AHWAHNEE DRIVE WATER, SEWER, & STREET REPAIR PROJECT | CITY OF
MILLBRAE, CA
Ahwanhee Drive is an approximately 1,600-foot-long street segment located in a hillside residential neighborhood in the City of Millbrae. Due to the aging utility infrastructure and deteriorating roadway pavement, the City initiated a complete street repair project. Utility work as part of the complete street repair project includes replacement of the existing sanitary sewer main, reconnection of sewer laterals, installation of new cleanouts and backflow preventers, relocation of the existing water main, and replacement of water services up to the meter where necessary. The project also includes rehabilitation of the existing pavement, installation of ADA compliant curb ramps, and spot repairs of concrete curb, gutter, and sidewalk where deficiencies are noted. Finally, the existing streetlights along the corridor are being upgraded with new streetlight poles and LED fixtures, new streetlight pull boxes are being installed, and a new street light conduit will be installed in the roadway.

3 WASHINGTON AVENUE RECONSTRUCTION PROJECT | CITY OF SAN LEANDRO, CA The project is located on Washington Avenue, between West Juana Avenue and Castro Street, San Leandro.
Washington Avenue is a high crowned street with parabolic cross-section, which makes crosswalks non- compliant with Americans with Disabilities Act (ADA). The goals of the project include, rehabilitating the pavement, making the crosswalks compliant with ADA by reducing the crowns, bringing the abutting curb ramps to compliance and redesigning the curb return radius at the corner of Williams Street and Castro Street for reduced turning speed. CSG conducted life cycle analysis to determine that mill and overlay is the most cost-effective rehabilitation treatment method with consideration of existing site constraints, characteristics of subsurface conditions and the City’s available construction budget. CSG performed design of non-ADA compliant curb ramp and crosswalk upgrades, prepared plans, estimates and specifications for pavement rehabilitation, and restriping and pavement markers in accordance to the latest MUTCD standards.

CSG PROPOSAL TO THE CITY OF SAN PABLO

8 Project Approach
ON - C A L L S E R V I C E S
To serve the needs of the City of San Pablo, CSG draws upon our staff consisting of civil engineers, transportation engineers, bridge and structural engineers, project managers, stormwater specialists, and construction managers and inspectors. CSG has successfully completed on-call tasks orders/projects for numerous agencies including the Cities/Towns of Albany, Pleasanton, San Leandro, San Ramon, San Jose, Santa Clara, Sunnyvale, Vallejo, South San Francisco, Millbrae, San Mateo, Foster City, and County of San Mateo.
Over the years, CSG staff has delivered hundreds of successful projects on behalf of the public agencies we serve. Key to our success is our planning expertise as well as our depth of experience which gives us the ability to foresee potential issues and mitigate them before they impact a project. CSG applies the following guidelines as part of our project approach:
Understanding each project and the agency’s primary goals and objectives; Understanding agency’s financial constraints while creating opportunities and optimizing resources; Preventing project overruns by estimating all project cost elements accurately; Preparing and monitoring project schedules and milestones; Addressing stakeholders and policy makers’ concerns and resolving conflicts; Complying with CEQA/NEPA procedures, mitigation measures, and best management practices; Coordinating with utility companies and permitting agencies in the early phases of a project; Designing to all applicable local codes, standards and plans; Communicating with City staff and contractors on a weekly basis; Monitoring and reporting project progress;
Anticipating project issues and proposing practical solutions; Facilitating communication among Stakeholders
Communicating with permitting and/or regulatory agencies CSG has assembled a highly qualified team to meet all of CITY’s needs for on-call engineering, construction management and environmental support services. Our Team will be led by Hatem Ahmed, PE, PMP who will serve as the overall Principal in Charge for this contract.
A P P R O A C H T O O N- C A L L C I V I L D E S I G N D E L I V E RY CSG can assist the City in delivering their complete street and geometric design projects by providing on-call civil engineering services. CSG will also work with all stakeholders, utility companies, and permitting agencies including Caltrans, and FHWA as needed. Below is CSG typical approach in managing projects once CSG are authorized to perform the requested on-call tasks:
Project Management Plan
CSG will implement a project management plan including all project elements establishing the project scope of work, budget, schedule, and design standards to allow for solid traceability and accountability for any changes or variances from the project baseline components. In addition, our team will identify any potential variances early in the project phase to allow for the development of an alternative approach to prevent potential schedule or cost slippages. We intend to do this by offering real-time data to City through our daily contact with City’s Project Manager and weekly project meetings.
Scope/Control Management
Scope control occurs with the development of a well written scope of work as defined by City. As changes are identified, a change request process will be followed encompassing the cost and schedule impact of each potential change, as well as the additional scope description. Potential changes will be included in a Monthly Report that will be discussed weekly with City. As changes are approved or rejected, the appropriate revisions will be made to the Scope of Work and the schedule/cost baseline will be revised and resubmitted for approval by the City.
5 S E C T I O N
CSG PROPOSAL TO THE CITY OF SAN PABLO
ON-CALL PROFESSIONAL SERVICES
9 Schedule Management
A baseline schedule will be developed and submitted for approval by City for the selected projects. CSG will use the built-in Microsoft Project tools to ensure that only contractually required dates are constrained and out-of-sequence activities are not present. Once changes are approved, the schedule will be updated and finalized.
Budget/Cost Management
As project estimates become finalized, they will be included in the project budget and loaded into the project costs. Once a project change is approved, it will be tied to a change order and the schedule and budget will be revised accordingly. All baseline revisions and change orders will be tracked and documented.
Qualit y Management
A Project Quality Management Plan will be drafted and submitted as part of the QA/QC Implementation Plan that will include the review requirements for design work and the QA/QC process during construction. This will be inclusive of all process and testing requirements and the contractor’s ability to follow its process and ensure successful testing of installed work.
Subconsultant Management and Stakeholder Coordination
As a multi-disciplinary engineering project, we understand that solid team building and cooperation are required for the successful completion of this project. This project will require integration and coordination of various subconsultants into a larger construction contract. To ensure effective teamwork, our team will hold regular meetings with CITY, utility companies, residents, and businesses to confirm project goals and objectives. A clear understanding of each person role in the project is essential and will be communicated to each team member. This approach allows each team member to properly allocate his / her resources and make the necessary commitments to the project.
Design Task List
At the kickoff meeting, CSG will meet with City to discuss project’s goals, identify specific project scope and deliverables, determine overall project schedule and deadline of each submittal milestone, confirm design and construction budget, and discuss any potential project issues and approach to address these issues. CSG develop scope with deliverables identified based on project needs, anticipated tasks and assumptions to satisfy the needs, pre-determined scope identified by City, and any other tasks that are required by the permitting agencies, and local, state and federal regulations. For illustrative purposes, CSG‘s general design approach on scoping task lists is shown below. We make sure to address all of these items with the agencies we work with to ensure a well-managed and designed project. CSG maintains an engineering design staff of over 60 professionals. CSG Project Managers hold a weekly in- house PMs Meeting to review deadlines, analyze staff utilization, and prioritize various projects. Below is the five-step process for project prioritization.
1. Project assignment beings with identifying the technical expertise required for each task, while matching it with the appropriate staff needed for the assignment. This provides the client assurance that the work will be performed with at a high standard and with an “on time on budget” mentality right off the bat.
2. Once a project / task has been assigned and begins, deadlines are tracked on a “Project Summary Sheet” and reviewed at weekly design Project Manager meetings.
3. Required resources for each task are reflected in the staffing hours sheet and updated at weekly design Project Manager meetings.
4. As project / task scope of works change, per the clients requests, additional resources required are discussed internally to ensure the appropriate staff is assigned, based on the staffs expertise and availability.
5. CSG has longstanding relationships with several engineering consultants in numerous aspects of civil engineer. CSG frequently partners with these firms to help meet client and project needs.
