On‐Call Civil Engineering & Land Surveying Services
11 Over the past twenty years, LCC has provided topographic and right‐of‐way surveys and mapping, hydraulic/hydrologic
calculations, utility coordination and civil design services (including the preparation of plans, specifications and estimates) for various storm drain projects. The projects have ranged from the replacement of easement storm drains on private property to the installation of new pipelines in roadways with major utilities. The project shown to the right included the replacement of a collapsing 50”x31” CMP Arch Pipe between two residences. This project was an emergency project and required a quick turn‐around. LCC was able to complete all tasks within a month of the notice to proceed.
The Gregory Gardens Storm Drain Project is currently under construction. LCC performed an initial study of the storm drain system in the area due to localized flooding after most major storm events. LCC performed hydraulic and hydrology calculations and developed a scope with the City to improve the drainage in the neighborhood. LCC
performed topographic surveys and prepared Construction Documents for the installation of a new storm drain.
The project will re‐route public stormwater from flowing into existing pipelines in drainage reserves on private property, to a new 24” HDPP pipe in the roadway. Limited fall constrained by the outfall at the existing CCWD Channel and obtaining easements from private property owners at both ends of the projects were two critical design constraints.

PROJECT APPROACH
LCC has been providing on‐call civil engineering and land surveying services to local public agencies for over 65 years.
We understand the process and staffing requirements to successfully deliver projects under an on‐call contract.
Christine will be the Principal In Charge and main point of contact with the City. Mariam will perform many of the

And we have staff availability to perform the services for this Contract.
LCC will work with the City of San Pablo to develop a scope, budget and schedule for each civil design and/or surveying project that may come up. No work will be performed without the City’s authorization. We take pride in delivering the agreed upon scope,
budget and schedule to our various on‐call clients and hope to provide San Pablo with the same high quality and efficient services.
Key staff will be available for the duration of the project with the exception of short vacations which will be planned with the project deadlines in mind. We
will use our best efforts, including the hiring of temporary staff when necessary to perform and coordinate all activities in a timely manner so that the projects will be completed according to the established project schedules. We also are able to provide the flexibility of retired principals and senior staff which provides us with an ability to “gear up” for special “fast delivery” projects.
All of our key staff live in Martinez, Albany, Concord, Hercules, Piedmont and Pleasant Hill and are readily available by cell phone should an emergency situation arise. One of our survey chief lives in Pleasant Hill, which gives us the capability to dispatch them directly from home to various job sites, therefore minimizing travel time and emergency response time.
