Year Completed: Ongoing
As part of its 5 -year work plan developed by NCE, the City allowed for pavement rehabilitation and resurfacing to be designed in advance of construction and allow for earlier bidding to obtain competitive bids. It was the City’s desire to have resurfacing and rehabilitation projects for each year, grouping and ag gregating by neighborhoods for efficiency of design, construction (less mobilization), and future maintenance. More cost - effective cape seal on poor pavement condition or full depth reclamation under failed pavement condition with base material failure to help City treat more streets within limited budgets. NCE worked with the City to update pavement strategies and conducted field reviews to verify pavement condition and design of treatments in different neighborhoods.

NCE also supported City staff for Measure D workshops and City Council meetings. Currently, NCE is providing pavement and civil design services on 2023 street surface seal and rehabilitation projects (approximately $6 million construction costs) and updating the 5-year wok plan with City’s updated construction budget.

Year Completed: Ongoing
The project included the replacement and new construction of a large culvert on San Pablo Creek (W=26’; H=19’) in 2 phases. Phase 1 was initiated due to a sinkhole that collapsed unexpectedly on Via Verdi near El Portal Drive. The collapse occurred within a portion of a very large, oval shaped corrugated metal pipe culvert. The City declared this event a local state of emergency due to implications to street infrastructure, utilities, critical habitat, San Pablo Creek and access to nearby communities. Subsequently, Phase 2 was initiated several years later due to a 300 -foot-long landslide that developed upstream from the culvert headwall that also rendered adjacent Via Verdi unsafe. Both occurrences threatened to cut off the only access (i.e., Via Verdi) to 85 residencies and 2 large apartment complexes. NCE completed all engineering, permitting and regulatory compliance services for both phases.

Our environmental services included agency consultations, biological and cultural resource assessments, aquatic resource delineations, Section 7 consultation with the U.S. Fish and Wildlife Service (USFWS), CEQA and NEPA documents, and permitting with the USACE, CDFW, and Regional Water Quality Control Board (RWQCB). The 404 permit was an Individual Permit the required a complete alternatives analysis and approval.

5. Project Approach
NCE brings a collaborative, innovative, and solution-oriented approach to the services we deliver through on-call contracts, and this is the foundation of our approach. NCE will allocate appropriate resources at the appropriate times to produce high-quality and cost-effective project deliverables for our clients. We focus on understanding our client’s “big picture,” while increasing the value of every dollar spent on every effort or project to pre -identify and minimize challenges prior to occurrence. This approach begins with assigning experienced and capable project managers and surrounding them with handpicked Teams tailored to every effort, task, or project. We then follow project management principles to identify client goals and maintain constant communication, scheduling, cost management, and creative problem solving to achieve project goals. From experience, we understand these practices help us remain responsive to client needs, especially when the client request is of short-notice or when changes occur to the project scope.

Our approach also recognizes that on -call contracts require seamless integration and partnering with our clients. Our Team’s knowledge of public agencies and the need to function as an extension of their staff encourages access to NC E during the development of a scope of work without a specific task order in place. Our philosophy is to provide support to our clients during this scoping phase to facilitate understanding and create approaches that will solve technical issues.

Discipline: 1. Civil
The following scope of work describes the tasks and deliverables required for a typical public works project that might include the elements listed below. A sequential order has been used to describe our approach to the services.

Task 1 – Project Management Approach. NCE’s Project Manager will serve as the City’s primary point of contact and will have responsibility for coordinating the efforts of the project Team and subconsultants (if needed). Specific project management tasks to be conducted by NCE’s Project Manager include budgeting, invoicing, filing, scheduling, communication, coordination, and general project administration. An important activity preceding each potential opportunity is a pre-project scoping meeting to arrive at a project understanding and clear assumptions. Based on the results of this meeting, the Project Manager, technical disciplines, and Team members will be selected. The Project Manager will then coordinate the Team and lead delivery of the project.

Project Coordination – In addition to design review meetings following the City’s review of project submittals, t he Project Manager will schedule and host bi-weekly or monthly meetings with the City to maintain regular communication, review project schedule, progress on key milestones, and address project challenges and findings directly with the City. The project kick -off meeting is an excellent opportunity to conduct a field walk with the City and key stakeholders to clearly identify project improvement objectives and understand client expectations which may be difficult to convey or envision when in the office.

Task 2 – Data Gathering and Field Investigations. Necessary data to inform the project design will be collected including, field data surveys of site conditions such as geometry, surface features, surface drainage, striping, above and below ground utility features (GPR and potholing, as needed); additionally, available information such as construction as-builts, applicable technical studies, utility maps, and traffic data. The level of detail and scale of a project base map is determined when scoping with the City. If determined when scoping the project that a more detailed survey of existing topography, site features, and infrastructure is required , the Team will conduct a detailed topographic survey with mapping information . For pavement maintenance or repair projects, pavement condition and base repairs surveys, pavement coring and deflection testing, and subgrade laboratory testing will be completed, as needed.

Task 3 – Infrastructure Needs Assessment. The improvements required by the project will consider the conditions of the existing infrastructure and site conditions for elements such as pavements, surface drainage and storm facilities, ADA facilities, and slope or subgrade stabilization. Recommendations for repair or improvement will be reviewed with the City and may be summarized in a design report.

Page | 12
Task 4 – Stakeholder Coordination and Public Outreach. NCE understands some projects ultimately require an extraordinary amount of coordination, planning, technical input, and coordination to keep the project schedule on track. It is critical to maintain continuous contact with utility companies throughout the design process which may determine the need to perform additional subsurface investigations to confirm locations and/or resolve conflicts. NCE will support or facilitate community and public meetings which may be held to convey necessary information and build consensus among the community and stakeholders. If the proposed improvements encounter Caltrans or other non -public right -of-way, NCE will prepare the necessary encroachment permit applications, on behalf of the City, for permitting agency review and execution of the permit.

Task 5 – Design Plans, Specifications and Estimates (PS&E). NCE will provide the detailed civil and landscape design of the project, assist in obtaining design approval and prepare the construction drawings, special provisions, an d construction cost estimate required for the bid package. The plans, specifications and estimates will be prepared in accordance with the latest City Standard Specifications and Plans and supplemented by other related regional and state standard design specifications , and manuals. NCE will prepare 30% preliminary design documents to describe the project design intent sufficiently to develop estimates of probable construction cost. This is the most appropriate stage for adjustments in the design concept.

Based on City comments , discussions, and other preliminary design review comments, NCE will develop construction documents. This is a critical junction in a project, as a project moves into the final PS&E phases, the details must come together and loose ends which have not been previously identified must be resolved. NCE will develop plans, specifications and estimates of probable construction cost at the 60%, 90% and Final levels of design. Based on each set of review comments, NCE will provide the City with a formal written response, at each of the above-mentioned milestones.

Task 6 – Bidding and Construction Support Services . NCE will provide services including assistance responding to contractor RFIs; preparation of addendums; conformance set of plans and specifications for construction; attend pre -bid, pre - construction, and weekly construction meetings; review construction submittals; review change or ders submitted by the contractor and provide City with recommendations for approval or further negotiations; and preparation of as-builts.

Discipline: 4. Environmental
Given there is not a specific project and the scope of services for Discipline: 4. Envi ronmental is vast, NCE is providing this sample project plan based on our extensive experience delivering environmental services for a wide variety of infrastructure, housing, environmental hazards, and water resource projects.

Task 1 – Project Management. NCE’s Project Manager will serve as the City’s primary point of contact and will have responsibility for coordinating the efforts of the project Team and subconsultants (if needed). Specific project management tasks to be conducted by NCE’s Project Manager include budgeting, invoicing, filing, scheduling, communication, coordination, subconsultant invoicing, and general project administration. An important activity preceding each potential opportunity, regardless of the service, is a pre-project scoping meeting. Based on the results of this meeting, the Project Manager, technical disciplines, and Team members will be selected. The Project Manager will then coordinate that Team and lead delivery of the project.

Task 2 – Agency Consultations. The initial ste p in our regulatory compliance and permitting approach is to document the potential agencies that may have regulatory authority over the project and clearly identify the specific aspects of the proje ct for which each agency will have jurisdiction. Another key aspect of our approach is ensuring that each regulatory agency has a single primary point of contact throughout the project. This minimizes the chance of miscommunication and ensures efficient participation with all identified regulators.

Initial infor mal consultations will be conducted with key resource and regulatory agencies. The purpose of the initial consultations is to identify key regulatory considerations and to confirm the approval processes, regulatory requirements, review timelines, and permit applications. NCE will prepare an Agency Consultation Summary to summarize the consultations, primary contacts, acquired information, and requirements for each project.

Task 3 – Research, Surveys, and Reporting. Based on NCE’s experience and the information collected during Task 1, we will perform the necessary background research, technical studies/field surveys, and reporting to complete the required environmental documentation and permit applications for the project.

Background Research – NCE will review existing information associated with the project. Based on this review, we will conduct the required research related to botanical resources, wildlife resources, aquatic resources, noxious species, cultural resources, geology and soils, hydrology and water quality, hazards and hazardous materials, transportation and traffic, noise, and scenic resources. We will also perform a thorough search of applicable databases.

Field Surveys/Technical Studies – Based on the determinations made in previous tasks, field surveys/technical studies will be conducted to identify and map the resources of concern (may include biological, botanical, cultural, wetlands, geology and soils, hydrology and water quality, hazards and hazardous materials, transportation and traffic, noise, and scenic). Surveys will be conducted at the appropriate seasonal times as defined within current protocols from the respective resource agencies.

Documentation/Assessments – NCE will prepare the required reports and/or assessments as determined in the previous tasks that are necessary to complete the environmental documentation and permits. Reports and/or assessments may include, but are not limited to, Phase I & II ESA’s, Biological Resour ces Assessments, Natural Environment Studies, Botanical Baseline Assessments, Hazardous Materials Assessment Reports, Work Plans, Sampling and Analysis Plans, Wildlife Baseline Assessments, Noxious Weed Assessments, Waters of the U.S. Delineation Report, Cultural Resources Report and other resource reports as necessary for the project (e.g., traffic, noise, air quality, climate change, etc.).

Task 4 – CEQA Document. NCE will recommend the appropriate level of CEQA documentation, if required, for the project and prepare documents for the required level of CEQA (Exemption, Negative Declaration, Mitigated Negative Declaration [MND] or Environmental Impact Report [EIR]). We will prepare Administrative Draft, Public Draft, and Final versions of required documents. If a CEQA Negative Declaration or Mitigated Negative Declaration is required (as is the case with typical public works projects), the document includes the Declaration, Initial Study, CEQA Checklist, Mitigation Monitoring and Reporting Program, and supporting reports and documents. We will prepare a Response to Comments document for the Administrative Draft and Public Draft documents as well as prepare and mail the Notice of Availability/Intent to Adopt Public Notice. We wil l prepare and submit the Notice of Completion and Notice of Determination and will be available to prepare and give a presentation at a public meeting to meet project and CEQA notification requirements.

Task 5 – Permits and/or Approvals. Upon completion of a 50% to 65% design, NCE will prepare and submit required permit applications and submittals (as determined in previous tasks). NCE has extensive and recent experience in obtaining permits from the Army Corps of Engineers, US Fish and Wildlife, the Regional Water Quality Control Board, California Department of Fish and Wildlife, California Department of Toxic Substances Control, and local agencies. NCE understands that the regulatory compliance phase of projects is often times the critical path and we have streamlined the permit process to ensure that aggressive schedules can be permitted in the allotted timeframe. NCE can act as the primary point of contact for all permitting agencies if appropriate. The Agency Consultation Summary will be used to track the status of permits and approvals throughout the duration of the project.

Task 6 – Construction Monitoring and Permit Condition Compliance. NCE understands that the regulatory process is not over after the regulatory permits and authorizations are received. The permit conditions of appr oval are enforceable by law and must be implemented successfully for the construction phase of the project to be completed. NCE will prepare an Environmental Tracker (Excel based spreadsheet tool) to track and document the implementation of permit conditions during the course of each project. NCE will provide Qualified Bio logists and Biological Monitors if they are required by permit conditions, will conduct all necessary pre -construction surveys, provide environmental monitoring of construction activities, and will prepare any construction closure and monitoring reports re quired. NCE maintains Qualified Biologists and Biological Monitors with pre-approval from CDFW.

6. Approach to Schedule of Work
Timeliness is a high priority for the NCE Team. NCE uses communication, concise documentation, prompt problem resolution, and frequent review of the schedule to complete every project within the established timeframe. NCE works collaboratively with our clients to prepare project-sp
ecific implementation plan schedules with clear delivery timelines. Implementation plans shall include identified task, subtasks, milestones, revisions and/or additions required, and project delivery schedule. Schedules will be provided to the City for reference and used to ensure that delivery timelines meet contractual obligations. In the event that project milestones may be delayed, NCE will promptly notify the City, present the details of the potential delay, and make recommendations for bringing the project schedule back on track. The implementation plan schedule will be the guiding document in support of project delivery.

Project Delivery
During the project execution phase, the Project Manager for each discipline will be responsible for delivering the scope of work.

The Project Manager will be tasked with managing the budget, project schedule, management of sub-consultants, preparation of work products, etc. The Project Manager will be responsible for coordinating and communicating with the client and client’s Project Manager.

Via Verdi Emergency Response Slope Stabilization and Culvert Replacement City of Richmond, CA
Project Engineer. Jenny advanced a total of six exploratory borings in addition to coordinating with each property owner as the exploration expanded over three separate properties. She oversaw the installation of two piezometers and recorded groundwater level measurements on a monthly basis during the culvert re -design. The project included the replacement and new construction of a large culvert on San Pablo Creek (W=26’; H=19’) to address an emergency repair for a sinkhole above the existing CMP culvert that collapsed unexpectedly on Via Verdi near El Portal Drive. NCE was the prime consultant on this effort and the NCE Team provided comprehensive engineering, permitting and regulatory compliance services. The services included site investigations, forensic analysis, geotechnical investigations, surveying, hydrology and hydraulic design, civil and structural design for the concrete culvert structure, mass grading, storm drain, sanitary sewer, and roadway reconstruction, biological and cultural resource assessments, Waters of the United States delineations, permitting with the USACE, CDFW, RWQCB, and CEQA and NEPA documentation.
5-Year Paving Capital Improvement Project
City of Belmont, CA
Project Manager. Jenny and the NCE team provided the client with a multi -year paving plan to maximize the City’s paving dollars. The City passed a ½ cent sales tax measure in November 2016 to provide funding for streets and storm drains with an estimated $1.3 to $1.5 million annually over thirty years. Based on this and the City’s other roadway project funding sources, NCE developed a logical, well planned, and cost-effective five-year Paving capital improvement project to stretch public funding and allow more streets to be repaired. NCE used the City’s pavement management program, StreetSaver®, to aggregate candidate roadway projects into geographic groupings and continuous sections, distributed throughout the City. Streets were grouped by pavement treatment type and in annual cycles for efficiency in design and bidding and to maximize the City’s network pavement condition index (PCI) over five years. Final street candidates were field verified to validate selected streets and treatments and develop a multi -year plan. NCE staff presented the results from the draft paving capital improvement project to City Council, including maps illustrating the distribution of work throughout the City.

Washington Avenue Rehabilitation Project
City of Albany, CA
Project Manager. Jenny led the design team to prepare pavement, civil and landscape design for this roadway reconstruction project. NCE assisted the City with pavement and civil design services for the reconstruction of Washington Avenue, between San Pablo and Pomona Avenues. The scope of work included pavement investigation and design and preparation of civil design PS&E for construction. Pavement design solutions included full-depth asphalt reconstruction and full-depth reclamation. Visible drainage issues were addressed, such as localized ponding in the gutter pan, the design of all non -compliant curb ramps, removal of cross drains and valley gutter replacement, storm drain repairs, and improvements to striping and pavement markings including the addition of high visibility crosswalks. A bioretention facility with landscaping improvements was also designed within the Ohlone Greenway, near a BART elevated structure, to help capture and treat local runoff. NCE submitted and managed two encroachment permit applications with Caltrans and BART as the project encroached in the right-of-way.

Via Verdi Emergency Response Slope Stabilization and Culvert Replacement City of Richmond, CA
Lead Civil Engineer. Franz was responsible for overall engineering design work including field work and coordination of subcontractors. He prepared alternatives analysis, design plans, specifications and estimates of probable construction cost. He coordinated with utility companies for protection or relocation of underground utilities. In addition, he provided design clarifications during bidding and construction. Both occurrences threatened to cut off the only access (i.e., Via Verdi) to 85 residencies and 2 large apartment comple xes. NCE completed all engineering, permitting and regulatory compliance services for both phases. Our environmental services included agency consultations, biological and cultural resource assessments, aquatic resource delineations, Section 7 consultation with the USFWS, CEQA and NEPA documents, and permitting with the USACE, CDFW, and RWQCB. The 404 permit was an Individual Permit the required a complete alternatives analysis and approval.

Via Verdi Emergency Response Slope Stabilization and Culvert Replacement City of Richmond, CA
Staff Engineer. Sara provided as-needed engineering support for the project. The project included the replacement and new construction of a large culvert on San Pablo Creek (W= 26’; H=19’) in 2 phases. NCE completed all engineering, permitting and regul atory compliance services for both phases. Our environmental services included agency consultations, biological and cultural resource assessments, aquatic resource delineations, Section 7 consultation with the USFWS, CEQA and NEPA documents, and permitting with the USACE, CDFW, and RWQCB. Principal Landscape Architect. Matthew has participated in the conceptual design, construction documentation and observation phases of this project. Matthew’s focus is on coordination with permitting agencies, contractors, and nurseries to select and source native plants which are indigenous to the site and will regenerate the natural landscape. Bo th occurrences threatened to cut off the only access (i.e., Via Verdi) to 85 residencies and 2 large apartment complexes.

In addition, he oversaw the preparation and submittal of the regulatory permits necessary for the project. The approximately 900- foot stretch of Wildcat Creek just east of 23rd Street in the City of San Pablo was highly impacted by adjacent dense urban development. The bed and banks were lined with asphalt or concrete, aquatic and riparian habitat was lacking or in poor condition and dense stands of invasive vegetation covered the top of banks. The City desired to improve this physical and ecological condition of this stretch of stream along with providing the community a pocket park and multi-use trail. NCE provided planning, community outreach, agency coordination, design, and permitting for the Project. Field work and technical analysis included biological and geomorphic assessments, bank stability evaluations, hydrologic/hydraulic analysis, landscape analysis, and development of trail and bioengineered restoration alternatives. NCE developed civil, landscape, and restoration designs for the creek, park, and trail. Permit applications were prepared and submitted to the US Army Corps of Engineers, San Francisco Regional Water Quality Control Board, and the California Department of Fish and Wildlife. The restoration planning effort included biological and geomorp hic assessments, bank stability evaluations, hydrologic/hydraulic analysis, and development of bioengineered alternatives. The design required removal of unstable bed and bank material including block retaining walls, shotcrete coated embankments, riprap a nd concrete rubble and replacing them with more natural and ecologically sustainable bioengineered designs including bedding gravels and sand, brush mattresses and post/pole plantings. To address the invasive vegetation prominent along the top of bank, NCE developed a comprehensive Invasive Species Removal and Management Plan.

San Pablo Creek Slope Stabilization Project
City of Richmond, CA
Principal. Jason supported the bioengineering of creek banks and quality control of the environmental documents and regulatory permits. A large landslide adjacent to San Pablo Creek created public safety and public access issues, increased risk for the conveyance of creek flows and upstream dam releases, compromised Via Verdi (local roadway), and had the potential to damage multiple utilities. The City proclaimed a local emergency and secured Federal Emergency Management Agency (FEMA) funding for temporary emergency repairs, interim stabilization measures, and permanent improvements administered by the Cal OES. NCE initially focused on rapidly completing field investigations, evaluating slide mass characteristics, and monitoring ongoing movement to design and construct an emergency access road. NCE then quickly transitioned to completing a full alternatives analysis, conducting regulatory agency consultations, and initiating design. Project engineering and desi gn included roadway improvements, slope stabilization, drain age, fish passage, utilities, and a 26 ft. box culvert. Fish passage design within the culvert included a meandering engineered streambed and skylights based on review and oversight from the San Francisco Bay Regional Water Quality Control Board and CDFW. NCE also completed significant hydrologic and hydraulic analysis to guide the culvert design, roadway storm drain system, and fish passage facilities. NCE completed all environmental and regulatory compliance including agency consultations, technical studi es, permitting, CEQA, and NEPA support. Our work included sensitive species and cultural resources database searches, reconnaissance -level biological and botanical surveys; a comprehensive aquatic resources delineation, and a thorough archaeological field survey. The results of our field work informed the development of a Biological Assessment, Cultural Resource Inventory Report, and a CEQA Initial Study. Our team prepared a CEQA MND that was adopted by the City and we supported FEMA’s development of an EA /Decision Document.

Permit applications prepared for the project included a 401 Water Quality Certification to the Water Board, a 404 Individual Permit to the USACE, Section 1600 Streambed Alteration Agreements (SAA) to the CDFW, Tree and Flood Control Perm its to Contra Costa County, and encroachment permits for Caltrans, the City of Richmond, and Contra Costa County. NCE guided a Section 7 Consultation with the U SFWS in cooperation with the USACE and FEMA. Cultural Resources Task Lead . Jeremy managed the cultural resources task for this project including document review and fieldwork oversight. Subsequently, Phase 2 was initiated several years later due to a 300 -foot-long landslide that developed upstream from the culvert headwall that also rendered adjacent Via Verdi

unsafe. Both occurrences threatened to cut off the only access (i.e., Via Verdi) to 85 residencies and 2 large apartment complexes. NCE completed all engineering, permitting and regulatory compliance services for both phases.

I-80 Central Avenue Road Improvement Project Environmental City of Richmond, CA
Cultural Resources Task Lead. Jeremy helped to coordinate the cultural resources task and conducted document review and fieldwork oversight. The I -80 Interchange at Central Avenue has several traffic operations and public safety challenges associated with its current configuration. The City, in partnership with Caltrans, proposes to implement roadway and traffic light improvement to address these issues. NCE is providing environmental compliance and permitting for the project under the LAPM through Caltrans District 4. NCE prepared the PES, obtained concurrence from Caltrans District 4 Staff, and then conducted field investigations and technical studies for biological and cultural resources, hazardous materials, noise, air quality, water quality, hydrology, visual resources, and traffic. The cultural resources investigation included an Extended Phase 1 Archaeological Resources investigation and the results of the Phase I ESA for hazardous material s required implementing a comprehensive Phase II ESA. NCE prepared of the CEQA Initial Study and environmental document, as well as all Caltrans NEPA technical studies.

San Francisco Bay Trail at Point Molate
East Bay Regional Park District, CA
Cultural Resources Task Lead. Jeremy helped to coordinate the cultural resources task and conducted document review and fieldwork oversight. He also conducted the initial fieldwork and document preparation. NCE is leading the effort to complete a critical 2.5-mile section of the San Francisco Bay Trail at Point Molate within the City of Richmond. NCE was responsible for the planning, design, environmental compliance, and permitting for this important project. Our work included completing a detailed feasibility analysi s to identify potential trail alignments, consider engineering and landscape constraints, assess environmental considerations, and complete technical studies. Following the feasibility study our team prepared preliminary and final design plans, specificati ons, and estimates along with Caltrans E -76 documentation. Environmental work included technical studies for aquatic, biological, and cultural resources, a detailed environmental site assessment for hazards, preparation of CEQA environmental documentation, and preparation of the full suite of regulatory permits. Due to a variety of landowners within the project area along with sensitive habitats and unique cultural resources, thoughtful coordination with private landowners, resource agencies, and Native American Tribes was required.

Iron Horse Nature Park and Open Space
City of Dublin, CA
Cultural Resources Task Lead. Jeremy helped to coordinate the cultural resources task and conducted document review and fieldwork oversight. NCE’s team of landscape architects, civil engineers, hydrologists, biologists, and environmental scientists are leading the design, permitting and construction process for the conversion of an abandoned and contaminated railroad right of way into an innovative and transformative 1.5 -mile linear nature park and the improvements to the adjacent Stagecoach Park. The proposed restoration and improvements will provide many different activities, features and experiences that do not exist in any of the community’s other parks. Located adjacent to an existing channelized creek and maintenance road, the park master plan envisions the elimination of the maintenance road, complete transformation, and integration of the creek into the nature park. Key features will include a 12’ wide multimodal trai l, waysides, and interpretative features with educational information about the natural and cultural history of the site, shaded seating areas, native restoration planting s, stormwater infrastructure, removal and remediation of all contaminated soils and p edestrian connections to adjacent parks, schools, and neighborhoods.
