SECTION 2. FIRM STATEMENT OF QUALIFICATIONS

2.1 Description of BSK Associates
BSK Associates is a 100 percent employee-owned California S corporation that provides geotechnical engineering, environmental consulting, construction observation/materials testing/special inspection, and analytical laboratory services. BSK’s California Corporate number isC0514527. Founded in 1966, BSK is a California-grown company with nearly a 39-year presence in the Bay Area (Pleasanton & Livermore) since 1984. Over 75 percent of the projects BSK supports in the Bay Area are in the public sector through various on-call geotechnical and materials testing contracts. Many of our existing on-call contracts with Bay Area municipalities and public agencies have been held continuously over multiple qualification periods. Our extensive and successful public works experience is a testament to our team’s ability to be responsive to the needs of our municipal clients.

BSK currently employs a staff of approximately 200 with offices and laboratories throughout California (Livermore, Tracy, Rancho Cordova, Fresno, San Bernardino, and Bakersfield) as well as a laboratory in Vancouver, Washington. BSK is a registered public works contractor with the Department of Industrial Relations (DIR) – registration number 1000003557. BSK provides the following services, but are in no way limited to:

This contract will be serviced from our Bay Area office and laboratory located at 399 Lindbergh Avenue in Livermore, California, which staffs a total of approximately 25 employees, including 3 registered civil engineers (2 of which are also registered geotechnical engineers), 2 registered professional geologists, 2 engineers-in-training, 2 geologists-in-training, and 19 certified special inspectors and engineering technicians.

2.2 Geotechnical Engineering Services
BSK’s team of geotechnical engineers, geologists, and support staff has the technical capability to provide creative, practical, and technologically sound recommendations within a reasonable budget. We are well- equipped to provide cost-effective investigations and recommendations for many types of engineering improvement projects, ranging from independent review of geotechnical and soils reports, geotechnical engineering investigations, repair of landslide and erosion failures, to levee improvements. Our geotechnical design and recommendations experience encompasses, but is not exclusive to the following:
 Geotechnical engineering
 Foundation engineering
 Geotechnical Peer Reviews
 GHAD Support Services
 Emergency response for landslides, utility
failures, and similar improvements
 AC and concrete pavement design
 Slope stability analysis
 Retaining walls
 Geologic and seismic hazard evaluations
 General and specialized earthwork
 Hillside grading
 Site drainage
 Subgrade stabilization
 Liquefaction mitigation
 Percolation testing

2.2.1 Local Geotechnical and Geological Knowledge
Based on our prior experience at Contra Costa College and surrounding areas, the low-lying areas of the City are mainly underlain by Holocene alluvial and fluvial deposits with some older Pleistocene alluvial deposits. The hilly portion of the City is underlain by the Orinda Formation, which consists of interbedded sandstone, claystone, and conglomerate. The Orinda Formation includes materials that are weak, compressible, and are prone to landsliding and erosion. Young, unconsolidated Holocene deposits are susceptible to liquefaction during a significant seismic event along the active Hayward Fault, which runs Statement of Qualifications for Geotechnical and Material Testing BSK Proposal No. Z00000890 On-Call Professional Services March 29, 2023

along the eastern limits of the City in northwest/southeast direction, and other faults in the greater San Francisco Bay Area. Major geotechnical and geological concerns within the City limits include significant ground shaking, ground ruptures along the Hayward Fault, very high to moderate liquefaction, expansive soils, and potential for landsliding.

2.3 Special Testing and Inspection Services
Often BSK’s construction inspection and materials testing services are called on by our municipal clients to support a wide range of projects; however, the projects typically focus on roadway or underground utility/infrastructure projects as well as public facilities, such as water/wastewater treatment and conveyance facilities and public buildings. These projects generally require services such as compaction testing of subgrade, aggregate base and paving materials, and may also include special inspection of reinforced concrete, masonry, steel items, and welding – all services that we offer with our in-house staff.

As a result of our team’s broad experience, we can assist our clients by contributing knowledge and expertise to the construction quality assurance team and streamlining materials testing coordination efforts, thereby reducing the need for management by our client and eliminating costly delays that can result when materials testing personnel are unfamiliar with construction materials and/or methods.

Our Bay Area materials laboratory will provide the primary laboratory testing support for this contract and maintains accreditations throughAASHTO (AMRL/CCRL), USACE, DSA and Caltrans. Our Construction Services Group provides quality assurance/quality control observation, monitoring and testing of construction materials in accordance with the International Building Code (IBC) and California Building Code (CBC) Section 1704A.1.1. We are very knowledgeable of construction materials including soils, aggregates, asphalt, reinforcing steel, concrete, masonry, wood products, structural steel, fireproofing, and are very familiar with construction processes and methods. Our laboratory and construction services team are certified by multiple agencies including:
 American Concrete Institute (ACI)  American Welding Society (AWS)  CA Department of Transportation
(Caltrans)
 Office of Statewide Health Planning & Development
(OSHPD) CA Division of the State Architect (DSA)  International Code Council (ICC)  U.S. Army Corps of Engineers  American Society for Non-Destructive Testing (ASNT)  U.S. Bureau of Reclamation  AASHTO Materials Reference Laboratory (AMRL) BSK maintains certified and accredited materials testing laboratories in Livermore, Fresno, Rancho Cordova, and Bakersfield. Our project and contract exposure have provided our staff with extensive experience referencing Caltrans design methodology as well as Caltrans Standard Specifications and Test Methods, in addition to AASHTO and ASTM methodologies. Over the past few years, our Livermore laboratory has procured the equipment, staff and accreditations to support the testing of hot mix asphalt in accordance with Superpave methodology and the 2015/2018 Caltrans Specifications, making BSK one of the few firms in Northern California with this capability. As a result, BSK’s Bay Area office and laboratory currently holds an on-call contract with Caltrans District 4 to support their quality assurance materials testing needs.

The list below summarizes some of the standard set of tests our facilities perform, but are not limited to, in accordance with ASTM and Caltrans Test Methods.

2.4 Experience Working with Federally Funded Projects
BSK is very familiar with Caltrans Standard Plans and Specifications. Because BSK provides engineering and testing services for projects receiving federal funding on a regular basis, our systems fully comply with CFR requirements; specifically, 48 CFR Part 16.301-3. 49 CFR Part 18, and 48 CFR Part 31. BSK has the ability to conform to a Caltrans pre-award audit. BSK also has experience working with Disadvantage Business Enterprises (DBE) subcontractors, such as private utility locators, traffic control subcontractors, drillers, laboratories, soil disposal contractors, special testing and inspection subconsultants, and materials laboratory subconsultants. Therefore, we should be able to meet DBE goals, if any, specific to City projects should the need arise.

2.5 On-Call Experience
BSK has built a reputation for partnering with Public Agencies from design through construction, allowing us to identify issues and address solutions before they impact a project, saving our clients time and money.

Through our large amount of recent, local experience with other municipal and County clients providing similar on-call services, we have demonstrated our ability to provide exceptional geotechnical engineering services throughout a large service area. SECTION 5. PROJECT APPROACH
BSK understands that the City is looking for a Consultant that will be on-call, part of the team, and able to work with City project managers and the City inspectors. The specific purpose of the selected consultant’s services is to providegeotechnical and material testing support on City capital improvement projects and private developments where public improvements are being constructed to assure performance in accordance with City plans and specifications, Caltrans Standard Specifications and Test methods, or other appropriate standards as identified for each specific project. We understand that due to the nature of the various projects anticipated by the City, flexibility and responsiveness are imperative for project success.

We also understand that BSK must be able to provide properly trained, experienced and credentialed individuals, likely with short notice, for each of the anticipated project types. BSK’s administrative processes, including dispatch, client communication, reporting and accounting must meet the needs of the City, and State or Federal guidelines, as needed, to accomplish the work for the City. We do a significant amount of research for our projects to make sure that we are providing a comprehensive yet cost-effective scope of services. For example, prior to providing a geotechnical investigation proposal, we review available geologic maps, seismic hazard maps, seismic accelerations, groundwater information, aerial photographs, and previous geotechnical investigation reports when available. For a materials testing and inspection proposal, we will carefully review the project plans and attempt to obtain a project schedule in order to provide a fee estimate that is as accurate as possible.

5.1 Approach to Geotechnical Services
A typical geotechnical investigation will include similar items regardless of the project being investigated.

All projects will start with a proposal and cost estimate, during which we will work closely with City staff to understand the requested scope of services to provide a cost effective yet thorough investigation. After notice to proceed our approach and work plan will include:
 Project Set-up, Data Review, Site Reconnaissance and Permitting  Subsurface Investigation and Laboratory Testing

San Pablo, California Page 12
 Analysis and Report Preparation
BSK sometimes issues a technical memorandum presenting our initial findings and preliminary design recommendations within one to two weeks of performing our geotechnical investigations. Thisallows our clients and the rest of the design team to continue moving forward with their projects to meet the project’s schedule, while at the same time allowing them an opportunity to provide input on our final recommendations before we issue our final reports. We often follow our reports with post-report consultation services to provide additional input during the design phase of our projects.

5.2 Approach to Material Testing Services
BSK understands that the City is looking for an inspections firm that will be on-call and responsive, part of the team working with City personnel to provide onsite and offsite materials testing and special inspections to assure quality in compliance with all appropriate standards as identified for each specific project. Each task order will be estimated and proposed to the appropriate City representative upon request and will typically follow the methodology outlined below.  Proposal and Cost Estimate – Work closely with City staff to understand scope of services to provide complete testing and special inspection services in accordance with the Quality Assurance Plan (QAP)/Project requirements in a cost-effective manner.  Project Set-up and Coordination – Participate in the project pre-construction meeting, as appropriate; brief field and laboratory technical staff of project requirements and communication lines; set-up project in BSK’s automated report processing and distribution system – MetaField ©.  Observation and Testing Services – Respond to service request with 1-Day notice for materials testing services.
o Materials Sampling (Plant and/or Field) -- Coordinate materials sampling with project team and suppliers, as needed.
o Compaction Testing and Observation Services – Provide testing in accordance with Caltrans or ASTM standards, as required, on subgrade, aggregate base, HMA pavement, cement-treated base, concrete and lime-treatment.
 Laboratory Testing Services -- Provide comprehensive materials testing in accordance with project requirements and material standards and provide test reports within 1 day of test completion (during construction) and engineering review.  Reporting – Provide daily field reports onsite, preferably in a digital format to the designated project representative.

SECTION 6. APPROACH TO SCHEDULE OF WORK
We realize the importance of timely service – from a quick response to requests for cost or scope of services for a Task Order -- through prompt and accurate dispatch, reporting of test results, and addressing any non-conformance items. For service requests, many agencies choose to issue service requests for task orders on a day-to-day basis. When this is the case, our management team will work with our dispatcher to coordinate staffing as service requests are made. We typically request a 24-hour lead time for scheduling requests but are often able to support “emergency” requests with as little as a 4-hour notice.

As an example, we were contacted by the City of Belmont in the evening of 12/31/2022 (a Saturday) to perform an emergency site visit the next morning to observe and provide repair recommendations for storm-related damages. Our representative was on-site by 7:00 am the next day (1/1/2023, a Sunday).

Statement of Qualifications for Geotechnical and Material Testing BSK Proposal No. Z00000890 On-Call Professional Services March 29, 2023
San Pablo, California Page 13
For each task order that is assigned to our team, we will maintain a master list of inspectors or technicians who are cleared for the contract and for what purposes. At other times, agencies may request, or specific projects may require, that a regular presence with the project team be maintained by particular materials testers and/or special inspectors. When this is the case, service coordination can be completed through our field personnel, if acceptable to the City. In either case, our team strives to dispatch the same project team members to a given project for greater efficiency. Field personnel are available by smart phones and carry tablets, therefore they will be able to access documents sent by our dispatcher and project management team to support their field work via our cloud-based field/lab database, MetaField ©.

It has been our experience with public works projects that the volume and pace of work rise and fall over the course of the year. Although the potential for emergency work is present throughout the year, projects that have longer durations, have been in planning for a significant time, or may be sensitive to poor weather tend to begin earlier in the year and extend into or through the summer months. Late summer and fall months lend themselves to the “paving season” and often result in an increase in service needs. The service needs required for the materials testing and inspection services for the City will be truly dependent on the types of projects, pace of work, and quantity of concurrent task orders issued. Our experience with the City of Pleasanton and similar public agency on-call contracts is that service needs may require anywhere from 1 to 3 staff members at any given time. BSK is prepared to support this workload with additional staff as required.

As an example of our attention to schedule, we can fast-track our geotechnical projects, by scheduling our drilling operation and beginning the drilling permit process as soon as possible after we are given authorization to proceed, as these two items can hold up the geotechnical investigation if not started immediately. In addition, we often provide a preliminary technical design memorandum shortly after field exploration is completed so that the design team can move forward with certain aspects of the project without waiting for finalized laboratory testing and a formal report. When the project requires laboratory testing, BSK can be extremely responsive as we maintain AASHTO / Caltrans-approved laboratories in Livermore, Fresno, and Bakersfield.

SECTION 7. RATE SCHEDULE
BSK’s proposed rate schedule for this contract is presented below. The schedule includes our job titles, with hourly rates, test and equipment fees, other fees, and subcontractor/vendor markup. Our rates will be valid through June 30, 2024. They will then be increased yearly thereafter by 3 percent or the Consumer Price Index (CIP) for the San Francisco Bay, whichever is higher.
