On-Call Professional Services - Transportation Category | 9 Scope of Services

TRAFFIC PLANNING & ENGINEERING
The TJKM Team has all the requisite technical experience that is required to complete any project successfully. Our team members have extensive knowledge and experience of traffic si gnal coordination, implementation and fine -tuning, traffic studies, intersection levels of service, freeway, and arterial operational studies, PS&E for signals and as -built plans, neighborhood and circulation plan studies, data collection, traffic handling plans, pedestrian and bicycle studies, traffic safety analysis, operational analysis, and signing and striping.

TRAFFIC SIGNALS/SIGNAL TIMING
TJKM has designed more than 2,000 traffic signals in nearly 200 jurisdictions throughout Northern and Central California. Our design staff are very experienced in preparing PS&E for new and modified traffic signal systems, and pavement delineation to impro ve capacity and safety. TJKM ’S design process includes a thorough site investigation to verify existing information such as; lane geometry, sight distance issues, signal poles, controller cabinets, service pedestals, pull boxes, conduits, street lighting c ircuits and other pertinent information. TJKM also develops signal-timing plans to move traffic more efficiently in transportation corridors. Since 2008, TJKM has provided signal timing coordination services to various Bay Area jurisdictions as part of the MTC’s previous Regional Signal Timing Program (RSTP) and current Program for Arterial Systems Synchronization (PASS). The PASS program replaced the RSTP in 2010, and TJKM has coordinated timing of 345 signals during the first two cycles of the three-year program. Services under both programs included coordination with Caltrans; existing conditions analysis; traffic signal timing analysis and recommendations; timing plan implementation and fine-tuning; and benefit/cost ratio analysis.

COMPLETE STREETS
At TJKM, we look at each community ’s unique needs to design safe and efficient transportation alternatives that meet the needs of all users. The goal being to integrate all modes to achieve safer and more accessible communities . TJKM has prepared preliminary d esigns and traffic operations studies for transportation projects that enhance the accessibility and safe accommodation of bicycle, pedestrian, and public transportation modes on roadways. These projects are consistent with the objectives of Complete Stree ts, which the National Complete Streets Coalition defines as facilities that “are designed and operated to enable safe access for all users”.

RAILROAD CROSSINGS
TJKM has worked on traffic signal/intersection improvements with Caltrain and S an Francisco Public Utilities Commission and other local agencies such as County of Santa Clara, City of Mountain View, and other local agencies designing traffic signal modifications and intersection improvements at railroad crossings.

TRANSPORTATION IMPACT STUDIES & PEER REVIEW
With our extensive experience in traffic planning, operations, and design, TJKM is well suited to provide support to peer review items developed by other consultants in the realm of traffic engineering. Under this task, TJKM will peer review st riping and geometric improvement plans, development related to traffic impact analysis (including Level of Service and Vehicle miles traveled, and transportation section of an Environmental Impact Report. The purpose of these reviews is to assist agencies in the public sectors and companies within the private sectors, in making major land use and other development decisions. We have performed t his service for both public and private sector clients throughout the State of California.

On-Call Professional Services - Transportation Category | 10

ENGINEERING & TRAFFIC SURVEYS
TJKM has conducted numerous Engineering and Traffic Surveys (ETS) for municipal agencies in over 50 jurisdictions throughout the Stat e of California. Each study segments in all of these projects were carefully reviewed to meet the requirements of California state laws for speed zones and radar enforcement. Past study recommendations have been adopted by our municipal clients keeping the m in compliance with state law and improving traffic safety in their communities. The California Legislature approved, and the California Traffic Control Devices Committee is developing final standards for, new speed zone setting regulations that allow Cal ifornia cities and counties to more easily reduce speed limits. This includes rounding the 85th percentile speeds down instead of to the nearest five mph increment. In addition, agencies can retain older speed limits even if new surveys would otherwise require an increase. This specific guideline revision has resulted in raising certain street speed limits and has become a challenge for the State and local jurisdictions.

APPROACH TO SCHEDULE OF WORK
TJKM understands the nature of traffic/transportation projects while working for public agencies. These projects are on the public eye due to safety issues and general public concerns about traffic safety and mobility. The traffic/transportation projects usually have time line and schedule limitation due to funding requirements, public and City Council expectations and general concerns about safety. Other short term projects are also demanding and require immediate attention. Therefore TJKM is very aware and take the schedule for transportation projects very seriously and understands the demand and public agencies requirements and expectations. In preparing project schedules, TJKM considers all expectations, funding requirements and prepare practical and feasible project schedule allowing ample time to coordinate u tility issues, right of way issues and multi -agency coordination and obtaining permit when required.
