RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN PABLO AUTHORIZING
THE CITY MANAGER TO EXECUTE FIVE-YEAR ON-CALL AGREEMENTS WITH THE
FOLLOWING PROFESSIONAL SERVICE FIRMS IN THE NOT-TO-EXCEED AMOUNTS LISTED BELOW: (A) AVILA PROJECT MANAGEMENT: UP TO $50,000 ANNUALLY; (B) BELLECCI: UP TO $200,000 ANNUALLY; (C) BKF ENGINEERS: UP TO $100,000 ANNUALLY; (D) BSK ASSOCIATES: UP TO $125,000 ANNUALLY; (E) CHS CONSULTING GROUP: UP TO $75,000 ANNUALLY; (F) CONSOR: UP TO $75,000 ANNUALLY; (G) CSG CONSULTANTS, INC.: UP TO $50,000 ANNUALLY; (H) GEOCON CONSULTANTS, INC.: UP TO $125,000 ANNUALLY; (I) GHD: UP TO $375,000 ANNUALLY; (J) HARRISON ENGINEERING, INC.: UP TO $75,000 ANNUALLY; (K) INTERFACE ENGINEERING: UP TO $50,00 ANNUALLY; (L ) INSPECTION SERVICES, INC.: UP TO $50,000 ANNUALLY; (M) KENNEDY & ASSOCIATES: UP TO $50,000 ANNUALLY; (N) LCC ENGINEERING & SURVEYING, INC.: UP TO $125,000 ANNUALLY; (O) LSA ASSOCIATES, INC.: $50,000 ANNUALLY; (P) NCE: $125,000 ANNUALLY; (Q) NINYO & MOORE : UP TO $175,000 ANNUALLY; (R) PARK ENGINEERING, INC.: UP TO $75,000 ANNUALLY; (S) SNG & ASSOCIATES, INC.: UP TO $50,000 ANNUALLY; (T) TJKM TRANSPORTATION CONSULTANTS: UP TO $75,000 ANNUALLY; (U) TOWNSEND MANAGEMENT, INC.: UP TO $75,000 ANNUALLY; (V) WATEARTH, INC.: UP TO $125,000 ANNUALLY; AND (W) W-TRANS:
UP TO $75,000 ANNUALLY
WHEREAS, the City has need for Professional Services during the course of its operations; and
WHEREAS, having a number of consulting firms in various professional disciplines in active On-Call contracts enables the City to utilize such services more efficiently; and
WHEREAS, the City desires to engage numerous consulting firms to provide professional services in the disciplines of civil engineering, construction management, plan review, environmental services, geotechnical engineering, electrical engineering, material testing, surveying, and transportation engineering; and
WHEREAS, the City issued a Request for Proposals /Statement of Qualifications (RFP/SOQ) for On-Call Professional Services on March 1, 2023; and
WHEREAS, the City received thirty -eight (38) proposals in response to the RFP/SOQ; and
WHEREAS, after careful evaluation of the proposals, staff is recommending twenty- three (23) consulting firms to provide professional services in various disciplines; and
WHEREAS, the Agreements would be for terms of five (5) years and would authorize a contract cap per year per discipline; and

WHEREAS, the City would issue Task Orders specifying the scope of work, the cost, and the budget only when adequate and appropriate funding mechanisms have been budgeted for that work.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of San Pablo hereby finds that the foregoing recitations are true and correct, and are included herein by reference as findings.
BE IT FURTHER RESOLVED that the City Council of the City of San Pablo hereby authorizes the City Manager to enter into a five-year agreement with Avila Project Management for On- Call Plan Review services in the amount of $50,000 per year for a total not-to-exceed authorization of $250,000 over the term of the agreement.
BE IT FURTHER RESOLVED
that the City Council of the City of San Pablo hereby
authorizes the City Manager to enter into a five-year agreement with Bellecci for On-Call Civil Engineering services in the amount of $75,000 per year , On-Call Survey services in the amount of $50,000 per year, and On-Call Transportation Engineering services in th e amount of $75,000 per year, for a total not-to-exceed authorization of $1,000,000 over the term of the agreement.
BE IT FURTHER RESOLVED that the City Council of the City of San Pablo hereby authorizes the City Manager to enter into a five-year agreement with BKF Engineers for On-Call Electrical Engineering services in the amount of $ 50,000 per year and On-Call Transportation Engineering services in the amount of $50,000 per year for a total not -to- exceed authorization of $500,000 over the term of the agreement.
BE IT FURTHER RESOLVED that the City Council of the City of San Pablo hereby authorizes the City Manager to enter into a five-year agreement with BSK Associates for On-Call Geotechnical Engineering services n the amount of $75,000 per year and On-Call Material Testing services in the amount of $50,000 per year for a total not -to-exceed authorization of $625,000 over the term of the agreement.
BE IT FURTHER RESOLVED that the City Council of the City of San Pablo hereby authorizes the City Manager to enter into a five-year agreement with CHS Consulting Group for On-Call Transportation Engineering services in the amount of $75,000 per year for a total not-to-exceed authorization of $375,000 over the term of the agreement.
BE IT FURTHER RESOLVED that the City Council of the City of San Pablo hereby authorizes the City Manager to enter into a five-year agreement with Consor for On-Call Construction Management services in the amount of $75,000 per year for a total not -to- exceed authorization of $375,000 over the term of the agreement.
BE IT FURTHER RESOLVED that the City Council of the City of San Pablo hereby authorizes the City Manager to enter into a five-year agreement with CSG Consultants for On-Call Plan Review services in the amount of $50,000 per year for a total not-to-exceed authorization of $250,000 over the term of the agreement.

BE IT FURTHER RESOLVED that the City Council of the City of San Pablo hereby authorizes the City Manager to enter into a five-year agreement with Geocon Consultants, Inc. for On-Call Geotechnical Engineering services in the amount of $75,000 per year and On-Call Material Testing services in the amount of $50 ,000 per year for a total not -to- exceed authorization of $625,000 over the term of the agreement.
BE IT FURTHER RESOLVED that the City Council of the City of San Pablo hereby authorizes the City Manager to enter into a five-year agreement with GHD for On-Call Civil Engineering services in t he amount of $75,000 per year, On-Call Construction Management services in the amount of $75,000 per year, On -Call Plan Review services in the amount of $50 ,000 per year, On-Call Environmental services in the amount of $50,000 per year, On- Call Electrical Engineering services in the amount of $50,000 per year, and On-Call Transportation Engineering services in the amount of $75,000 per year for a total not-to-exceed authorization of $1,875,000 over the term of the agreement.
BE IT FURTHER RESOLVED that the City Council of the City of San Pablo hereby authorizes the City Manager to enter into a five-year agreement with Harrison Engineering, Inc. for On-Call Civil Engineering services in the amount of $75,000 per year for a total not-to-exceed authorization of $375,000 over the term of the agreement.
BE IT FURTHER RESOLVED that the City Council of the City of San Pablo hereby authorizes the City Manager to enter into a five-year agreement with Interface Engineering for On-Call Electrical Engineering services in the amount of $ 50,000 per year for a total not-to-exceed authorization of $250,000 over the term of the agreement.
BE IT FURTHER RESOLVED that the City Council of the City of San Pablo hereby authorizes the City Manager to enter into a five-year agreement with Inspection Services, Inc for On-Call Material Testing services in the amount of $50,000 per year for a total not- to-exceed authorization of $250,000 over the term of the agreement.
BE IT FURTHER RESOLVED that the City Council of the City of San Pablo hereby authorizes the City Manager to enter into a five-year agreement with Kennedy & Associates for On-Call Plan Review services in the amount of $50,000 per year for a total not-to-exceed authorization of $250,000 over the term of the agreement.
BE IT FURTHER RESOLVED that the City Council of the City of San Pablo hereby authorizes the City Manager to enter into a five-year agreement with LCC Engineering & Surveying, Inc. for On -Call Civil Engineering services in the amount of $75,000 per year and On-Call Survey services in the amount of $50,000 per year for a total not -to-exceed authorization of $625,000 over the term of the agreement.
BE IT FURTHER RESOLVED that the City Council of the City of San Pablo hereby authorizes the City Manager to enter into a five-year agreement with LSA Associates, Inc. for On-Call Environmental services in the amount of $ 50,000 per year for a total not -to- exceed authorization of $250,000 over the term of the agreement.

BE IT FURTHER RESOLVED that the City Council of the City of San Pablo hereby authorizes the City Manager to enter into a five-year agreement with NCE for On-Call Civil Engineering services in the amount of $75,000 per year and On- Call Environmental services in the amount of $50 ,000 per year for a total not -to-exceed authorization of $625,000 over the term of the agreement.
BE IT FURTHER RESOLVED that the City Council of the City of San Pablo hereby authorizes the City Manager to enter into a five-year agreement with Ninyo & Mo ore for On-Call Environmental services in the amount of $50,000 per year, On-Call Geotechnical Engineering services in the amount of $75,000 per year and On- Call Material Testing services in the amount of $50 ,000 per year for a total not -to-exceed authorization of $875,000 over the term of the agreement.
BE IT FURTHER RESOLVED that the City Council of the City of San Pablo hereby authorizes the City Manager to enter into a five-year agreement with Park Engineering, Inc. for On-Call Construction Management services in the amount of $75,000 per year for a total not-to-exceed authorization of $375,000 over the term of the agreement.
BE IT FURTHER RESOLVED that the City Council of the City of San Pablo hereby authorizes the City Manager to enter into a five-year agreement with SNG & Associates, Inc. for On-Call Plan Review services in the amount of $50,000 per year for a total not-to- exceed authorization of $250,000 over the term of the agreement.
BE IT FURTHER RESOLVED that the City Council of the City of San Pablo hereby authorizes the City Manager to enter into a five-year agreement with TJKM Transportation Consultants for On-Call Transportation Engineering services in the amount of $75,000 per year for a total not-to-exceed authorization of $375,000 over the term of the agreement.
BE IT FURTHER RESOLVED that the City Council of the City of San Pablo hereby authorizes the City Manager to enter into a five-year agreement with T ownsend Management Inc. for On-Call Construction Management services in the amount of $75,000 per year for a total not -to-exceed authorization of $375,000 over the term of the agreement.
BE IT FURTHER RESOLVED that the City Council of the City of San Pablo hereby authorizes the City Manager to enter into a five-year agreement with Watearth, Inc. for On- Call Civil Engineering services in the amount of $75,000 per year and On- Call Environmental services in the amount of $ 50,000 per year for a total not -to-exceed authorization of $625,000 over the term of the agreement.
BE IT FURTHER RESOLVED that the City Council of the City of San Pablo hereby authorizes the City Manager to enter into a five-year agreement with W-Trans for On-Call Transportation Engineering services in the amount of $75,000 per year for a total not -to- exceed authorization of $375,000 over the term of the agreement.
