Chiara Hanna
Management Analyst
City of San Pablo
Dear Chiara:
Interface Engineering is very pleased to submit our Statement of Qualifications in response to the City of San Pablo On- Call Professional Services - Electrical Engineering Services. Vizion Utility Partners will be joining us as a subconsultant to provide Traffic Signals and Street Lighting as part of the electrical engineering services.
Since our founding in 1969, we’ve earned a reputation for creative thinking and deep expertise in electrical engineering, and we offer a diverse range of capabilities for almost any electrical engineering project imaginable. To build on that repu- tation, we invest heavily in professional development and technology, allowing us to remain on the leading edge of design.
Interface has assembled a strong electrical team that can stand alone or work collaboratively as a team with other con- sultants. Alternatively, the electrical team can be united with the other Interface disciplines to provide a single source for MEP needs. The business systems within the firm have been developed to be flexible to accommodate both scenarios to suite our client’s needs.
Electrical Engineering Capabilities:
The sample Professional Services Agreement is acceptable as-is. Interface also acknowledges the release of three addenda.
You will find several key points in our submittal which include our team’s experience on a variety of public projects and public bid experience on complex projects requiring tight agency coordination. This makes our firm and our slated team well qualified to provide the strongest electrical engineering services required for these types of projects.
Thank you for the opportunity to present our qualifications. We believe the combination of our experience, broad capabil- ity located in the San Francisco and Oakland offices, and commitment to sustainable building practices ensures that the City of San Pablo will be well served by choosing Interface Engineering.
If you have any questions, please contact me directly.
Sincerely,
WESLEY LAU, PE, LEED AP

Project Approach 05
DESIGN APPROACH
Interface’s design approach is based on the philosophy of integrated design. Effective communication between all team members is essential in this philosophy. The integrated design process used, in which goal setting for design challenges starts early in the process, during programming and conceptual design and involves the entire design team and allows the most of the innovative strategies to develop when it is the most economical to integrate them into the building design.
Interface Engineering has been very effective in fulfilling its clients’ goals by using the integrated design process and used this approach to design energy efficient buildings and complicated projects within the project budget.
We also plan to participate in several schematic design meetings with the owner to discuss the findings in the report as well as document the direction and/or decisions in regard to the general design direction.
Interface also proposes that the schematic design phase include a focus on MEP design coordination, including energy efficiency targets, as well as a detailed discussion with the owner in regard to the building operations and system mainte- nance expectations to develop the owner’s project requirements.
Our approach to developing schematic documents includes:
Develop the Basis of Design and Performance Specifications: Interface is a strong believer in developing a detailed Basis of Design, where all parameters of each system are written in a narrative format, prior to starting any drawings. Interface will review this document with the Owner to make sure all items are understood. This makes sure that there is no misun- derstanding of expected system performance and design/operational objectives.
Concept Design Drawings: Interface will provide conceptual level schematic drawing to guide and enhance design crite- ria. Conceptual drawings will include:
» Major equipment locations and type
» One-line major duct and pipe distributions
» Electrical service and one-line diagrams
» Preliminary mechanical and electrical rooms layout
» Conceptual plumbing drawings
CONSTRUCTION ADMINISTRATION
The construction administration phase will include internal detailed tracking of field questions and product submittals in order to assure the quick and timely turn around of this information. One part that differentiates Interface from others is that we set our own standard for Construction Administration responsiveness in lieu of letting the client tell us. We have a very strict turnaround standard of five days for submittals. We have always felt that being responsive and timely with the contractor assists in developing a strong working relationship as well as trust in our partnership to build a great project for our clients.
It is critical to ensure that the contractor is providing a quality installation that is compliant with the construction draw- ings and specifications. To that end, Interface is a local firm that is able to provide thorough and timely site visits during construction. We are also available to come to the field to address thorny issues that may be inefficient and ineffective to address through remote tools.

PROJECT MANAGEMENT
Interface’s approach to projects involves a great deal of communication between owner and design team and the design team consultants. This helps all participants ensure requirements are not only met but exceeded.
In order to properly manage this communication, Interface has one project manager assigned to the project that oversees all engineering disciplines within our scope of work including base services for mechanical, plumbing, electrical, fire pro- tection, fire alarm, as well as our sub-consultants. This project manager remains the main point of contact from concept phase all the way through the completion of construction. We also endeavor to maintain the discipline lead engineers throughout the project. This allows us to properly manage and oversee every aspect of the design as well as construction administration to ensure the owner’s project requirements are maintained.
Interface’s design approach is based on the philosophy of integrated design. Effective communication between all team members is essential in this philosophy. The integrated design process used, in which goal setting for design challeng- es starts early in the process, during programming and conceptual design and involves the entire design and ownership team, allows the most innovated strategies to develop when it is the most economical to integrate them into the project design.
We understand that generator projects impact the most critical systems within a building. We have experience designing projects with phased and make-ready work in order to minimize disruptions to the building. For example, Interface used a phased approach to provide normal power in a segregated panel in the first phase, and then to provide a generator with an automatic transfer switch to serve the same panel in the second phase. This allowed the client to operate on normal power until the generator, permitting, and air quality management district approvals could be procured.
BUDGET & SCHEDULE CONTROL
We pride ourselves on our lengthy track record of excellent client satisfaction. A satisfied client is not only one who ap- proves of the quality of our work, but has experienced our sensitivity to budget constraints. We understand that project parameters must change at times, and we accommodate. Our first goal for each project is to meet the goals for timely completion, functionality and budget. Budget control is achieved through:
» Focus on reducing material consumption throughout the design, from placing electrical rooms to shorten feeder runs to giving lighting control options that reduce wiring while not sacrificing function, and “real” sizing rather than “over” sizing equipment;
» Creating a living Basis of Design Document with Value Engineering incorporated at the Schematic Design Phase; » Utilizing an integrated design philosophy;
» Incorporating additive and deductive alternates into the project’s Construction and Bid Documents; » Avoiding costly change orders through our QC program; » Avoiding costly delays through our Construction Administration protocols.
