road from Parks/Recreation to Public/Institutional, a land use designation that is compatible with the surrounding designat ions. The property had been designated both Public/Institutional and Parks/Recreation in the City of San Pablo General Plan Map, and the General Plan Amendment designated the entire 4.08-acre site as Public/Institutional. The remaining portion of the 8.95-acre parcel is to remain as a Public/Institutional land use designation with plans to upgrade the fields and park amenities.

An Initial Study and Mitigated Negative Declaration (IS -MND) and Mitigation Monitoring and Reporting Program under the California Environmental Quality Act (CEQA) was prepared to meet the City’s obligation to comply with the CEQA prior to considering the p roposed General Plan amendment. The MND illustrated that the proposed project would have no significant impacts if the mitigation measures to reduce potentially adverse impacts to biological resources, cultural resources, Tribal cultural resources, air quality, and geology and souls are applied. These mitigation measures, along with mitigation monitoring measures, are included as conditions of approval for the project. All CEQA documentation relating to this project can be found on the City’s website at: https://www.sanpabloca.gov/2705/California-Environmental-Quality-Act
