CONTRA COSTA COUNTY, ON-CALL GEOTECHNICAL ENGINEERING
Geocon has worked with Contra Costa County to perform on -call geotechnical engineering consulting, materials testing, and environmental consulting services since 2005. Projects have included a geotechnical investigation for a Slope Failure at Carquinez Scenic Drive in Martinez.
Erosion and slope failures had undermined the guardrail and northern margin of the westbound travel lane of the roadway, and the County retained Geocon to provide preliminary geotechnical opinions regarding site conditions and repair concepts. Geocon provided the County with a summary of our observations and recommendations presenting conceptual repair concepts for a portion of the site that have sustained damages by erosion and/or surficial slope failures. The County later retained Geocon to conduct a design -level geotechnical investigation in order to provide geotechnical recommendations for the design of a retaining wall system to repair the slope failure. Slope repairs can be accomplished through a variety of mechanisms. Given the site logistical constraints and common local practices, our investigation considered a soldier pile retaining wall as the primary repair concept.
Other projects have included QA testing and inspection at the Byron Airport ARFF Building. We conducted soil compaction testing during pad grading at the ARFF garage building.

CITY OF DUBLIN, ON-CALL GEOLOGY AND GEOTECHNICAL ENGINEERING, SPECIAL INSPECTION & MATERIALS TESTING Geocon is currently performing geologic and geotechnical engineering services for the City of Dublin under a multi -year agreement. Since 2012 we have supported the City with on -call services for Capital Improvement Projects. Under this on -call, Geocon has performed a geotechnical and materials testing services for a range of projects:
Storm Drain Trash Capture Systems: Geocon conducted a geotechnical investigation for two proposed storm drain trash capture systems , which included installation of trash capture vaults at two locations to intercept existing storm drain lines.
During our investigation, groundwater was encountered within the anticipated excavation depths for the vaults. Geocon recommended that the project designer consider the potential for buoyant and hydrostatic forces acting on the vaults and special shoring or benching techniques during excavation. We later performed QA testing and observation during installation of the trash capture systems.
Village Parkway Median Distress Investigation: Geocon performed an emergency geotechnical investigation to evaluate subsurface conditions along a portion of Village Parkway that was showing signs of settlement, advanced pavement distress, and significant drainage issues along the median island in both directions. Geocon quickly mobilized for weekend drilling operations to avoid disturbance to traffic patterns at Dublin High School.
We performed exploratory borings to observe soils conditions and evaluate potentia l causes of distress and settlement along the roadway and median. Our field exploration also included observation of potholing at various edge drain locations along Village Parkway. Our formal report included opinions on the causation of median settlements, which appear related to potential pipe/joint failures in an underlying, aged trunk sewer, and related trench backfill.
2021 Slurry Seal: Geocon performed quality assurance testing and inspection services for the City’s Annual Slurry Seal Program, which rehabilitated approximately 80 street segments and over 28,000 feet 2 of asphalt
base repairs. The Measure B/BB-funded project consisted of sealing of existing cracks, pavement repairs, new slurry seal, and pavement markings, with over two million square feet of slurry seal installed.

QUAITY CONTROL
Geocon implements a quality assurance/quality control (QA/QC) program tailored for each project. QA/QC and project management procedures employed for a project typically include the following:
• Dependent upon the site location and the nature of the requested work, the proj ect scope requirements received from the client are reviewed by the Geocon principal and assigned to the appropriate reviewer.
• Available site information and data from previous studies (if available or applicable) is reviewed. • Based on site -specific objectives, and/or if requested by the client, we prepare a recommended scope of work for client review and approval. The recommended scope of work is based on Geocon's technical review of available documentation and is designed to meet the client’s site object ives, while meeting appropriate agency requirements.
• Upon concurrence by the client with the technical work scope, Geocon prepares cost estimates for the client’s review and acceptance. All costs are described, justified, and presented as required per the client contract.
• Projects are reviewed periodically to verify compliance with contract requirements concerning deliverables, reporting, and invoicing. Resource allotments and scheduling arrangements are planned or modified to meet the client’s requirements.
• Quality control reviews are performed by the principals to track conformance with Geocon’s internal QA/QC work product standards and those of the client. • Project costs are reviewed by Geocon’s project manager as needed throughout the project duration. If we see a change in the scope of work or that the project is going over budget, we will discuss the situation with the client immediately. Geocon will not bill a client additional charges unless the charges have been pre-approved by the client and we have written authorization to do so.
SCHEDULING
Our large pool of in- house engineers and inspectors makes it possible to respond quickly to inspection requests and short-notice calls for consultation. If needed, Geocon can respond within an hour and a half notice of a call for inspection services. Over the past 50+ years, we have been able to accommodate short- notice requests while keeping numerous projects on schedule because of our internal resources and flexible staffing capabilities. We are accustomed to mobilizing on relatively short notices, provide deliverables in a timely manner, and have proven our ability to provide services for multiple, large-scale projects concurrently while adhering to project schedules.
Geocon will provide simultaneous inspections and testing services for different disciplines whenever possible. Where applicable and feasible, Geocon will dispatch a single, highly qualified inspector, thus eliminating the need for a second inspector. Our field inspectors will be equipped with sufficient field-testing equipment to collect samples and provide rapid test results (when appropriate).
Local inspectors and technicians are dispatched based on their location, allowing rapid response time, as well as swift transportation of samples from the project site to the Geocon laboratory. The central vicinity of Northern California laboratories allows for fast turnaround of laboratory samples when needed.
Geocon understands that emergency situations can occur that are out of our client’s control, resulting in the need for rapid response. Our personnel are equipped with mobile phones and reside throughout the Bay Area, enabling our team to be readily available and mobilize quickly in the event of an emergency. In the event of an emergency, our Project Manager will gather information from the City and assess the best and quickest course of action. He or she will then immediately contact the Geocon staff equipped and trained to assist with the emergency and update the City with the next course of action.

6. SCHEDULE OF WORK
Geocon provides geotechnical design and consultation services for capital improvement projects from project conception through the completion of construction. Our services are typically performed in phases throughout design, permitting, and construction. F or a typical new CIP project, our services begin with an assessment of the potential for geologic and seismic hazards that could adversely affect the proposed project. A geotechnical investigation is then performed to provide recommendations pertaining to the geotechnical aspects of design and construction. We work with the City, design team, and regulatory agencies involved throughout the design process, as well as review project plans and specifications to verify conformance with pertinent design requirem ents prior to bidding and construction. Included below is a typical milestone schedule for a geotechnical investigation:
Investigation Task Weeks after NTP
Field Exploration 3 to 4
Laboratory Testing 4 to 5
Draft Geotechnical Report 5 to 6
Once construction begins, Geocon provides oversight and performs soils and materials testing services to assure that earthwork and construction are performed per the project plans and specifications. We have constant interaction with the City Inspector and the City’s team throughout this process. We also respond to Requests for Information and interact with the design team with adherence to the required chain of communication. Upon completion of construction, we prepare final certification reports for proje ct close- out procedures.
During construction, the schedule is generally determined by the general contractor and/or construction manager. While this schedule and the means and methods of the owner’s contractor are not controlled by Geocon, our large pool of in -house engineers and inspectors make it possible to respond quickly to inspection requests, thus eliminating added costs at the owner’s expense.
DELIVERABLES
Our standard practice is to issue geotechnical reports electronically in pdf format, followed by final reports in pdf form after the receipt and incorporation of City and/or design team comments.
Following field inspection services, Geocon’s inspector will provide a hand- written copy of the completed field report for signature to the Owner or Owner’s rep prior to departure. Geocon will submit copies of each certified written report of each inspection, test or similar service, to all parties as coordinated with the City.
Copies of the reports will be provided in electronic and/or hard copy format to allow projects to keep moving forward within the construction schedule.
Reports will include a description of deficiencies noted and corrective action undertaken to resolve such deficiencies. Deficiencies observed will immediately be brought to the attention of the City representative.
Geocon will maintain a deficiency list of all items not corrected and will re -inspect the area after the deficiency has been corrected.
Geocon is conscious of the importance of timeliness during report prep aration and when responding to questions from the project team throughout the duration of the project. Documents are provided to the project team in electronic (pdf) format to keep projects moving forward expeditiously. Reports are typically sent electronically via email and by hard copy mail once a project is completed.
