This requires a thorough understanding of the relevant legal framework (CEQA, NEPA, Mitigation Fee Act, etc.), attention to detail, mastery of the modeling and analytical techniques involved, and strong understanding of the political issues surrounding transportation networks. He also developed new techniques for improved modeling. For example, the “4D’s” post-processor he developed to account for smart growth characteristics is now used in models across the country. Our clients will attest to the quality of our work on these similar projects with similar scopes of work in the recent past.

1. CIVIL Project References
The Downtown Streetscape and
Road Diet project included the
design of new streetscape and utility
improvements along State Street
from Mill Street to Henry Street,
approximately nine city blocks.

Sidewalk improvements, ranging
from 8 feet to 15 feet, were designed
to ADA accessible standards and
included bulb-outs. The widened
sidewalks include new planter areas,
street trees, tree grates, street
furnishings (benches, recycling and
trash containers, bicycle racks, signage, bollards, streetlights etc.). Other components of the project included relocation of drain inlets and pipes, construction of LID stormwater enhancement features, installation of new streetlights, and an RRFB.

The road diet portion was designed to maintain and enhance the State Street corridor vehicular capacity, reduce intersection congestion by providing turn pockets that allow left turning vehicles to move out of the main flow of traffic. Utility improvements on State Street included approximately 2,700 LF of new, 8-inch PVC sanitary sewer line, complete with new manholes, service laterals and cleanouts, and approximately 2,700 LF of new 12-inch PVC water main line, complete with new water valves, fire hydrants, and water service lines with meter boxes.

The roundabout at Southwest Blvd.
and Commerce Blvd. is the first
roundabout to be constructed
in the City of Rohnert Park. GHD
completed a citywide roundabout
circulation study in 2017, which
included 15% level design for this
intersection. The design team took
the 15% design, refined it and carried
the critical elements forward through
bid documents.

The improvements included the full removal and reconstruction of the roadway structural section through the project limits, new curb and gutter, specialty curbs at bioswales, and pedestrian sidewalks with enhanced crossings. The work also included a new water main and storm drain upgrades, bioretention areas and a new irrigation system and landscaping, and a new street lighting system. The landscaping is water-conscious and low maintenance.

A unique bicycle safety enhancement is the separated bike lane, through the intersection.

Other safety features such as green bike lanes and signage upgrades were also installed.

The project has improved the flow of traffic, improved safety, reduced emissions, and was a great aesthetic upgrade for the neighborhood. The roundabout is the crown jewel and focal point for the on-going Southwest Blvd Complete Streets Project and has inspired discussions with the City regarding other roundabout suitable locations.

The Segment H extension of Devlin Road includes
2,900 feet of new 3-lane industrial collector
roadway, relieving traffic on Highway 29 and serving
various commercial and industrial developments
in the City of American Canyon. The new roadway,
constructed through a greenfield, terminates as a
roundabout in the north and a new 3-way stop at
heavily traveled Green Island Road to the south.

GHD provided intersection control evaluation
analysis, and developed preliminary roundabout
geometric layout for the intersection
Principal elements of the design include drainage, roadway lighting, and traffic control. GHD’s approach to the design also includes “complete streets” concepts for pedestrian and bicycle design, including the adjacent Vine Trail Extension, which is a Class I multi-use pathway within the City’s right-of-way along the east side of the new industrial collector corridor.

GHD completed full environmental review for the project, including preparation of an IS- MND and resource agency permitting, including Section 404 and 401. The biological effort included plant and fairy shrimp surveys, full wetlands delineation and coordination with the Army Corps and Water Quality Regional Board. The design effort included preliminary engineering for the new roadway extension, including roadway alignment and cross section study, hydrology and hydraulics reports, utility extensions budgetary construction cost and preparation of plans, specifications and estimate for construction.

The Lucas Valley Curve, at
mile post 5.08 in Marin County,
is, according to the Marin
Independent Journal, a “notorious
trucker trap” with a severely small
radius, “where big-rigs often
slip off the road and down an
embankment.”
T o further prevent such costly
incidents, the County of Marin
desired to improve the roadway
geometrics to the maximum extent
feasible by implementing a downhill
retaining wall on the northeast side
of the roadway. So, in 2017 the
County selected GHD to complete
the environmental, permitting,
and design for the Lucas Valley
Curve Realignment project at mile
post 5.08. The project is federally
funded by the Highway Safety Improvement Program (HSIP), with federal-aid funds administered by Caltrans District 4 Local Assistance.

GHD presented several design alternatives using a variety of different solutions— Tire Derived Aggregate (TDA), soldier-piles with tiebacks, and other non-standard methodologies—to come up with the most cost-effective, constructible design possible.

The result: a 30-foot-tall soldier pile wall with tiebacks and concrete lagging, storm drain culvert reconstruction, and extension and roadway construction and overlay. GHD also developed staged construction plans to allow at least one lane of traffic through the area during construction. During construction GHD provided insight and solutions to questions that came about at various stages and developed guardrail solutions that fit within the constraints of the site and met all State and Federal regulations.

2. CONSTRUCTION MANAGEMENT Project References
GHD provided construction
management services for this $14M
project which rehabilitated 28 miles
of County roads, including 7.0 miles
of FDR. Work at the 10 project sites
scattered across the County also
included sections requiring removal
and replacement of the road section
and asphalt concrete overlay pavement
treatments. Other contract work
included culvert replacements,
Americans with Disability Act (ADA)
sidewalk and curb ramp installation,
traffic striping and markings, and
associated roadway work. Challenges
included concurrent work at six or more
locations, including some remote sites
without reliable cell service. Traffic control was a priority everywhere but was especially challenging on narrow, windy roadways in proximity to schools.

GHD's proactive and collaborative management of this project resulted in minimal disruption to County traffic, while completing the improvements. This project was completed within budget.

GHD provided construction management and inspection services for the first roundabout in the City of Rohnert Park. The project scope included the full rehabilitation of the roadway to install the new roundabout with new curb and gutter, specialty curbs at bioswales, and pedestrian sidewalks with enhanced crossings. The work also included a new water main and storm drain upgrades, bioretention areas and a new irrigation system and landscaping, as well as a new street lighting system. A new separated bike lane, green bike lanes, and signage upgrades were other safety upgrades to the intersection.

The project improved the flow of traffic, improved safety, reduces emissions, and was a great aesthetic upgrade for the neighborhood.

4. ENVIRONMENTAL Project References
GHD evaluated several alternative
approaches to manage peak wastewater
flows in West Napa, including alignment
alternatives and handling of peak flows
within the collection system and at
the West Napa Pump Station. Detailed
evaluation for the Browns Valley Trunk
included an alignment study and
hydraulic assessment that resulted in
the selection of the preferred alignment.

Design included trenchless crossing
of Caltrans Highway 29 right-of-way, groundwater evaluation and constructability review, Caltrans permitting, and coordination with various stakeholders.

GHD delivered the plans, specifications, and estimate (PS&E) for the project, as well as the environmental documentation. GHD prepared the Initial Study/MND for the project pursuant to the California Environmental Quality Act, evaluating complex issues surrounding the project’s undercrossing of Highway 29, the use of construction equipment near residences at night, the need for extensive tree pruning and removal along residential streets, and other concerns. GHD also completed an Addendum to the MND to cover additional pump station modifications made at a later date of the design, as well as a Financial Assistance Package for the project pursuant to the Clean Water State Revolving Fund Water Recycling Funding Program. The project is currently under construction, and the Napa Sanitation District selected GHD as the Prime Construction Manager for the project.

The objective of the project is to rehabilitate an existing 1936 concrete bridge to re- establish the viability, safety, and capacity of the structure. The project would improve streetscape conditions, widen the existing bridge, and provide scour mitigation in Novato Creek to protect bridge foundations. The project includes grant authorization from the Caltrans Highway Bridge Replacement and Rehabilitation program for partial federal funding, and the City of Novato wished to identify the most beneficial CEQA and NEPA compliance strategy, including consideration of a joint CEQA/NEPA document.

GHD worked with the City of Novato and Caltrans District 4 staff and completed the CEQA and NEPA review for the project. GHD completed the necessary technical studies in support of a Caltrans NEPA Categorical Exclusion finding, including a Natural Environment Study,
Biological Assessment,
Archaeological
Study Report,

GHD was retained to conduct a wetlands
delineation and habitat assessment, prepare
CEQA documentation, assist the City with
AB52 consultation with Native American
Tribes, and prepare permit applications
required by the Corps, Regional Board,
USFWS, and CDFW. The engineering team
required accurate and verifiable mapping of
wetlands and habitat onsite, so they could
avoid impacts to the extent feasible, and the
City can plan for mitigation costs for the unavoidable impacts.

The City received a request for consultation from the Federated Indians of the Graton Rancheria under AB52, and, as a result, required additional archaeological studies in response to the Tribe’s questions and requests. As this was the first Public Works or Water Department project that had undertaken an AB52 consultation, it was important to develop standard procedures, establish good relationships with the Tribes, and minimize costs.

In addition to use of the IRWP Program EIR for CEQA, GHD completed the wetlands delineation and habitat assessment and provided a preliminary evaluation of mitigation credits. GHD also assisted the City with AB52 consultation with the Federated Indians of Graton Rancheria. As part of the CEQA within-the-scope documentation, GHD revised the IRWP Mitigation Monitoring Program so that mitigation requirements are updated per current regulations and are targeted to the Disinfection and Diversion projects at the LTP. The CEQA and permitting tasks are pending information from the engineering design process.

The Fulton Road Widening Improvement Project is
a City of Santa Rosa Capital Improvement Project
funded by Measure M that will reconstruct and
rehabilitate Fulton Road between Guerneville Road
and Piner Road to a four-lane Regional/Arterial
Street as envisioned in the Santa Rosa General
Plan. The Project would include roadway widening,
new vehicle travel lanes, bicycle lanes, sidewalks,
bioretention areas, bus stops, landscaping, utility
undergrounding, storm water facilities, and property
acquisitions and easements.

GHD prepared environmental documentation and
preliminary engineering design plans the project.

Project components included coordination with
PG&E for Rule 20A undergrounding relocation of
overhead utilities lines, drainage improvements, low
impact development, traffic signals, miscellaneous
utilities, and public outreach.

GHD completed the full environmental review for the project, including preparation of a CEQA Initial Study/MND and technical studies for traffic, wetlands, cultural resources, and roadway traffic noise. GHD completed the full range of resource agency permitting for the project, including a Section 404 Nationwide Permit; 401 Water Quality Certification; 1602 Streambed Alternation Agreement, and Section 2081 Incidental Take Permit. The biological effort included rare plant surveys, full wetlands delineation, Biological Assessment, and extensive coordination with regulatory resource agencies.

GHD initiated traffic engineering services to
the City of San Luis Obispo under an On-
Call Traffic Engineering and Transportation
Planning Services Contract. Under this
Contract, GHD provided services for the
Transit Yard Solar Array, EV Charging, and
Bus Bay Parking Optimization Study. The
goal being the development of a solar array
solution that blends current operational needs, future fleet expansion, and electric charging infrastructure to achieve long term effectiveness of the facility for a 100% zero- emission battery electric bus (BEB) fleet.

City of San Luis Obispo has managed short and long-term transit planning for the expansion of its transit fleet from the current 17 revenue vehicles to no less than 25 vehicles, in an effort to support expanded transit operations over the next 10-15 years.

In addition, the City adopted Major City Goals, which would require the transit fleet to be 100% zero-emission by 2035, exceeding the California Air Resource Board adopted Innovative Clean Transit (ICT) fleet rule deadline of 2040.

GHD reviewed the initial site operations through collaboration and coordination with City’s Transit Manager and the City’s Onsite Operations & Maintenance Contractor, First Transit. The goal being to understand and document the operational knowledge, site circulation, and workflow process for dispatching vehicles throughout the day.

GHD developed alternatives for circulation, parking layout, and preliminary restriping plans needed to accommodate the larger fleet size within the constraints of the City’s new solar arrays and electric vehicle charging infrastructure. Through review of the constrained site, tandem parking was recommended within the limits of the solar array canopies, and charging infrastructure placed within the protection of the structure’s post system.

GHD provided consultation as part of the optimization parking layout analysis, considering electric charger venders, charger locations, and electric vehicle infrastructure upgrades as part of the readiness program. GHD also provided a review of the City’s participation in the PG&E’s EV Fleet Program, detailing the City’s responsibilities to EV infrastructure.

5. | Project Approach
GHD provides high quality Civil Engineering Design services from project outset through construction. Since 1952,
GHD has earned a reputation for planning, designing, and delivering high quality and smoothly operating projects of all types in California. We specialize in all aspects of transportation design engineering, from conceptual to final design and design support services through to construction support and administration.

Our staff are well-versed in local standards and policies (past work with the City of San Pablo, West Contra Costa Transportation Advisory Committee, Contra Costa County, other cities within Contra Costa County, and the County), Caltrans Highway Design Manual, American Association
of State Highway and Transportation Officials (AASHTO)
Policy Manual, California Manual on Uniform Traffic Control Devices (MUTCD), California Disabled Accessibility
Guidebook (CalDAG), Bay Area Stormwater Management
Agencies Association (BASMAA), and Title 24.

We prepare detailed designs with strict attention to the overall context of the project including the purpose and need, operational needs, potential users, connectivity, best and highest use of right of way, conserving natural environment and more. In order to provide context sensitive

1. CIVIL ENGINEERING SERVICES
solutions our team considers all intersection and roadway elements, including grading, drainage, water quality, sight distances, ADA conformity, active transportation, complete streets, transit erosion control, pavement design, utilities, signing and striping, stage construction, traffic handling, intersection control, lighting, and more.

In addition to providing accurate capital costs estimates for your projects, our team will be mindful that the lowest capital cost alternative for a project may not be the lowest lifecycle cost for the County. We will utilize our experience to estimate reasonable operations and maintenance costs that will provide a more realistic picture of decisions that will be made during the project.

We also work with utility companies and the right of way acquisition team to identify utility relocation costs, permitting costs and property/easement acquisition costs in order to identify all costs associated with constructing the project.

CONSTRUCTION MANAGEMENT
The success of a construction project is directly tied to the effectiveness of the Construction Management Team, acting in partnership with the owner. GHD provides construction

2. CONSTRUCTION MANAGEMENT SERVICES
GHD City of San Pablo Department of Public Works Engineering Division On-Call Professional Services 26 inspection and management to meet funding programs and
prevailing wage requirements. GHD can provide inspectors for prevailing wage and non-prevailing wage projects,
augmenting city staff, providing third-party inspections of designs by others, and providing inspections of projects we design for the District to provide turn-key services.

Jane Rozga will oversee these services for our team. GHD’s approach emphasizes:
− Project communication and tracking › GHD utilizes Procore to assure that all project team members have access to
current documentation and know the status of submittals and RFI’s so that communications and decisions are based on an accurate understanding of conditions.
− Task planning and problem avoidance › GHD spends
time before new tasks to evaluate potential challenges
and work with the Contractor to identify alternatives and develop a proactive approach to issues.
− Problem-solving › GHD’s Construction Management
Team takes an active role in diagnosing and solving
problems. Initiating discussions on potentially
contentious issues as soon as they arise can allow
potential resolution of issues before parties become
entrenched. GHD fosters a team approach to problem-
solving so that challenges are less likely to result in adversarial relationships and have a long-term impact on project success.
− Critical response › When a project is threatened by an urgent issue, GHD has the ability to tap additional resources as needed to assist with both solving the problem and
minimizing collateral schedule and cost impacts.

Constructability and Peer Reviews
GHD has experience performing peer review,
constructability, and value engineering workshops for
various project types and delivery methods. These reviews can add value to projects which may be complex or where project cost estimates are greater than the available budget.

For design/build projects we often write the RFP and review the designs at each stage of development for the owner, acting as the owner’s technical representative.

GHD dedicates teams of seasoned professionals to
review the design documents for constructability reviews.

Reviews generally follow the GHD Constructability Process, which is based on the Construction Industry Institute’s Constructability Implementation Guide.

Construction Cost Control
GHD will take a proactive approach to deliver a project that is high quality, on time, and budget. For many construction projects, change is inevitable; however, the key is identifying how change can be mitigated with proper planning and
communication. Tools and techniques to mitigate change
orders include:

Accurate baseline schedule with detailed activity
breakdowns, realistic durations, and the correct
sequencing to construct the Project.

Productive on-site weekly meetings including review of
the three week look ahead schedules with County staff.

Documentation of issues and actively engaging with the
responsible party to address them.

Leveraging our team’s experience and insight in the
design and construction of similar projects constantly
looking ahead, anticipating issues, and engaging with the right people for timely resolution.

Development of a professional working relationship with the Contractor. Our team has experience on all sides
of construction (Contractor, CM, and Design Team).

We understand the criticality of having a good working
relationship and a feeling of teamwork.

Familiarity with contract drawings and specifications.

GHD’s Team is always well-versed in the contract
documents and does not take anything for granted without reviewing the language of the contract.

Use of project controls specialists to support our team with defensible cost data.

Documentation of site activities including work activities, issues and delays, and weather. As much as the GHD Team works to collaborate with the Contractor, we recognize that accurate documentation is critical for protecting against unwarranted claims and resolving misunderstandings.

INSPECTION
Teamwork. GHD achieves effective QA on our inspection
projects by, when possible, working in partnership with the contractor, which improves efficiency and reduces required staff time for quality assurance. Open communications
and a team approach toward project success reduces
the distraction of adversarial relationships and facilitates collaboration in resolving project challenges.

Problem-Solving Approach. GHD inspectors study the
project documents, along with submittals and any RFI's, to be familiar with project requirements. Looking ahead to future activities allows us to identify and address potential challenges.

Minimizing Punchlists. When we can, we help the
Contractor avoid potential rework (also saving re-
inspections). Our team identifies potential issues early whenever possible and informs the Contractor's crew of
items in need of attention to reduce the number and scope of punch list items.

Documentation. GHD uses web-based document
management systems to provide project team members with 24-7 access to project information. Inspection staff post daily reports and photographs each day so that project stakeholders have immediate access to the most current information.

Safety. For each of our projects, GHD establishes specific objectives and measures for success, communicated to all involved in the Project. In pursuit of our vision of zero harm to people, property, and the environment, we adhere to the following principles:
− Prevention of injuries, illness, incidents, and fatalities as a valued business practice of what we do, we have a behavior based safety program that incorporates the following:
• Empower all to use Stop Work Authority when there is
a perceived unsafe act or condition
• Perform Positive Interaction by peers to evaluate
each other’s safety performance
GHD City of San Pablo Department of Public Works Engineering Division On-Call Professional Services 27 • Conduct on-site safety inspections to identify and
mitigate hazards
• Train employee specific to the task being performed
Approach: The GHD CM Team will adhere to GHD’s safety
principles, participate fully in the City’s site safety program, and, if necessary, use their Stop Work Authority if a
hazardous condition is recognized.

Result: The project will align with the City’s safety culture.

planners, environmental scientists, biologists, hazardous material specialists, hydrologists, transportation planners, noise analysts, and air quality specialists to assist clients in the preparation of CEQA and NEPA documents, resource
agency permit applications, environmental documentation to support federal grant funding requirements, and
supporting technical studies and public outreach.

Our staff have worked together for years, providing On-Call environmental consulting services for public works projects including building and property renovations, bridges, pump stations, utility undergrounding, water and wastewater
systems, roadways, drainage improvements, pedestrian
and bicycle trails, and river, creek and stream enhancement and restoration projects. We have extensive staff resources in multiple Bay Area and Northern California offices,
and trusted relationships with federal-aid and resource protection agencies to leverage on the City’s behalf.

CEQA/NEPA Compliance
GHD has over 25 years of
experience specializing in CEQA
and NEPA compliance and our
team’s expertise and ability to
execute complex projects is
well established. GHD produces
the full range of compliance
documents for a wide variety of
federal, state, and local agencies,
and is thoroughly experienced
in producing documentation
for federally funded projects involving Caltrans oversight.

GHD team members have a complete understanding of
current CEQA and NEPA regulations and guidelines, and
the components of the preparation, noticing, and approval process that are critical to keeping projects on track.

Permitting
The GHD Team’s resource agency permitting staff offers
local resource knowledge, along with the ability to work constructively with regulatory staff to facilitate timely approval of permits. Agencies with whom we routinely work (associated regulatory permits) include the US Army Corps of Engineers (Section 404, 408), the US Fish and Wildlife Service (Section 7 Consultation), the California Department of Transportation (encroachment permits), the California Department of Fish and Wildlife (Section 1602, Incidental Take Permits), and the Regional Water Quality Control Board (WDR, Section 401).

Clean Water and Hazardous Materials Management
Since 1951, GHD’s California and west coast offices have

4. ENVIRONMENTAL SERVICES
provided exceptional multidisciplinary engineering services to municipal, state, and federal. GHD’s engineering team provides a broad range of planning, design, and construction support services for buildings, utilities, and other infrastructure systems, including storm water/LID permit compliance,
hazardous materials management, and fueling system/
underground storage tank site remedial actions and closures.

Strategies for Successful Environmental Compliance
Our approach to environmental planning is focused on
helping clients obtain all necessary environmental approvals as efficiently and expeditiously as possible. This begins with our team evaluating the potential for projects to qualify for various CEQA and NEPA exemptions, identifying strategies for successful and efficient review, and advising clients on any practical ways to reduce permitting and mitigation requirements. At the beginning of a project, we prepare a detailed review schedule and make it a top priority to respond quickly to requests and to communicate resolution of issues.

Environmental permitting and environmental remediation are often a critical factor in moving our clients’ projects toward successful implementation. Our staff offers local resource knowledge, along with the ability to work constructively with regulatory staff to facilitate timely approval of permits.

These relationships help us facilitate the early involvement of agency staff. From our experience, this is crucial to gaining agency cooperation and input, ensuring that the project is more likely to be approved, and avoiding costly delays.

Traffic Signal Design, Timing Optimization and Coordination Traffic signal design, street lighting design and signal timing has long been an integral specialty of GHD. Our long-
standing reputation for completing complicated traffic signal projects makes us especially qualified for any signalization, optimization, and coordination projects within the County.

GHD provides traffic and electrical engineering services such as reviewing and preparing Plans, Specifications, and Estimate (PS&E) for traffic signal and street lighting projects (both new installations and retrofits), signal interconnect systems, signal timing plans, in-roadway illuminated
pedestrian crosswalks, pedestrian hybrid beacons,
emergency vehicle preemption and priority systems, and
parking lot lighting, as well as other traffic engineering functions related to traffic operations and safety.

We have prepared PS&E for over 200 California traffic
signal installations, including preliminary impact and signal warrants evaluation, traffic engineering studies, design and preparation of PS&E, project bidding services, contract management, and construction inspections, requiring
the work to conform to various local, state, and national standards for clients, including local and state agencies, as well as private developers.

Intelligent Transportation Systems Networks
The existing arterial and collector network within the County presents many opportunities for Intelligent Transportation Systems (ITS) improvements that can increase
responsiveness to issues, safety, reduce congestion, and improve operational service levels. ITS improvements can increase safety, reduce congestion, improve transit service levels, and position corridors as future-ready for “Smart City” strategies down the road.

6. ELECTRICAL SERVICES
GHD has a history
of preparing
successful
environmental
documents, none
of which have
been overturned
by the courts.

GHD City of San Pablo Department of Public Works Engineering Division On-Call Professional Services 29 GHD understands the programs, projects, and technical
architecture necessary to achieve higher customer service with updated equipment, communication, Advanced Traffic Management System (ATMS), and management at Traffic
Operations Center (TOC). ITS systems considered in the
County will need to conform with the ITS Policy and the Regional ITS Architecture (i.e., Bay Area ITS Architecture (BAITSA) as updated by MTC). Our engineers and planners are consistently on top of the next set of innovative technologies, to enable our clients to stay ahead of the regulatory
and technological conditions, and thereby plan and/or
incorporate those elements into project planning and design.

Electric Charging Infrastructure Projects
GHD has delivered multiple projects in the past decade on thousands of projects in transportation, energy, including alternate and future energy alternatives, permitting, design and construction services. Assisting our clients with
preparing for the future of transportation in California. We work closely with the local agencies, utility purveyors, and landowners to provide the space and infrastructure for the future sustainable electric fleet of America. We look forward to assisting the City to meet statewide and local goals for electric charging infrastructure.

Zero Emission Fleet & Service Assessment
Fleet Assessment through our proprietary Zero Emission
Vehicle Optimization (ZEVO) involves collecting, auditing, and processing fleet asset metrics (such as odometer,
maintenance cost, fuel efficiency, and carbon intensity) from the existing fleet to develop a fleet attrition plan. GHD's proprietary statistical model evaluates each asset's operational viability and helps identify 'easy targets' within the existing fleet to transition away from fossil fuel into ZEV technologies.

Service Assessment involves collecting and processing GPS data that maps out the activity performed by the assets. This assessment allows validating the specification of ZEVs within the context of the energy and power requirements currently being expended by fossil fuel assets. ZEVO performs the Service Assessment using a proprietary physics model,
which considers elevation, local climate, duty cycle, stop events, speed, and other relevant on-road factors.

Traffic Operations
With an increasing programming emphasis and funding
priority towards active transportation and transit
improvements, today’s traffic analyses also need to help quantify trade-offs between transportation modes when
vehicular capacity may be reduced to improve safety and operations of bicycle, pedestrian, and transit modes. Prior to developing an analysis model, GHD collects field data along study corridors by collecting counts by mode and
classification, observing queues, saturated flow rates, and performing floating car travel time runs. Additionally, we often supplement field data with available “Big Data” from free sources (NPMRDS, PeMS, LEHD) and commercial
sources (INRIX, Here, StreetLight, BlueFax, AirSage,
Streetlytics, etc.) based on project needs.

Traffic Signal Design, Timing Optimization, and Coordination Traffic signal design, street lighting design, and signal timing has long been an integral specialty of GHD. Our
long-standing reputation for completing complicated
traffic signal projects makes us especially qualified for

9. TRANSPORTATION SERVICES
the anticipated signalization and signal modifications, optimization, and coordination projects anticipated in
the City. GHD provides traffic and electrical engineering services such as reviewing and preparing PS&E for traffic signal and street lighting projects (both new installations and retrofits), signal interconnect systems, signal timing plans, in-roadway illuminated pedestrian crosswalks, pedestrian hybrid beacons, emergency vehicle preemption and priority systems, and parking lot lighting, as well as other traffic engineering functions related to traffic operations and safety.

Active Transportation and Complete Streets Operation
We believe in the principles of Complete Streets, Road Diets, and Green Streets, and adapt to the emerging guidance and standards being developed for active transportation modes.

However, we understand that active transportation planning must consider operational impacts to vehicular modes of transportation. Typical active transportation roadway and infrastructure improvements are implemented to increase safety, connectivity, and predictability for people traveling by foot and bicycle, including increased pedestrian crossing times, leading pedestrian intervals, protected bike lanes and intersections, wider bicycle lanes and sidewalks, bulbouts, and median refuges.

Bike/Pedestrian Safety Education/Safe Routes to School
Safe Routes to School (SRTS) is a part of the Transportation Planning field which focuses on increasing safety of students and families walking and bicycling to school through a set of methods referred to as the “5 Es” — Engineering, Education, Enforcement, Encouragement, Emerging Technologies.

GHD staff bring diverse experience throughout California developing SRTS Plans and Programs, including context-
appropriate application of all five “Es” from the school to the County level. Further, our staff have helped design infrastructure improvement plans and safety education,
encouragement, and enforcement programming for a range
of communities.

Railroad Coordination and Working with the California
Public Utilities Commission (CPUC)
The City has several open at-grade rail crossings, some separated by as little as 300 feet within a little the downtown core. Along with the design elements along the Sonoma
Marin Area Rail Transit (SMART) alignment, GHD has
prepared operational analysis and preliminary design of the rail grade crossings and adjacent City traffic signal network in Downtown San Rafael. Coordinating with SMART, particularly with at-grade crossings is something the GHD Team has been doing since prior to the inception of SMART, at many of the North Coast Rail Authority crossings. The GHD team has designed both roundabout and signalized
intersections in coordination with and for SMART and local agencies. Working with both the CPUC and stakeholders to gain roadway crossing consensus and regulatory approval, from the initial diagnostic review and General Order (GO) 88-B. Are working relationship with Dave Stewart, the
CPUC’s Rail Crossing and Engineering Branch staff assigned to Sonoma County. GHD staff has worked through crossing improvements in all of Sonoma County with Mr. Stewart,
but also Sonoma, Mendocino, and Humboldt Counties. We
believe this relationship is key to working through solutions with rail safety requirements and roadway operations in mind.

6. | Approach to Schedule of Work
Management Approach
GHD recognizes the value of having immediate access
to pre-qualified consultants to eliminate the cost and
delays inherent in the consultant selection process.

GHD’s job as a consultant is to maximize the value of
your dollars by minimizing the disruption to staff by
providing outstanding project coordination.

GHD is aware that scopes, schedules, cost, and
duration will vary with each project, and proposals will be developed for each specific project assignment.

GHD’s approach is to provide a complete “turn-key”
service to the City for each of your specialty areas.

This effort on your behalf will provide a complete array of “staff services” that will act as an extension of the City’s existing work force.

We have assembled a GHD team with a wide range of
qualifications and experience to meet all the potential projects and tasks as listed in the RFQ. Your On-
Call staff will be based primarily in our Santa Rosa
office with support from all adjacent offices, but will draw on other company expertise as needed. The
subconsultants we have supporting us are all experts in their fields.

Implementation Plan
Below we outlined an implementation plan that describes in detail GHD’s Control Methods, stakeholder and public outreach process and techniques we use to manage On-
Call projects.

Control Methods
Project Management Plan
GHD will develop a detailed Project Management Plan
(PMP) for each project that is shared with all team
members including the City. This document provides
a detailed plan for the execution of the project. It shall also include the roles and responsibilities of each team member and an independent Quality Management
Plan (QMP) for each task. The PMP will also include
the project Communication Plan intended to ensure
proper and efficient communication protocol within
the project team. As part of GHD’s standard for
collaboration, the Contract Manager, in collaboration
with the GHD assigned task manager, will coordinate
with the City during the PMP development and prior to
implementation. The PMP is a living document and will
be updated as required by the project needs.

Scope and Define Required Services Determining
The scope of work before project initiation is critical.

Proper identification of all aspects needs to be
considered prior to the initial work. By carefully and
properly defining the required services early, we are
able to efficiently complete a more accurate process.

Budget Management
If you are not paying adequate attention, it is easy to overspend the project allocation. We start each project with a clear understanding of expenditure expectations.

As projects progress, we keep our Budget Tracking
Spreadsheet up to date. The spreadsheet will track
ongoing quantity over and underruns, potential changes, approved change orders, etc.

Stakeholders / Public Outreach
Maximizing Public and Stakeholders Involvement
Our team understands that we are serving the traveling
public and working in someone’s “front yard”. We’ll
identify opportunities to minimize impacts and make
sure fronting businesses and residents get the extra
TLC they deserve during the project planning and/or
design phase. We’ll reach out to local stakeholders,
affected local agency personnel and service providers
to build effective relationships and ensure that our
project staff have current contact lists.

Community Outreach
Transportation planning cannot be successfully
completed without community participation. The
transportation system is designed for those that live
in the community, and their input is invaluable. GHD
understands that public outreach is an important
element for any project. For that reason, we have
developed extensive educational outreach programs, as
well as an educational tool for agency staff and councils.

We have developed informational campaigns to assist
GHD City of San Pablo Department of Public Works Engineering Division On-Call Professional Services 31 in obtaining concept approval and educating the public
on project recommendations. We ensure that the public
is informed and have the opportunity to express their
concerns and offer suggestions in a “one-on-one”
environment to be held with each of the potentially
effected businesses. Our community outreach
programs are always tailored to the specific needs and
desires of the local agency and gauged based on type of project/potential for public concern.

Techniques for Successful On-Call Contracts
Scope Verification and Control
The team understands that the scope verification
process is very important to ensure that project
deliverables are formally accepted. This will be
achieved through the use of a well-defined scope of
work for the project and by having each team lead
develop and agree to the scope. GHD will define the
deliverables for each task in the scope.

Any issues that arise during the execution of the
project will be addressed by the team. Our solutions
and recommendations will be available for input by the
City. This is part of the normal design development;
however, any issues that could potentially require
adjustments to scope will be communicated
immediately to the City’s Project Manager along with
our recommended solutions and a plan to recover
schedule or budget, if required.

Schedule Control
The schedule prepared as part of the PMP will
integrate the work of all subconsultants and will include milestones and sub tasks, preparation and processing,
in-house Quality Control and City or agency reviews.

Once the detailed scope is established, our Contract
Manager will prepare a Critical Path Method (CPM)
based schedule using MS Project. As work proceeds
and progresses, the project schedule will be closely
monitored and tracked to assure timely adjustments
are made. If schedule recovery is re-quired, we are
experienced in a number of different techniques and
will select the most appropriate to the situation to
recover the schedule. The project schedule will be
updated and maintained monthly to ensure that it
remains current and accurate and monthly updates will
be furnished to the City Project Manager.

Cost Control
Our Project/Program Manager will track the cost
and expenditure for each task order, using our in-
house cost control tools. Prior to each invoice, GHD’s
Project/Program Manager will review the progress
for consistency with the PMP and ensure that the
billing does not exceed the estimated fee in the PMP
for services rendered to date. This cost control plan
ensures that our fee will always be properly tracked
with the progress of work.

Providing Solutions
There’s nothing worse than having your consultant
drop problems on your lap. When problems arise, we’ll
research, analyze, and propose effective solutions. It is our job to perform complete and comprehensive work,
and make sure we provide you with what you need.

Meeting Project Specific Goals
Every project has a unique history, set of expectations, constraints, and political context. Our Contract
Manager and engineers will spend time with the
City and stakeholders developing an understanding
of the project specific issues and goals. In some
cases, meeting a project deadline will be the most
important project goal. In other cases, aesthetics
and/or community amenities may represent the most
important project goals. In this case, we’ll put extra
energy into aesthetics and amenities while balancing
any impacts on costs and schedule.

GHD City of San Pablo Department of Public Works Engineering Division On-Call Professional Services 32 Making the City Look Good
As previously stated, the City will have to live with the negative or positive impressions that are formed around a project. By working hard to meet the above goals, the City and its staff will be looked upon favorably by other agencies, citizens, stakeholders, etc.

Overall Timelines
Schedule Management
For some companies, uncertainty has the potential to
create difficulties in delivering projects within the time frame. Scheduling our diversified staff on a weekly
basis, our internal project development, and filing
processes allow us the flexibility to shift personnel
time as needed to accommodate new projects and
schedules. With these practices, we are always able to
meet project deadlines.

Upon written or verbal request and depending
on the type of project, meetings can generally be
scheduled within the week following. For larger
projects, formal schedules will be created using
Microsoft Project to identify critical path tasks and
resource requirements. From the kick-off date, mile-
stones are set for each project task for peer review
of project deliverables. As the project advances, it is watched closely so that the items are completed within
the time required.

City Involvement
GHD is aware that the City's involvement will vary for
every project. Specific Tasks or items that are required on one project, may not be needed on another project.

When each proposal or scope is developed, GHD’s
Contract Manager will go over the document with the
Public Works Director to discuss the items or tasks we
feel are best led by the City instead of GHD and why.

We will make sure the City is aware of every item that will include them and that there is a full understanding of the project and requirements before beginning the work.

Quality Assurance/Quality Control
GHD has established and maintains a fully documented
in-house Practice Quality Management System. This
system is third party approved and certified by Lloyd’s Register to the requirements of ISO 9001:2008 quality
systems for design development, project installation,
and servicing, to the extent that they apply to the
professional services provided by the practice. GHD’s
Quality Procedures are also compliant with federal
guidelines and GHD has successfully undergone
federal audits with respect to Quality documentation.

Our team understands that quality management is
essential to the success of any project. As an integral part of our Project Management Plan (PMP), we will
abide by a Quality Management Plan (QMP) for each
task order. No matter the delivery method, all of our
task leaders and our Contract Manager will work with
their project delivery teams and your staff to achieve
the highest quality deliverables. Our Contract Manager
and Project Director will serve as our lead QA/QC
Managers, and will coordinate with our Task Leads
to coordinate appropriate development of the QMP,
denote additional On-Call personnel depending on
the task order request, and develop project specific
review schedule. The fundamental driver of the QMP
is to provide set design or planning documents which
are consistent with good engineering professional
practices and meet the City’s requirements. Utilizing
our QMP will cultivate the smooth flow of design
information and document control specific to each
project’s/task order’s needs and requirements (i.e.,
design-build, design-engineering, studies with design
elements, etc.). Each plan, at a minimum, will include:
− A central point of contact;
− Quality Team organization, responsibilities,
purpose, scope, lines of authority, and
communication;
− Design checks (plans, specifications, calculations,
reports, programs/modeling, cost estimates, etc.);
− Project schedule of On-Call reviews; and
− Standardized procedures and documentation.

Budget, Cost & Management
Controls
GHD stresses “hands-on” project management,
clear communications and effective stakeholder
coordination, schedule adherence, efficient team
management, tight control over costs, and high
standards of quality control. GHD professionals take
pride in the creativity of the firm and in its commitment to meet our client’s needs and objectives. This
approach has established GHD as a leader in planning
and managing projects.

Our general approach to tracking projects is to meet
with staff on a weekly basis, review project status,
update a project status table, and establish/review
priority of tasks. This approach ensures that we have a clear understanding of deliverables as well as schedules and budget. We have taken this approach with tailored
progress reports included with every invoice, which
detail project or task budgets, remaining tasks, and if any contractual (or budget) issues have arisen.

GHD City of San Pablo Department of Public Works Engineering Division On-Call Professional Services 33 While this approach may seem simple and straightforward, it is critical to track budgets and control costs. Frank Penry, our Contract Manager, is local to the Bay Area and has worked on many projects in San Pablo through the
years, and is therefore acquainted with the community,
staff and stakeholder groups.

Following are specific management functions that
Frank will perform:
− Supervise, coordinate and monitor project delivery
products/reports for conformance with City
standards and policies
− Assure compliance with other codes and standards
as acceptable to the City
− Coordinate project efforts and budgets with all team
members
− Prepare and monitor progress schedule and
budgets
− Attend meetings and perform meeting related
functions such as preparing agendas, meeting
minutes and three-week horizon schedule
− Prepare monthly progress reports, budgets and
invoices
− Prepare correspondence and memos
− Establish and implement a Quality Assurance
and Quality Control (On-Call) program related to
project activities

GHD has come to know some City staff by first name
and have an understanding of their styles, drivers, and needs. Because of these relationships, we know who to
speak to about specific project issues and how to best
resolve potential challenges.

Our proximity and familiarity with City systems and
history, this will allow us to quickly recognize the overall project needs and drivers.

Through our experience with the City and other
agencies, the following will allow us to respond to
requests in a timely manner. Our commitment to
the City on assignments from this contract includes
the following proposed response times for typical
activities and tasks:

Type of Task Response Time
Telephone Calls 1 Business Day
Emails 1 Business Day
Letters 1 Week
Request for Information 2 Business Days
Meetings
Task/Project Kick-Off Meeting
Frank will schedule a kick-off meeting that will be
attended by the GHD project team and representatives
from the Department of Public Works. Based on the
discussions at the kick-off meeting, additional special meetings will be scheduled to discuss the project
further as necessary.

Project Development Progress/Trend Meetings
GHD staff will attend progress/trend meetings with the
City as necessary.

GHD staff will attend and render assistance at hearings and other public meetings in support of the Staff as
necessary. GHD will prepare the necessary information
handouts and presentation materials for the meetings.

Approach for Potential Scope of Services
GHD has prepared simplified scopes below for typical
work noted, however we are also providing detailed
scope of services of more extensive tasks, like ATP
project development, PS&E, Traffic Impact Analysis,
grant writing, and speed surveys.

Here are a few items of note that we provide on our
various On-Call contracts.

GHD City of San Pablo Department of Public Works Engineering Division On-Call Professional Services 34 Addressing Issues with the Public
GHD will provide management of public concerns,
including intake, management, coordination, review,
and resolution, as required with City Staff. This may
include development and use of a City specific
database to maintain proper logging and resolution to
preserve public relations.

Take In and Address Issues
GHD staff have experience working in the public sector
and understand that comments and concerns can
be taken from a wide variety of avenues, from email,
phone, City Board of Supervisors members, or even
Staff. Regardless of the avenue, it is important to log and respond with a personal conversation whenever
possible. When a phone call or meeting cannot be
had with the public, a “like” response will be prepared and copied to the appropriate Staff. All comments
will be logged either in the City’s Customer Relations
Management System or through a spreadsheet. GHD
will review the list of calls with Staff, marking items as closed or requiring further action.

Follow Up Comments
GHD intends to address traffic related issues with the
public by understanding the concern or issue and
responding with further information or education
about particular issues. In many situations, there is
likely corrective action that must be reviewed and
or prepared. In these cases, GHD will prepare the
potential response, including analysis, design, work
orders, and coordinate with Staff.

GHD further understands that with many communities,
traffic calming requests make up a bulk of the public
concerns. GHD has prepared Traffic Calming Programs
and standardized literature for many jurisdictions.

These programs are envisioned to limit the comments
received through varied avenues and standardize
response measures.

Respond
In those circumstances where further information
or corrective action is needed, and in many cases
requires other resources to complete, GHD will
prepare further response to the public regarding issue
resolution. It is important to respond to the public after a decision or action has been developed regarding
issues. However, in cases where the issues have long
lead times, GHD will keep contact with the public
throughout the process.
