LOCAL FIRM
Park Engineering is based in the Bay Area. We
service clients and all our employees live and
work within the Bay Area’s nine counties. Our
company started providing project management,
construction management and construction
inspection services to the City of San Pablo in
2016 through previous on-call contracts.
DEMONSTRATED RECENT AND SIMILAR
PROJECT EXPERIENCE
Park Engineering experience includes public
works infrastructure and transportation, as well
as capital improvement and building projects.
Our firm currently works on on-call contracts
with cities and counties throughout the Bay
Area, so we understand not only the nature of
the work, but also that our services will be
required as-needed. We know how to staff such
assignments so that the client gets the best
personnel for the project in the most efficient
manner. The firm holds as-needed contracts to
perform project management, construction
management and inspection services with the
following public agencies (to name a few):
▪ City of San Pablo
▪ Contra Costa County Public Works Dept.
▪ City of Concord
▪ City of Oakley
▪ City of San Mateo
▪ City of Daly City
▪ City of San Rafael
▪ Main County Public Works
▪ City of Fremont
ABILITY TO BE RESPONSIVE, MEET
DEADLINES, AND OPERATE WITHIN BUDGET
We will manage our contract with the City to
provide cost-effective construction management
and inspection services by utilizing the following
practices:
• Open flow of communication with the City
Staffing Coordinator on costs and staffing.
• Hold monthly meetings with the City Staffing
Coordinator to review any concerns with Park
Engineering staff and to learn details of
upcoming work.
• Accurate, detailed and timely billing
information that monitors our contract’s funds.
• Provide adequate staffing and/or service to
cover the City’s needs.
• Frequent “check-ins” with Inspection staff for
assistance with any questions and/or needs of
current workload and provide information of
upcoming tasks.
• Oversight of staff to ensure their work is
acceptable to the City.
• Review of deliverables for ensured high quality
and accuracy.
• Provide any necessary training or tutorial
assistance to ensure the City’s needs are met
and interests are protected.
The main challenge to an on-call project
management, construction management and
inspection services contract is being able to
respond to the requests and needs of the City in
a timely manner. Ability to provide qualified
staff with the required skill set when requested
starts with pre-planning and constant
coordination and follow up. The required steps
include:
▪ Pre-selected staffing with specialties
approved by the City.
▪ Regular communication with City project
manager to forecast projects and needs.
▪ Planning ahead & updating staff availability
to match upcoming City projects.
▪ Meeting with the City project manager and
developing a staffing plan including both
City staff and Park Engineering staff to
cover all upcoming construction projects.
▪ Executing the staffing plan and making
adjustment when needed to efficiently and
effectively cover all the work.
PROJECT SUCCESS THROUGH TYPICAL
PROJECT CHALLENGES
Having performed project management,
construction management and inspection
services on numerous projects for various public
agencies, we have identified elements that are
key to the success of typical Capital Improvement
and Public Works Projects as well as
development projects. They include but are not
limited to: Public Outreach & Safety,
Documentation, Tracking of Costs, Quality of
Work, and Project Appearance / Environmental
Concerns / Permits / Water Pollution Control.
