San Pablo • Proposal On-Call Professional Services 1
March 29, 2023
Ms. Chiara Hanna, Management Analyst
City of San Pablo
1000 Gateway Avenue
San Pablo, CA 94806
Dear Ms. Hanna,
We welcome this opportunity to share our qualifications again with the City for On-Call Professional Services . Bellecci is an award-winning Bay Area based Civil Engineering, Land Surveying, and Construction Management CA Corporation who is celebrating our 40th anniversary in Spring 2023.
The City of San Pablo will be familiar with Bellecci because we have had an On-Call contract with San Pablo since 2016 and we were selected previously for the El Portal Gateway & Complete Streets project via a competitive RFP process in 2004. We have received positive feedback regarding our projects and plan to leverage our previous experience with your department to provide efficient and high quality deliverables for to be determined civil engineering and related professional services, in the following disciplines: Civil Engineering | Surveying | Transportation.
In addition to our previous experience with the City, Bellecci has substantial public sector experience, especially for On-Call contracts we currently hold, or previously held, with many of your neighboring Cities. The local experience we bring to this project comes from our work with the Cities of: Albany, Berkeley, El Cerrito, Hercules, Orinda, Richmond, and the University of California Berkeley. Our understanding of the local conditions, and familiarity with many of the stakeholders, utility, transportation agencies, and other related districts will help facilitate smoother projects.
Over the past three years Bellecci has been selected as the Prime Civil Engineer for 83 public sector projects, and we currently have 33 On-Call contracts for Cities/Counties/ and other Agencies in Northern California. We have built up an enormous portfolio of relevant experience over the past four decades which features broad experience in Civil Engineering, Surveying, and Transportation projects as requested in the City’s Request for Qualifications. Our representative experience includes design services and/or land surveying for the following types of CIP projects: emergency slide/ storm damage repair; active transportation projects; ADA curb ramps/path of travel; new/expanded parks and athletic fields; pavement maintenance/ repair/reconstruction; utilities (water/wastewater/storm drain); low impact development, SWPPP services, and full service land surveying. We also have construction management expertise, but our key Resident Engineer plans to retire in the next year so we have not-submitted for that discipline.
The main reasons why the City should select Bellecci for this new on-call contract:
• Our firm has 33 On-Calls with Cities, Counties, and Transportation Agencies throughout Northern California. This means we are very experienced with the special needs of On-Call projects. • We were the civil engineer for six different APWA Project of the Year Awards (Nor Cal, Sacramento, Silicon Valley chapters) • Bellecci has demonstrated our qualifications and project management skills on approximately a dozen past City projects (1999-2022) and have been responsive whenever we’ve had the opportunity to work on task orders and/or stand along projects for San Pablo We are very motivated for this contract because we are eager to expand the services we can provide to the City of San Pablo and to continue our successful working relationship. A proposal level review of the Master Services Agreement was completed. We believe the proposed language is the same as what we’ve executed over the past several years with the City. Based on this understanding, we are prepared to sign the contract if Bellecci is selected again. You may contact me directly at 925 • 685 • 4569 or via email at [email protected] to discuss next steps in the selection process. We also wish to acknowledge Addendums No. 1, 2, and 3 that were posted to Planetbids.
Sincerely,
Robert Broestl, PE
Principal-in-Charge

On-Call Experience
The firm has been active in providing On-Call services to public sector cites, counties, and various agencies since 1984. We understand On-Call task order projects are typically different than larger projects because they are often smaller projects that do not rise to the level of issuing a project specific RFP . Because of our many years and high volume of On- Call clients, we also know that having a broad portfolio of experience is very desirable for clients so we can take on most projects with our own staff resources. Below is a list of our current On-Call Clients.

7 General Approach
Planning & Project Management (Typical On-Call Project) Evaluation of City Project Goals
Prior to preparing detailed plans and specifications for a typical City On-Call engineering project, we will perform research and take careful assessment of the City’s primary goals and objectives. At Bellecci we have established a mindset to carefully consider each project’s challenges of designing for all users within limited right of way and coordinating the parking impacts on the community.
Kick Off Meeting
At the outset of the project, Bellecci will listen to the City to establish the overall Mission of the Project. The goals of the City for future task orders will be refined as part of our preliminary design efforts and discussions with Key Stakeholders at the Project Kick-Off Meeting. One question we will ask each staff person at the Kick-Off meeting will be “How would you define the successful outcome of an On-Call Project?” Communication with City Staff
Communication is one of the key aspects of our programming approach.
Project elements such as design alternatives, schedule, project costs, budget, and meetings should be effectively communicated to the City.
We have found that standing project meetings results in more effortless ebb and flow for the project, with all parties remaining in-sync. Much of the stress on the Design Team and the City results from unplanned events. This can be alleviated by having standing meetings. • Virtual PM Meeting Every Two Weeks - City PM & Bellecci PM (20-minute action item check-in)
• Page-Turn Review Meeting for each submittal (or a remote video conference as appropriate)
• Monthly Agenda/Schedule Teleconference – following the weekly PM conference call.
Mapping & Field Investigations
Design Base Map: Aerial Mapping and Field Survey
Bellecci has In-House Local 3 Union field surveyors, including one who has been with the firm for more than 20 years. Bellecci will prepare a topographic survey for On-Call projects, under the direction of a California Licensed Land Surveyor and field crew performing supplemental survey. The topographic survey will be a combination of aerial topographic survey and supplemental field survey by our in-house field survey crew.
If needed, our aerial subconsultant will fly the site, and a photogrammetrist will prepare the aerial topographic survey using with field points a select locations to rectify the survey. The aerial topographic survey in CAD will provide an excellent base map for the conceptual design and the Community Meeting, both in terms of graphics and accuracy.
After the 35% design, the Bellecci field crew will use the same field control as the aerial topographic survey to perform supplemental field surveying.
The field topography will consist of focused segments of the project which require additional details based on the conforms identified in the 35% plans. Our licensed PLS may use GPS for topographic survey as appropriate, to be determined on a site by site basis. The CAD drawing will be completed by the office survey staff under the direction of the professional land surveyor. The supplemental topographic survey will include the outline of the existing facilities, topographic survey points with elevations, annotated existing features, street names, north arrow, scale, basis of bearing, and Bellecci standard border.
Right of Way Mapping Process
As part of the topographic survey mapping, Bellecci’s survey department will perform right of way mapping research. For streets and locations without property impacts, the survey department will use Parcel Quest to download record maps. We will also review the maps received from the City to include the street right of way line in CAD for the project.
After downloading the on-line record maps, the approximate property line locations will be added to the project survey base map using street widths, best fit lines at the back of walk and centerline setbacks, and best fit property lines at fence lines.
Utility Company Program Management
A key element to the successful completion of On-Call projects is the skillful and persistent management of the utility companies for any needed utility relocations. Bellecci recently completed a $15 million utility relocation program for the City of Redwood City on Middlefield Road. This Rule 20 project had 24 joint utility meetings to track the progress. Our strategy with PG&E, AT&T, Comcast and Astound was threefold: 1) Regular Meetings with action items and meeting minutes, 2) Exhibits for each utility meeting sent to each participant in advance, and 3) Office visits/ field visits and telephone calls with the utility companies between meetings. One of the aspects of our management of the utility process, which the utility companies appreciate, is we have a goal of short meetings focused on the action items. As a result, we had almost 80% attendance rate at the Middlefield Road UUD program meetings due to our approach of respecting the time of the utility company reps, while persistently following up with them.
Utility Letters and Mapping
Bellecci will also prepare utility letters and project location exhibits, with utility requests on City letter head to avoid paying fees for utility information, to coordinate and identify existing utilities that will be impacted or cause impact by the proposed project.
Bellecci will coordinate with owners of the utilities, including City owned facilities, in the project area to obtain copies of their utility base maps for use in developing the base plans. The approximate locations of the utilities from the information provided by the utility companies will be added to the base map. Bellecci will research and review existing topographic mapping, right‐of‐way maps, “as built” plans, record maps, surveys, assessor maps, improvement plans, and other characteristics for the project. Bellecci will conduct field reconnaissance of the project limits. Bellecci will also incorporate utility lids, valves and manholes that are located as part of the field work by the field survey crew.
Next, the engineer will adjust the utility lines in CAD based on the topographic survey points of the utility box lids, manholes, valves, and San Pablo • Proposal On-Call Professional Services
8 General Approach
USA markings that were also captured as part of the field survey. The utility covers in the limits of work will be identified on the plans, and construction notes will state the action required by the Contractor or the utility company.
Caltrans Utility Matrix
For any work along a State Route or within the State Right of Way, Caltrans will require: an Encroachment permit application, a letter from the City authorizing the design consultant and authorized representative on behalf of the City, utility certification, utility conflict matrix, utility design exception letter, signed and stamped encroachment permit plans, traffic control plans, cost estimates. We have recent samples of these documents that were approved by Caltrans for the Crystal Springs Sewer Replacement Project constructed on El Camino Real (SR 82) in San Bruno. We have recently coordinated with Caltrans Representatives Roya Azarmi, Transportation Engineer and Amjad Naseer, Sr. Permits Engineer on two projects: Crystal Springs Avenue Sewer Replacement Project and on Middlefield Road and Woodside Intersection (SR 84) Underground Utility Joint trench crossing a Caltrans State Highway.
Engineering & Design
Accessible Curb and Gutter & Curb Ramp Improvements
For Curb Ramp, design would generally follow these design guidelines:
Conform to the Caltrans Standard Plans A88B. Caltrans Std. Details allow for Construction tolerances. ADA requirements for City Standard Details 2% max. cross slope, 9% max. curb ramp slope and 10% max. flare slope and 4’ min. width of sidewalk are also acceptable.
• Max. Curb Ramp slope = 7.5%
• Max. Landing Cross Slope = 1.5%
• Max. Flare Slope = 9%
• Minimum Width of Curb Ramp = 4’-2” for Case A, D, E, F and G. • Minimum Width of Curb Ramp = 5’ for Case B & C
• Maximum Slopes in adjoining gutters = 5% within 4’ of the curb ramp in the roadway.
• Detectable Domes = 3’ Min. long and width of curb ramp.
We feel the design of the accessible curb ramps is also one of the most important potential tasks for On-Call improvements. Our surveyor will collect focused survey data at the proposed curb ramps. The curb ramps will be designed per the most recent Caltrans Plan Preparation Manual and will be shown an enlarged plan at 10 scale. See Sample Detailed Grading plan image above from a City of Pittsburg Federal Aid Project.
As part of our Best Practices for smaller transportation projects, Bellecci will prepare a stormwater treatment summary email prior to the 65% submittal. The purpose of the stormwater treatment evaluation is to review the MRP as it relates to the project and to document and finalize the strategy for the required LID improvements/C3. LID treatment devices are likely not required for a minor transportation project/s, but it is important to document the project assumptions in the event there are questions asked after the projects are constructed.
Sample Enlargement Detail by Bellecci for City of Pittsburg’s Stoneman Avenue Improvements (see image above)
Public Outreach
Our Team has been involved in Community Outreach in 2020 through 2023 for several cities in the Bay Area during shelter in-place and Covid-19.
Outreach notification remains the same using e-outreach connection by emails, via community organization lists, project mailing list/s from local agencies, notices in local community newspapers, and websites dedicated to the project with a reference to public involvement. The meetings may be hosted on a video conferencing platform, such as Zoom.
AutoTurn Analysis of Turning Movements
For intersections with needed geometry changes on this On-Call contract, we will evaluate the truck turning templates. Bellecci will use AutoTurn software to model the turning movements for each corner.
The critical design vehicles will be local fire truck, buses, and the largest delivery vehicle expected for the affected streets. Also, bus routes will be researched to verify additional design criteria. AutoTurn has hundreds of preset vehicle templates, or Bellecci can modify an existing AutoTurn template to match the design vehicle desired by the City.
