Chiara Hanna, Management Analysis
City of San Pablo Department of Public Works - Engineering Division 1000 Gateway Avenue
San Pablo, CA 94806
Dear Chiara Hanna and the City of San Pablo:

Townsend Management, Inc. (TMI) is pleased to submit our team’s qualifications and proposal to provide the City of San Pablo with On-Call Professional Services in the discipline of Construction Management (CM). Together, we believe our team’s expertise, demonstrated abilities to perform the requisite services, technical qualifications, and relevant experience with the rigors of on-call public works projects will deliver success for the City and all stakeholders involved.

TMI has reviewed the RFP/SOQ documents and understands the scope of services for the Construction Management discipline. Accordingly, we have assembled an extraordinary team of experienced in-house professionals who possess the knowledge of federal, state, and local regulations to perform on-call construction and project management, resident engineering, construction inspection, special inspection, constructibility review, scheduling, and cost estimating services on public works projects for the City of San Pablo. Our team’s expertise includes infrastructure construction improvements for street, sidewalk, storm drain, paving, grading, traffic signals, and other capital improvement projects.

As a brief introduction, TMI was founded in 2000 and is a California Corporation based in the San Francisco Bay Area specializing in Construction Management and Inspection Services. We are a Small Business Enterprise (SBE), and are certified with the California Uniform Certification Program (CPUC) as a Disadvantaged Business Enterprise (DBE). TMI is headquartered in San Francisco, with satellite offices in Contra Costa and Santa Clara counties.

Mr. Zamir Zuraek, CCM is one of TMI’s Principals and will serve as the main point of contact for the City. As Construction/Project Manager, Mr. Zuraek is authorized by TMI to negotiate a contract for the proposed services with the City.

It would be an honor to partner with the City of San Pablo to provide CM services for various public works and capital improvements projects. We appreciate your consideration and look forward to meeting with your team to discuss our proposal and qualifications in the near future. In the meantime, please reach out to me directly should you have any questions or require additional information.

Sincerely,

2. FIRM STATEMENT OF QUALIFICATIONS
TMI
Established in 2000, TMI has over twenty-two years
of experience providing on-call CM services for public
agencies and private owners, including various Public
Works Departments, Municipalities, Utility Districts, Land Developers, Transit Agencies, and Educational Institutions.

Our firm specializes in delivering complex projects, both technically and politically, for publicly bid and built projects that involve interfacing with multiple stakeholders.

TMI is proud that most of our business is generated with repeat clients, and we look forward to assisting the City of San Pablo with finding solutions to project challenges of all types.

TMI’s project experience is extensive and spans both
the public and private sectors. Our firm’s expertise in infrastructure construction includes: street, sidewalk, storm drain, paving, grading, traffic signals, and other capital improvements. Additional CM experience includes “green” infrastructure and sustainable design with incorporation of recycled/adaptively re-used material, earthwork, utility infrastructure (including sanitary sewer, water, pump
stations, water storage tanks, and storm drain treatment facilities), joint trench (including gas, electrical, and telecommunication lines), street lighting, traffic video detection, roadway/hardscape, pathways, curb and gutter, bridges, pedestrian and bicycle facilities (cycle track), and landscape and irrigation.

TMI has provided CM services for Public-Private
partnerships (P3) for the City and County of San Francisco on various infrastructure projects, including Mission Bay, Treasure Island/Yerba Buena Island (TI/YBI), Chase
Center, and the Sunnydale Housing Authority. All of these P3 projects are unique due to the interface of new public infrastructure and parks, as well as renovation and repair of specific facilities with standards for SFPW, SF-PUC, Caltrans, Caltrain (Joint Powers Board), and various
private utility providers.

TMI has also provided CM services for other municipal
projects in the Bay Area, including Midway Village for
the City of Daly City; the Clean Water Program for the
City of San Mateo; Bay Meadows Development for the
City of San Mateo; Kilroy-Oyster Point for the City of
South San Francisco; and the Tuberculosis/Refugee Clinic Improvements for the County of Santa Clara. These
projects illustrate TMI’s experience with a wide range
of project types including construction or rehabilitation of sanitary sewer and storm drainage systems, street and roadway Infrastructure (including sidewalks, pavement,
lighting, and pedestrian and bicycle facilities), and tenant upgrades/facility improvements.

Our firm’s experience with different municipalities and jurisdictions has provided TMI’s staff with a distinct
awareness of project-specific and authority-specific plans, specifications, and inspection requirements. TMI has
provided Local Assistance Program support to the Cities of San Carlos, San Mateo, and Berkeley, and the Towns
of Los Altos Hills and Portola Valley. These projects
have ranged from several hundred thousand dollars to
several million dollars and have included roadway repairs, pavement upgrades, wet utilities, electrical and joint trench, as well as pedestrian bridges and pathway construction.

The Chase Center Infrastructure Improvements project
best illustrates TMI’s qualifications and experience with on-call CM services. Located along 3rd Street in San
Francisco’s Mission Bay neighborhood, the Chase Center
became the new home for the six-time NBA champion
Golden State Warriors basketball team during the 2019
season. TMI’s staff administered the bid process, managed the overall construction schedule, managed the change
order process, and provided CM and oversight for the
installation and acceptance of the infrastructure supporting the Chase Center, including sewer, storm, joint trench, domestic water, AWSS, communication, landscape,
security systems, and roadway construction. TMI directed the work of several contractors during the construction of a 50 million gallon per day (MGD) pump station in
hazardous soil conditions, installation of deep utilities and new streetscape, and new city park fronting the Bay on SF Port property. TMI’s staff was instrumental in coordination efforts with several design firms to ensure problematic free transitions between the limits of work. Additional project coordination efforts included utility company coordination (such as PG&E and Comcast); agency coordination
(including SF-PUC, SFPW, and other agencies having
overlapping jurisdiction); coordination of shoring efforts around existing live utilities constructed in sub-standard soil conditions; and coordination with various project
stakeholders and existing tenants/residents of occupied buildings adjacent to the project for limited service
interruptions during night and weekend work.

3. STAFF STATEMENT OF QUALIFICATIONS
TMI
With over 22 years of experience, providing CM services for publicly bid and built projects, TMI has grown to
a staff that includes construction professionals ranging from registered engineers to construction inspectors. We have assembled from our in-house staff, a team of key

experience working on similar on-call public agency
contracts. Additionally, TMI intends to subconsult with Smith-Emery for Special Inspection Services and Salimi
Construction Management for Scheduling Services.

As previously mentioned, Zamir Zuraek, CCM will serve
as the Lead Construction/Project Manager (CM/PM)
for this pursuit. Zamir will be responsible for initiating and implementing the work, maintaining effective
communications with the City, consultants, subconsultants, and other involved agencies and organizations,
coordinating all activities with staff, providing invoicing and schedule controls, and maintaining the quality control required for this project. With over 30 years of experience providing CM services, Zamir has served as lead PM on
numerous on-call efforts, including Mission Bay, TI/YBI, and Bay Meadows.

Zamir is a great communicator and is capable of leading the proposed staff of Project Managers, Resident
Engineers, Construction Inspectors, Office Engineers,
Special Inspectors, Constructibility Reviewers, Schedulers, and Cost Estimators to provide the CM services as

and Delaware Street Relief Sewer projects. His experience includes infrastructure construction, including grading and demolition, storm drain, water, and sanitary sewer
systems, joint trench, pump stations, hardscape, street lighting and traffic signals, landscape, and parks and open space projects. Like Zamir, both Pete and Mario are also familiar with providing CM/I services in compliance with applicable agencies’ plans, specifications, and special provisions, as well as experienced with the Caltrans
Standards and Plans. The Resident Engineer will be
responsible for Project and Contract Administration,
including but not limited to: the coordination of pre-
construction and weekly progress meetings; evaluating the schedule; coordination with the contractor, City Project Manager, and other stakeholders; preparation and submittal of the monthly progress report; and review of submittals, RFIs, and Contractor monthly payment applications. The
Resident Engineer will also be responsible for Change
Order Management, Construction Claims Analysis and
Support, and Project Closeout and Acceptance Services.

The Construction Inspector role will be provided by
either Jesse Capilitan or June Pang. Jesse has over twenty years of construction experience providing Quality
Assurance/Quality Control (QA/QC) and CM/I services
on a multitude of public infrastructure projects, including working with Zamir, Pete, and Mario in Mission Bay and
on the TI/YBI Improvements projects. His experience
includes infrastructure construction, including grading and demolition, storm drain, water, and sanitary sewer
systems, joint trench, pump stations, hardscape, street lighting and traffic signals, landscape, and parks and open space projects. June has over 17 years of construction
experience providing QA/QC and CM/I services on a
variety of public works projects, including working with Zamir on the Midway Village and Kilroy Oyster Point
Improvement projects, and with Pete on the Tuberculosis/ Refugee Clinic Improvements. His experience includes
various infrastructure improvement projects involving
sewer, storm drain, joint trench, bridges, streetscape, and landscape improvements, as well as horizontal construction and tenant improvement projects. Both Jesse and June
have the requisite experience providing CM/I services
for on-call and part-time efforts, and are familiar with Caltrans Standards and Plans and processing through the Caltrans LAPM procedure. The Construction Inspector will be responsible for Construction Observation, Inspection, and Specialty Inspection, including but not limited to:
maintaining daily inspection reports with applicable
photos; ensuring Contractor compliance with permits and approved health and safety standards; and coordinating
special inspections (as needed).

experience providing office engineering and construction administration services for a variety of public and private infrastructure projects. In addition, Kristie has the
requisite experience providing CM/I services for on-call and part-time efforts. Similar to the other proposed staff, Kristie has worked with Zamir, Pete, Mario, and Jesse on the Mission Bay and TI/YBI Improvements projects, and

5. PROJECT APPROACH
TMI

APPROACH TO PROVIDING CONSTRUCTION

MANAGEMENT (CM) SERVICES
Three key factors necessary for effective management of the type of services proposed are the understanding of
Scope, Schedule, and Budget. TMI will ensure consistent implementation over the life of the agreement through our experience and organizational approach to the tasks and work methods, as follows:

1. Determine and qualify the project scope and work
scope requested by City of San Pablo for the particular project.

2. Determine the overall project goals, as well as interim schedule milestones (if any), for specific project tasks and objectives.

3. Identify and coordinate TMI’s staff levels of effort to provide the necessary services for the project scope,
schedule, and budget with a focus of matching the best- fit skills of our team members for assignments.

4. Throughout the entire process, establish clear lines of communication by and among team members.

5. Once the work plan is in place, establish monitoring guidelines to ensure that interim milestones, document
deliverables, and the overall project goals are being
tracked for budget and schedule considerations.

6. Establish a notification mechanism to alert the required team members of variations in scope, budget, or
schedule tracking for completion of interim milestones, project deliverables or project goals.

7. During the periodic check-in for project status updates, recommend a follow up procedure in determining the
quality assurance/quality control (QA/QC) approach to
improve on the overall process or work plan for future
use.

8. Upon work or task scope completion, establish a
post-completion review to validate the established
work plan and provide for comments as to plan
approach, implementation, effective plan process or
other considerations that may help improve the overall
process.

Based on the proven skills of TMI’s team, the strengths of utmost importance to the technical requirements of the project are: the experience of our key personnel, their work ethic, and daily problem solving ability.

PROCEDURE FOR PROJECT MANAGEMENT,

COST, SCHEDULE, AND QUALITY CONTROL
TMI proposes to utilize the Project and Document Controls format to establish and define overall processes and
measures that are key for successful project management and maintaining both budget and schedule, as well
as understanding and identifying potential design,
environmental and construction constraints. This approach will rely heavily on establishing an effective project control mechanism to log and track all aspects of the budget,
schedule, procurement, construction documents, change
orders, submittals, record drawings, field reports, quality assurance/quality control reports as well as other project related reports and documents.

TMI is skilled in developing conceptual and detailed
independent cost estimates, reviewing cost estimates
prepared by others, as well as performing constructibility analysis and value engineering. For this aspect of work, the proposed approach would be to initiate the review of plans and specifications to clarify and define the work scope as well as identify potential conflict areas. The proposed cost estimate and budget for the project would be reviewed and compared against unit costs for similar work efforts on other projects to validate concept budgets. Should a more stringent budget review be required, TMI is fully capable and experienced in providing independent cost estimates and conceptual budgets, taking into consideration similar staging and phasing work plans as initially proposed, or providing alternate value engineering concept budgets
based on constructibility analysis of alternate means and methods of performing the work.

Schedule review and analysis is critical in validating
project milestone goals and deadlines as well as setting the pace of construction for the overall project. TMI is fully capable and experienced in providing these scheduling
services and would also be available to correlate and
coordinate specific project schedule information into the client’s master plan schedule for associated or adjacent project development or milestone requirements from
tenants and third party constituents.

TMI is solution oriented with a keen focus on quality,
which can help the construction contractors avoid mistakes and rework, saving the project time and resources. TMI
realizes that the progress is either made or lost in the field. Therefore, our field monitoring and inspection will be oriented to set the expectations for quality, track the action, and clear the way for progress. In addition to
the three-phase QA/QC approach discussed, TMI uses
the pre-construction photos and additional daily photos to document progress. Our photographic records are in
digital format for easy archiving and retrieval. Our daily reports are generated in the field and include items such as progress of the work, conformance to the plans and
specifications, quantities of materials utilized, inspections performed, and surveying requested. Any extra-work will be closely monitored for labor, materials, and equipment expended in the work, especially if the Force Account
method is utilized on changes the City authorizes. No
changes will be solicited or permitted from the contractor unless authorized by City in advance. TMI excels in
coordinating the contractor’s work with the project
participants, such as the designer(s) or surveyor, and with adjacent contractors within the vicinity of the work. Our team’s ability to communicate and provide creative and
helpful input has helped resolve many tense situations
in the field. Additionally, since TMI is experienced

5. PROJECT APPROACH
TMI
with and capable of providing construction/project
management, resident engineering, construction inspection, constructibility review, scheduling and cost estimating services, we can be flexible and facilitate the proper means for potential changes in work scope.

APPROACH TO MONITORING LABOR HOURS

AND FACTORS AFFECTING COSTS
TMI’s approach to developing timelines and budgets for
projects begins with the project definition. From the types of construction to be performed, including project duration and milestones, TMI can determine the level of effort
required. For example, if one project requires continuous inspection with stacking of trades and crews, multiple- shifts, night-work, accelerated schedules, and so-forth, the level of effort will be higher than for a project with periodic inspection of single crews working straight-time shifts. With sufficient information from the City on the proposed projects, TMI can determine a level of effort for the particular project. The level of effort can be presented over the timeline of the project, accompanied with the staff rates to determine the project budget. TMI is accustomed to establishing project task orders and budgets that are determined by levels of effort and these can be tracked monthly to gauge how the forecasted level compares to
the actual level of effort and the budgets can be revised accordingly.

As a measure to help monitor expended labor hours on
the project, TMI proposes to utilize the weekly time-card review process to verify labor hours spent each week for a specific task. This process has been used on numerous projects with other cities/agencies/owners. The weekly
time-card review process has been effective in monitoring expended labor hours pursuant to specific task order
issuance or budget constraints. Additionally, this approach lends itself to a monthly review with City staff to monitor overall budget considerations, given the potential for
multiple task assignments.

TMI recommends utilizing a monthly tracking format that has proven effective in managing the overall project budget for specific or multiple tasks. This process utilizes an as-built tracking of resources based on the weekly review and provides a percentage breakdown of labor for various tasks, as applicable. The as-built tracking process also utilizes an available budget summary that tracks monthly as-built conditions and compares them against current
budget amounts (task orders) for further consideration of budget and resource forecasting, as needed. TMI has used this process for more than 20 years while providing on- call/as-needed construction management services for the Mission Bay Development in San Francisco, CA. Prior to
the start of providing CM services, samples of the monthly as-built and available budget summaries will be available to the City for review, and modifications will be made to address specific project needs.

Regarding our tracking of various factors affecting
design and construction phase costs, TMI maintains an
HCSS estimating platform for developing crew based
estimates for civil construction projects. The data is
kept updated with changes in labor rates, material costs, equipment costs, innovations affecting production, and
bidding climate and trends in the industry. TMI monitors the Engineering News Record for changes in their
Construction Cost Indices and researches other trade
publications for various material pricing, and alternate means and methods which can change project designs and
construction costs. Local construction costs are affected by world-wide events, such as climate issues, materials shortages, fuel prices, labor agreements, and the global COVID-19 pandemic.

CONDUCTING SPECIFIC MAJOR TASKS
TMI envisions the major deliverable as the completed
construction projects built safely, on time and under
budget. We approach projects looking at the major phases in the project life cycle and are skilled in providing services in each phase – Pre-Construction, Construction, and Post-Construction.

PRE-CONSTRUCTION
Design Management – CM starts with the project concept.

TMI has had the opportunity to work on projects as early as the design-development phase. TMI brings adding
value in managing the design budget and providing
constructibility review comments to facilitate the release of design documents that are complete and robust for bid.

Permits and Disclosures – TMI will work with the City to identify what permits are in hand and what items need to be obtained by the contractor. These items may be in the form of encroachment permits (if interface with Caltrans on state routes/interstate routes is necessary), night work permits, rights of entry, traffic permits, etc.

Pre-Construction Site Documentation – Prior to the start of construction activities, TMI has found it invaluable to take photos and videos of the pre-construction conditions.

Good photographic documentation will help minimize
disputes during construction.

Pre-Construction Meeting – The pre-construction meeting will focus on contact protocols and project requirements, including safety, COVID-19 guidelines, and SWPPP/RMP
regulatory requirements; construction schedule; inspection and staking requests; request for information (RFI) and submittal processes; processes for changes in the work; and project close-out procedures. At a minimum, TMI
will stress the importance of project safety, traffic control, critical submittals, certificates of compliance on materials brought to the job-site(s), personal protective equipment, job-site protection, and general housekeeping.

CONSTRUCTION
Contract Administration – The proposed team has
experience with several electronic project management
platforms (such as EADOC, Procore, Constructware,
Unifier, and others), and is ready to use City of San Pablo’s preferred platform(s) for the assignments. TMI can tailor its approach to work with the system the City is most
comfortable with.

Electronic storage of project information is important and must be retained for record purposes. Documents will
be logged and separated as to their function and need for additional action. If it is acceptable to City, TMI would 8 | City of San Pablo – 2023 Request for Proposals for On-Call Professional Services | TMI

5. PROJECT APPROACH
TMI
prefer that all RFIs and Submittals be routed through
the TMI project staff who will be the gate keeper for the document flow. Submittal logs and RFI logs will be utilized extensively to keep the flow of information moving rapidly.

From our extensive experience with electronic project
management platforms, TMI understands the importance
of keeping documents flowing in a rapid and organized
fashion. Our team also understands that the human touch is also needed to look behind the tables at times to extract information that may otherwise be lacking or blocking
progression. To the extent possible, RFIs are encouraged to be succinct and unique to prevent repetition of issues.

TMI understands the importance of proper communication
within the project team, especially with the designer
and/or engineer of record when it comes to answering
RFIs and reviewing submittals. As such, TMI has built a rapport with the designers and engineers of record on all previous projects, and will encourage the same process
for this assignment. TMI also advocates for the team to develop a strong communication process to foster the
need for the rapid flow of information. Others having
authority may need to supply input on an RFI or submittal response, and TMI will work with the City to determine
who those participants are and include those individuals in the communication process. Correspondence will be
tracked as to origin and need for reply. Funding sources, bid pricing, and progress payments will be tracked, along with forecasts for potential cost increases. Inspection and survey requests will also be tracked to ensure the work is progressing properly.

Project Progress Meetings – TMI is skilled at running
efficient and productive weekly progress meetings.

Meeting minutes are an effective tool to keep the
discussions on target and moving along. Key topics such as safety, traffic control, budget, schedule, RFIs, Submittals, and miscellaneous inspection requests will be reviewed.

POST-CONSTRUCTION
Final Punch-list – The term “final acceptance” will be
discussed and defined at the pre-construction meeting
based on detailed information from the various accepting authorities and stakeholders involved on the project. TMI has successfully utilized the concept of a rolling punch- list to track items early on and address them prior to
completion.

As-built Drawings – As-built Drawings are used on a daily basis to track progress and completion of the work as it proceeds. In our experience, we have found that As-built Drawings are submitted in a complete and timely fashion when tied to the contractor’s application for payment.

Final Project Review – TMI will meet with the City,
accepting authorities, and other stakeholders to review the close-out documents. Upon satisfactory completion
of work and submission of required close-out documents, TMI will submit our recommendation for acceptance.

QUALITY ASSURANCE/QUALITY CONTROL
(QA/QC)
The TMI team’s quality control procedures are modeled
after the U.S. Army Corps of Engineers’ Quality Control Three-Phase Inspection and Quality Assurance procedures.

Our Quality Control system employs a Preparatory
Phase, an Initial Phase, and a Follow-up Phase, and
our focus is to have the end goal in mind: the safe and successful completion and sign-off/acceptance of each
work element. Before a new work element commences
on site, a meeting (called Pre-Task meetings) will occur with the City, CM staff, contractor, subcontractors (if applicable), specialty testing/inspectors, utility companies, and other stakeholders to discuss the expectations of
the work element and the process to ensure that items
needing inspection and sign-off are witnessed with
adequate notice. These meetings provide the contractor
with the proper documentation (approved submittals,
work plans, specifications, etc.) needed in-hand before the work element starts. Depending on the complexity of the particular work element, additional checklists may be utilized to track planning, installation, and post installation portions of the work.

During the design phase, it is beneficial to identify the work elements that require special inspections. Ideally, the project construction documents identify those elements and define the QA/QC procedures required by the contractor’s agreement with the City of San Pablo. However, if such
procedures do not exist, TMI is prepared to develop project specific QA/QC plans for the purpose of obtaining positive project outcomes.

APPROACH TO PROVIDING SHORT-NOTICE,

ON-CALL CM SERVICES
As previously discussed, TMI has proven experience
performing CM services on an on-call basis for various
public agencies. With our company headquarters in San
Francisco, all TMI staff proposed herein live and work
within the nine (9) Bay Area counties. This is a key benefit that has proven effective with other agencies for similar on-call CM assignments, especially when provided short- notice. Albeit easier to schedule with adequate notice, TMI is fully capable of providing experienced CM staff on short-notice.

Based on TMI’s 20+ years of experience on similar on-call contracts, we are confident in our ability to provide the requisite CM services for the City of San Pablo. Along
with experience, our team of construction professionals brings resource flexibility and commitment to act as
an extension of the City of San Pablo in managing
construction activities on the City’s public works projects.

*Special Inspection Services – For Special Inspection Services, TMI intends to subconsult with Smith-Emery.

Smith-Emery (SE) San Francisco has been in business since 1904 – established in San Francisco 119 years ago. In that time, SE grown into the largest laboratory on the West Coast with a diversity of services and capabilities. In addition to their core services of materials testing and inspection, SE also offers waterproof testing (AAMA-certified), geotechnical services and geotechnical laboratory, environmental services with an analytical laboratory, and metallurgical laboratory among our services.

SE has a large local workforce, and they are signatory to Operating Engineers, Local 3 and have over 150 inspectors locally on staff. Additionally, SE has a strong management and engineering staff. Overall, the company has over 450 staff in California and worldwide. Many of SE’s inspectors are multi-certified. SE makes every effort to assign inspectors to projects who reside nearby their projects, and are multi-certified in a wide variety of tests. Because SE has so many services and a diversity of testing knowledge, they can also cover any inspection, investigation or test that may arise and have someone on site in less than 24 hours.

The purpose of an agency issued “as-needed’ contract is to provide the agency with a contracting vehicle that allows the agency to quickly mobilize support without having to undergo the rigorous request for proposals and contracting process.

SE is dedicated to meeting the schedule and is willing to go above and beyond to accommodate last minute occurrences. In the fast-paced construction world, things happen to provide opportunities to shift the schedule and suddenly an inspector is needed. SE prides themselves on never missing a dispatch, and their dispatch manager works diligently to get an inspector out on job as soon as possible. For example, SE recently responded to a last-minute request from the Tesla plant in Fremont for inspection on an expansion project; and SE was notified that an inspector was urgently needed. SE’s dispatch manager discussed the parameters of the needed certified personnel to get a clear idea of the technical needs. Once the information was provided the SE dispatch manager used the database to locate a SE inspector with the correct certifications and had an inspector out to Tesla within two hours.
**Scheduling Services – For Scheduling Services, TMI intends to subconsult with Salimi Construction Management.

Salimi Construction Management (SCM) was founded in 2012 and for the past 10 years has provided project/construction management services in the San Francisco Bay Area, Sacramento, Central Valley, and Los Angeles. SCM has successfully delivered over 100 projects with a combined construction value of over $10 billion. In addition to CM services SCM offers CPM scheduling, time impact analysis, and scheduling services for public and private sector projects. SCM specializes in building, transportation, public utility, road, bridges, tunnels, water, and waste-water projects. The historic south access road to the iconic Golden Gate Bridge, known as Doyle Drive or Route 101, was structurally and seismically deficient at the start of construction in 2009. The roadway was facing the same problem that threatens other parts of our nation's infrastructure - the ravages of time and continual use. Originally built in 1936, Doyle Drive had reached the end of its useful life. In April of 2012, traffic was shifted onto a seismically-safe temporary bypass that will carry traffic until the replacement

of Doyle Drive is complete. Replacing this aging roadway is not only critical for seismic and traffic safety, but also provides an opportunity for major design improvements. Doyle Drive has been re-envisioned as the Presidio Parkway - a roadway tucked into the natural contours of the Presidio of San Francisco and the Golden Gate National Recreation Area, one of the nation's large st urban parks. The Presidio Parkway will create a spectacular regional gateway between the iconic Golden Gate Bridge and the city of San Francisco. The project team strived to create a roadway that reduces impacts to biological, cultural and natural resources; respects the project setting within a national park, the National Historic Landmark District and surrounding neighborhoods; meets community needs; and provides a safer roadway. Construction began in late 2009 and will be complete in 2015.

Phase I was completed in 2012 and included construction of the southbound High Viaduct, southbound Battery Tunnel, and temporary bypass. Phase II will include construction of the northbound High Viaduct, northbound Battery Tunnel, Main Post Tunnels, Low Viaduct and Girard Road interchange.

In this project, Vincent maintained the project master schedule which includes individual schedules for utility, bridges, tunnels, viaduct, civil, and phasing. He also maintained the four week look ahead, and prepares time impact analysis.
