Our commitment to serve clients is based on our ability to meet expectations by communicating clearly and delivering quality products. We understand our role, acting as an extension of staff and/or as specialists to staff.

BKF understands that emergencies or schedule changes happen and are often unpredictable. BKF prides itself in offering rapid response with quality service by not over committing our resources allocated to an on-call contract.

We are committed to a 4-48-4 response; responding within 4-hours for emergency services; within 48 hours to develop a scope; and within 4 weeks to complete a minor task order.

15 BKF signed an agreement with the City of Oakland for On-Call Land Surveying Services (Effective February 1, 2019 to January 31, 2022). The contract amount is not-to-exceed $950,000. The first task order was to perform Subdivision Map Reviews. BKF provided technical map reviews for five (5) Parcel Maps, and were required to check the normal jurats of the cover sheet (i.e., Owners, City Surveyor, City Engineers Statement, Surveyor’s Statement, Clerk of the Board of Supervisors and Recorders Statements and Title for clarity, continuity and content). The assigned professional land surveyor was required to address complex boundary resolutions by applying knowledge in boundary control and legal principles utilizing evidence and procedures for boundary locations.

On August 2021, BKF performed a laser scanning survey to prepare the base map for the city’s transportation engineers. The topographic map will include contour lines, spot elevations, and a line work showing existing conditions of 3 busy intersections. Using the Leica P40 equipment, we were able to gather the information safely and more efficiently. Since the laser scanner collected millions of points in the point clout, we can extract the points of interests without needing to go back on the field, which saves the client a lot of money on the mobilization.

CITY OF OAKLAND ON-CALL SURVEYING Oakland

The City of San Rafael has proactively applied for and received IDEA grant funding from the Metropolitan Transportation Commissions (MTC) for the deployment of Automated Traffic Signal Performance Measures (ATSPM) throughout the Central San Rafael area. The IDEA grant would deploy ATSPM on 54 intersections within the City of San Rafael and the City has plans to upgrade the intersections to operate with the Adaptive Traffic Control System (ATCS).

AMG provided consultant assistance to the MTC to perform the System Engineering services for the City of San Rafael. AMG is provided project management and coordination, technical oversight existing inventory evaluation, and SEMP review services.

Additionally, the AMG team identified user needs to meet the City’s overall goals, objectives, and strategies for the project and prepared the functional requirements, performance requirements, constraints, interface requirements, data requirements, and future requirements for the traffic signal system. Work included fiber optic schematic plans, fiber splice details, detailed technical specification of materials, equipment, and devices that need to be procured, installed, and tested to establish a communication link over fiber optic networks.

TRAFFIC IMPROVEMENT PLANS AND ATSPM IMPLEMENTATION San Rafael The City of Mountain View selected BKF to provide survey services to assist the Public Works Department for two current projects, and for general on-call survey services.

CASTRO STREET ADA IMPROVEMENT - LASER SCANNING SURVEY
(2020)
BKF performed a high-definition laser scanning of Castro Street in downtown Mountain View. The project surveyors prepared a base map in Civil 3D CAD format after extracting “points of interest” from a massive point cloud with billions of points collected from the field survey. We captured all grade breaks and topographic features that are critical for the ADA ramps’ design. The benefit of the point cloud is if the civil engineers require more points for their design development, we can just extract more points on the point cloud which saves us time and money for the project. This is an excellent project approach for ADA surveys requiring a tight grid of points for evaluating existing grades/ slopes on sidewalks and ramps.

MOUNTAIN VIEW RECOLOGY (2020)
BKF performed a topographic survey to prepare a base map showing existing site conditions. Project surveyors plotted the boundary lines and easements based on the title report to help design engineers with their limits of work.

MONUMENT PRESERVATION PROJECTS (ONGOING)
BKF is preparing a Record of Survey to document the discrepancy of field measurements versus record data. The City of Mountain View has requested BKF to assist them in re-installing standard street monuments that were missing, paved over, or destroyed during road construction.

05 / PROJECT APPROACH
City of San Pablo
2023 On-Call Professional Services BKF ENGINEERS
18 ON-CALL APPROACH
BKF has extensive experience performing on-call
services for local agencies. Our success with on-call
contracts is based on our responsiveness and our depth
of technical resources. Our experience with on-call
professional services has helped us develop a thorough
approach and responsiveness that gets projects moving
quickly. We are comfortable with the fast response
required by work order requests. We have developed
templates for the scope of work, fee proposal, and
schedule that allow us to get a project defined and
started in a matter of days.

BKF recognizes that a variety of different project
types may be involved in this on-call contract. The
key to providing you with an effective response to
each project is our ability to quickly understand
the specific project scope and organize our project
team appropriately. Below we have identified our
approaches for: 1) Developing On-Call Tasks, 2) 4-48-4 Responsiveness and Flexibility, 3) Interacting with the City, 4) Specific Disciplines, 5) Initiating the Work, 6) Quality Assurance and Quality Control, and 7) Cost and
Schedule Control.

APPROACH TO DEVELOPING ON-CALL
TASKS
When we initially receive a new project request, the
project manager will review material provided by the
City and establish job tasks necessary to proceed with
the project and build the appropriate team.

Through preliminary discussions with the City, and our
subconsultant team, a detailed scope of work will be
developed which could include tasks such as planning
level feasibility studies, alternatives analyses, site
investigations, preliminary designs, and construction
documents, as required.

After you approve the scope of work for each
assignment, BKF will initiate the work plan. The
process implemented can vary significantly from
project to project depending upon the type of work
to be performed and the magnitude of proposed
improvements. Smaller projects may not require all
tasks included in this list; any key issues not listed that are critical to a specific assignment will be added as
appropriate.
4-48-4 RESPONSE & FLEXIBILITY APPROACH
BKF recognizes that a variety of different project
types may be involved under this agreement. The
key to providing you with an effective response to
each project/task order is in our ability to quickly
understand the specific project scope and organize
our project team accordingly. To facilitate this, our
Response Time objectives include:

RESPONSE TIMES
• Emergency Support: Within
4 hours
• On-Call Scope of Work:

Within 48 hours of contact
• Design Services: Within 4
weeks of notice to proceed
• Communication:

Continual throughout
4-48-4
Our main objective will be to define each project’s
objectives, constraints, and approach at the beginning
in order to tailor the scope, schedule, and fee to meet the City’s needs.

Timely communications between client and design
team is essential. Regular meetings coupled with
detailed written communication (e.g. Project Status
Updates) can provide the necessary exchange of ideas
and document resolutions to provide team members a
clear understanding of the project status and their role in successful project completion.

BKF recognizes the need to be flexible when
unforeseen changes happen. On similar assignments
we have worked closely with agencies to assess the
change, determine options , chose a pathway forward,
and document the decision. With this approach we are
able to move forward quickly without having to stop
work.

20 DISCIPLINE APPROACH
BKF experience providing discipline specific work
related to CIVIL, ELECTRICAL, and TRANSPORATION
projects are rooted in design. While CIVIL PLAN
REVIEW services are rooted in design, the intend is
different. SURVEYING services can relate to design,
review, as well as other legal ramifications beyond
either design or peer review.

Each of these disciplines requires a systematic approach to serving the City’s needs and managing the City’s
risks. While the items described in the next section for initiating the work are primarily focused on design, they have ramifications for both CIVIL PLAN REVIEW and
SURVEYING.

CIVIL
We understand that the following services may be
needed related to civil engineering. We have indicated
the services along with current projects and tasks that we are working on related to general civil needs.
▪ Civil Engineering and Design
- Winter 2022/23 Storm Damage Assessment, Grant
and Funding Support, and Rehabilitation design for
California State Parks and City of Martinez
▪ Roadway, Path, and Parking. BKF has a long
history providing roadway improvements that
have recently addressed:
- Sidewalk gap closures for Safe Routes to School
grant funded projects for ACPWA
- Sideshow deterrent pilot project at 20 intersections
in Vallejo
- Active Transportation Program Cycle 6 complete
streets preliminary design and cost estimating for
Town of Moraga
- Alley restoration in downtown Brentwood
- Sidewalk replacement in downtown St. Helena due
to tree root damage as well as accessibility upgrades
based on a CASp review of the crosswalks as well as
accessibility of alcoves into businesses
▪ Pavement Management
- BKF provided the City of Napa with field engineering
to inspect pavement, developing a schedule of work
and quantity estimates for their maintenance crews
to perform annual pavement rehabilitation
- Four recent City of Concord CIP projects included
visual pavement inspection, deflection testing,
pavement corings, as well as ground penetrating
radar to determine the evidence of shallow utilities
were completed prior to the design alternatives and
cost estimating needed to determine a preferred
approach
▪ Utilities Design
- Sewer main rehabilitation investigation and design
for downtown Concord
- Storm drainage improvements and C.3 stormwater
treatment features in public parking lots for Town of
Danville and Alameda County
- Alameda County Public Works Agency’s Hesperian
Boulevard included undergrounding overhead
electric services for primary electrical as well as
individual services for businesses and homes which
was designed in accordance with and approved by
PG&E. Additionally, sewer and water utilities were
extended or relocated as part of the project per
EMBUD requirements
- Storm drainage pump station retrofit design to
support on-going maintenance issues, duplex
redundant pumping, and address power outage
concerns by providing backup generators

ELECTRICAL
We understand that the following service types may
be needed related to electrical engineering: Traffic
Signals and Street Lighting, Solar Power Systems,
Emergency Backup Power Systems, and Electric
Vehicle Charging. For similar on-call projects we have
completed:
- Alameda County Public Works Agency’s Hesperian
Boulevard is a highlighted case that included traffic
signal upgrades, fiberoptic network, LED lighting,
and undergrounding electric service for businesses
and homes to accommodate complete streets
principles along the corridor which BKF and DTN
worked on together. As most streetscapes and
complete streets require traffic signal upgrades, we
have completed the design over 100 intersections in
the past 3 years
- For BKF’s City of Brentwood On-call, we worked with
DTN to provide emergency backup power systems
to six critical groundwater pump stations throughout
the City that were completed in 2022. As part of our
Alameda County contract, BKF and DTN together
designed stormwater pump station rehabilitation
with new backup power, controls, and RTU in San
Leandro and Sunol. Separately, DTN completed
the design and provided construction support
for emergency generators for ten of the SMCSD
wastewater facilities also completed in 2022

CIVIL PLAN REVIEW
BKF’s experience with Land Development and Plan
Check is based on our design experience on private
land development projects. We believe that this
experience provides us with the ability to adequately
review plans and ancillary documentations. BKF
Engineers is currently providing on call support to the City of Hercules’ public works department for review of private development applications. We believe this is a
similar agency to San Pablo are including a list of tasks we are preforming for Hercules:
- In planning, our staff reviews projects during
the planning entitlement phase and prepares
engineering conditions of approval
- During the site development and building permit
phases, we perform plan check for consistency with
City Standards and project entitlements. We review
technical accuracy of the construction plans, profiles, details, notes, and specifications. The ancillary
technical storm drainage reports are evaluated for
technical accuracy and integration with the plans. A
critical task is evaluating project’s compliance with
Contra Costa County Clean Water Program storm
water quality standards
- For off-site public improvements (or encroachment
permits) that will be maintained ultimately by the
City (including frontage improvements), we validate
street standards, grading and conforms, driveways,
utility connections, details, traffic control and
handling, and constructability
- For bonding of improvements, we review the
engineer’s estimates to validate that they are
appropriate for the work performed to reduce
potential risk to the City
- During both of these phases, we communicate with
the public works staff, planning staff, utility agencies, and County building department to coordinate the
efforts
- During the construction phase, we conduct pre-
construction meeting with the contractor, engineer,
and owner as well as support the City’s inspectors as
required
- Additionally, from a land surveying mapping
perspective we:
- Review certificate sheets for conformance
with conditions of approval, dedications, and
certifications
- Evaluate existing and proposed lot boundaries
and subdivision boundary based on lot closure
calculations
- Verify that the locations of new monuments meet
criteria and separation to utilities and structures;
- Assess the sufficiency of new easements and their
configuration and precision
- Review plat maps and legal descriptions for
technical accuracy
- Prepare of a review letter report and review of
response letter to the peer review

SURVEYING
We are well qualified to serve the City, as we currently maintain over 50 active surveying and civil engineering on-call contracts with agencies throughout California.

We understand that the City maintains several capital
and operational programs to meet its mission to
provide quality public services and that the City
project is planned and executed per applicable laws
and regulations, including the Land Surveyors Act,
Subdivision Map Act, and various State and Federal
codes and regulations.

BKF will be able to support the City in providing the
surveying and mapping services for these projects,
including but not limited to: City Surveyor Services,
Design and Construction Support (e.g., locating utilities, control surveys, construction staking, aerial surveys,
mapping, and monument preservation) & Easements
and Rights-of-way. No survey task order is too small or too large that we cannot tackle. Whether it is a simple corner record, plat, and legal description exhibit that the city needs to prepare, a supplemental topographic
survey for a street intersection, or maybe a mile-long
topographic survey for sidewalk improvements or
pipeline replacements, we can assist the City with its
surveying needs.

It will be a privilege to partner with the efforts of the City staff and provide additional specialized surveying services and consultation as needed. BKF has the

- Assist the City with outreach to determine preferred
option
▪ PS&E
- Prepare 35%, 65% and 100% Design PS&E
- For roadway design, provide layout and signage per
MUTCD and Caltrans and provide design exceptions
for any non-standard features with the basis of
design (35%)
- Provide storm drainage and C.3 calculations,
layout and connections to the storm drainage
system
- Have a certified CASp specialist review the ramps,
push buttons, cross slopes and other accessibility
features for compliance
- For traffic signals, provide the layout of the traffic signal equipment, locations of the new signal
controller/cabinet, poles, emergency vehicle pre-
emption, traffic markings, striping and signage
design, intersection safety lighting, etc.
- Signal designs will be in accordance with Caltrans
design standards, California MUTCD guidelines, the
City of San Pablo’s current design standards
- For signal coordination, establish existing/baseline
Synchro traffic simulation models. Calibrate model
to reflect existing conditions based on the field
observations. Use calibrated existing conditions
Synchro models to develop proposed coordination
plans. Fine-tune proposed coordination plans and
conduct “After” floating car surveys to evaluate the
benefits of the signal coordination study

City of San Pablo

23 APPROACH TO INITIATING THE WORK
BKF’s management philosophy for on-call projects
integrates four key components including:

MANAGE the process to meet the City’s schedule and
budget for each project;
DEFINE opportunities and constraints to meet each
project’s intended goals;
DEVELOP coordinated plans and deliverables; and
VALIDATE the plan through a Quality Program that
flows through the entire project’s duration.

1. MANAGING THE PROCESS
Project Work Program - When San Pablo
identifies a project, Principal Dan Schaefer will
be available to meet and review goals within 24
hours. We will develop a detailed project work
program that identifies tasks and deliverables
necessary to deliver the project within 48 hours of
the initial meeting. We intend this work program
to be a living document that we update regularly
to reflect the progress of the project.

Defined Schedule - We will develop a work
program for each project with reference to a
schedule in Microsoft Project. The discipline
project manager will update the schedule with the
completion of each phase (if phased) and discuss
the implications with the City.

Design Fee - BKF manages internal and external
labor expenses in the Deltek application. This
system allows us to track budgets daily, weekly,
and monthly. It is the policy of the BKF Engineers
not to exceed our allowed fee, unless there is a
change in the scope of work that is approved by
San Pablo.

Progress Reporting - On a monthly basis (or
as mutually agreed) we will prepare a Project
Status Report. We will review, prepare, and submit
the status of budgets, progress, schedule, and
performance and document any changes in design
scope, cost, or schedule. This document will also
serve to monitor outstanding issues and decisions
made.

2. DEFINING OPPORTUNITIES & CONSTRAINTS
Documenting Existing Conditions - BKF believes
that defining the locations of underground utilities
and surface improvements is essential in the
preparation of plans that will avoid conflicts in
construction.

Field Review & Basis of Design - BKF will review
each site to understand constraints that may affect
the design, as well as the technical bases that will
guide the design. We will summarize our findings
in a Basis of Design Report.

Stakeholders - Understanding the concerns of
each project’s stakeholders at the earliest stage
in the design process is essential to preventing
delays or conflicts. BKF will coordinate and attend
meetings to understand concerns. We have
extensive experience developing outreach plans
including preparation of both hard copy and
electronic project information bulletins.

3. DEVELOPING COORDINATED PLAN
Plan Design & Reports - BKF will develop plans
at intermediate submittals appropriate to the task.

For each submittal, we will provide an engineer’s
estimate, specifications, plans, and reports for the
City to review.

Coordination - The communication conduit
with the City will be Dan Schaefer. This
single point of contact eliminates possible
misunderstandings and duplication of effort.

We will assign a lead project engineer to each
engagement depending on the expertise
needed. This team will be responsible for solving
technical challenges while developing the design
in accordance with San Pablo’s goals. We will
coordinate the work with other consultants, staff,
and other agencies to ensure collaboration and
obtain project approvals.

05 / PROJECT APPROACH

24 APPROACH TO QUALITY ASSURANCE AND QUALITY CONTROL
BKF weaves quality throughout the life of projects and task orders. Quality Assurance begins with the project initiation in developing the scope of work and consultant responsibilities. Quality control is performed prior to submittals as indicated below. We have identified a specialized QA/QC Manager that is not part of the design team to review and ensure the quality performance.

4. VALIDATING THE PLAN
Project Work Plan - At the start of each project,
BKF will prepare a Project Work Plan based on
the scope of work and the specific project needs.

The plan outlines those tasks we believe are
necessary to successfully complete the project.

The Work Plan is based on a formal definition of
the project elements. We will use this Work Plan to
coordinate the team. This plan will be the guiding
document leading to the basis of design and plan
development.

Checklist Review - BKF uses a monitoring
checklist that identifies important elements of the
design (boundary conditions, conforms, utility,
etc.) that must be reviewed and explained to the
manager prior to milestone deliverables.

Internal QA/QC Peer Review - Our QA/QC
manager will complete an internal review of all
project documents. They will check the documents
for errors, perform a constructability review,
and ensure that the documents are coordinated
between disciplines.

Probable Construction Cost - Evaluating the
potential construction cost throughout the
project’s life is essential to create a feasible
project. BKF sends an average of 50 public
works projects to bid annually, providing insight
into construction trends and costs. With each
submittal, we will prepare an opinion of cost to
assist in developing a project budget.
