Re: Statement of Qualifications for On-Call Professional Services Dear Ms. Hanna,
The City of San Pablo is seeking qualified engineering design and construction management firms who are experienced in an array of public infrastructure design, management, and support services, including roadway improvements, street rehabilitation, pedestrian and bicycle paths and trails, parking facilities, and utilities and the construction management and inspection of these types of projects. Qualified teams must have the resources available to deliver projects on-time and within budget. They must also have the capability to communicate with City staff, stakeholders, other agencies, the City Council, and the citizens of San Pablo. Whether it’s in one-on-one meetings, team meetings, public hearings, or Council meetings, Consor is that firm. We wish to be evaluated for disciplines:
1. Civil Engineering
2. Construction Management
Working as an on-call consultant, we understand the need to seamlessly integrate with the City, to be an extension of your staff and to work within budgetary constraints. We are ready and able to jump into projects whether they are new or already in progress, and make a positive impact.
Our Consor team members have worked together on previous projects and are available to start on your projects immediately upon notice to proceed. Over the past 30 years, Consor has successfully managed thousands of design and/or construction projects for our local agency clients. We have provided on-call services to many Bay Area municipalities, including the cities of San Pablo, Pinole, Martinez, Walnut Creek, Brentwood, Dublin, Newark, Benicia, Vallejo, Fairfield, Brentwood, EBRPD, Pittsburg, and Pleasanton, as well as the counties of Contra Costa, Marin, and San Mateo. Russ Moore, will be Consor’s Contract Manager and the City’s single point of contact.
We find the Consultant Services Agreement acceptable as is and will not request any revision to the Agreement in its current form.
The Consor team looks forward to working with you and your staff. If you have any questions or require additional information, please contact Russ at 510.289.8243 or via email: [email protected]. Our full contact information, including mailing address, is listed on our letterhead above.
Sincerely,
Consor

Rumrill Blvd Project Complete Streets Project
City of San Pablo, CA
CONTACT: Allan Panganiban, Senior Engineer, 510.215.3062, [email protected] COST: $1.35 M
DATES: 6/2021 - Ongoing
KEY PERSONNEL: Michele Johnson, Mike Hagerty, Mark Rueter, Russ Moore The Fred Jackson Way project is a streetscape project from Grove Avenue to Brookside Drive that is using staged construction to reconstruct the roadway, sidewalk, driveway, and curb ramps on both sides of Fred Jackson Way. Fred Jackson Way is often used as a convenient detour for commuters when Richmond Parkway becomes congested. This project will improve pedestrian and bicycle safety along this section. Key work includes the complete reconstruction of sidewalk, driveways, ADA curb ramps, half-width reconstruction for a portion of the roadway, and a slurry seal applied to the remaining section.
The Zone 3 Pavement Maintenance Project was a roadway rehabilitation and ADA upgrade improvement project for the City of Concord in a residential neighborhood on the east side of town. Work included ADA ramp and sidewalk improvements to bring the right-of-way up to current ADA standards, as well as pavement rehabilitation to extend the pavement life, by way of base repairs, mill-and-fill, and thin maintenance overlays. The project also included improvements to striping and signing to make driving, biking, and walking through the neighborhood safer . A total of 26 streets were resurfaced including 24 cul-de-sacs that required close coordination for resident access and tight inspection to smooth out the finish pavement surface while paving and rolling in circular patterns.
The Rumrill Blvd Complete Streets project is a safety improvement project from Broadway Ave to Rheem Ave. Rumrill Blvd is a heavily trafficked roadway in San Pablo where speeds often exceed the 35 MPH posted speed limit. The Rumrill Blvd Complete Streets project increases vehicle, bicycle, and pedestrian safety by reducing the number of through lanes from two to one, effectively reducing the travel speed down the corridor, and separating bicyclists and pedestrians from the traffic by providing a layer of parking between the two creating a Class I bicycle path. This project will construct new concrete sidewalks, bulb outs, center medians, bus stops, new drainage facilities, new signal poles and video detection systems at six intersections, landscaping and planting.

On-Call Professional Services • City of San Pablo • March 2023 • 10 Project Approach
Firm Approach to On-call
In the following discussion, we will demonstrate a thorough understanding of the needs and requirements for the successful delivery of civil engineering and construction management tasks and projects. We will also demonstrate how the Consor team will deliver to the City of San Pablo on-call project assignments that will be cost-effective, on time, and meet the community’s needs.
APPROACH TO DESIGN ON-CALL
Our general approach for developing and delivering an on-call project would include the following:
Approach to Design On-Calls
Hold an initial meeting with the City Project Manager to understand:
a. Scope of the work to be performed
b. Budget constraints
c. Schedule
d. Stakeholder/Public involvement
Conduct an initial site assessment within the proposed
project limits
Determine the team members and skill set required to
deliver
Develop a task order scope, budget, and schedule
Recommend desired level of stakeholder/public
involvement
Work with the City Project Manager to finalize the
scope, budget and schedule
City issues a notice to proceed
Consor team to schedule kickoff meeting
Consor team executes the work utilizing regular team
meetings, communications with City PM on scope/
schedule/ cost, managing/updating risk register, and
coordination of deliverable reviews.
Our team has experience working within a variety of site conditions and locations. Our track record with on-call project delivery is excellent and is based on beginning a project with the end result in mind. We begin with assembling our project team and clearly defining what will be needed from whom and when. These items are defined in detail in our Scope of Work (Work Plan) and covered with phases, typically three or four, consisting of the planning, preliminary design, final design, and construction phases. We break down each phase into tasks and subtasks; the process and products are reflected with the tasks and subtasks and are assigned and tracked accordingly.
We develop an extensive Microsoft Project Schedule and
update it frequently to track our progress. All Consor products, including subconsultant products, are developed and reviewed with comments implemented before a draft is submitted to the City and others. Project development team meetings are conducted as needed to ensure all issues are known and logged for action by the team during the project development process.
Our approach also allows for an opportunity to apply value engineering principles to the project to achieve the best value in design.
Consor has the staff resource levels and subconsultant
relationships in place that allow us to be very responsive when you have an immediate need. We are focused on being responsive to agency needs because we know that our quick action results in better project delivery and partnerships with our clients. We also know that operating in the public agency environment many times requires that scopes and schedules change and evolve quickly and we need to be adaptive and flexible in shifting gears when your needs dictate that.
Engineering Approach
PROVEN APPROACH
Our project management approach is based on a successful model, resulting in the delivery of a high quality projects.
Our proven management and administrative system enhance communication between the client, the Consor team, and
other key stakeholders. Our approach is simple, understand the task, communicate continuously, collaborate, develop feasible alternatives, obtain client concurrence on the alternative of highest value, coordinate as needed with stakeholders/ third parties, ensure timely funding authorizations to achieve continuous progress and deliver a comprehensive project through construction closeout. The workflow diagram shown on pages 11 and 12 demonstrates our understanding of tasks to be performed within a typical Project Life Cycle.
Working within an on-call environment requires immediate responsiveness to meet required deadlines, having a deep bench of experienced staff, streamlining approval processes and driving critical tasks to completion. Our approach to successful task order completion engages experienced managerial and technical resources and proven best management practices, including:
• Experienced staff that know the most efficient and effective methods to address task order needs
On-Call Professional Services • City of San Pablo • March 2023 • 11 • Current, in-depth knowledge of Caltrans and FHWA regulations, policies, procedures, and design standards to ensure funding compliance. • Facilitated internal reviews/approvals and achieve favorable bids • Established procedures for developing “to the point” scopes of work, schedules, budgets, and implementing a simple but effective quality control process
• Internal management controls, real time accounting, project management, and quality assurance that provide timely information to ensure projects are kept on schedule and within budget with the highest quality of products • Availability of state-of-the-art software tools for the design, analysis, and presentation/visualization of projects Our team understands that our approach to providing services for assignments under an on-call program is very different from those we provide for stand-alone projects. For example, task orders delivered under an on-call contract may be limited in scope and budget and may require fast-track delivery schedules. Another type of task order may involve completing project tasks already started by your in-house staff or others. Based on our experience, we know how to efficiently plan and execute parallel tasks with short lead times, assign appropriate staff, and complete the task successfully. We have compiled a chart that outlines potential project challenges, our approach, management strategy, and proven success that we have experienced on past projects, shown on pages 11 and 12.

On-Call Professional Services • City of San Pablo • March 2023 • 13 Construction Management
Approach
The Consor construction management team has a proven history of performance with City of San Pablo. Our CM project manager, Mike Hagerty, will be directly responsible for construction contract management and the coordination of all technical work to make sure that project issues and action items are meeting City expectations. Mike has coordinated with the City over the last four years providing Assistant Resident Engineers to support the City Resident Engineers on over a dozen construction projects.
Our comprehensive construction management services cover projects from start to finish and we work with our clients to be flexible and meet their individual needs as detailed below:
• Work with the City’s project manager to develop and
negotiate a realistic scope and budget for the task
assignment.
• Prepare a Work Plan that provides definitive directions to the project team and includes specific instructions regarding means and methods assumptions included in the scope of
work.
• Implement communication protocols. Facilitate
communication between the client and Consor, including
face-to-face meetings, phone calls, email, written
documents, and web meetings to meet the project needs.
• Regularly compare the contracted scope and budget vs. actual real-time costs.
• Conduct frequent project team meetings to facilitate
informed discussions and decisions and team consensus on solutions and action items. Schedule, including milestones and deliverables, is discussed at every team meeting.
• Consistently use project tracking tools, If we are assigned as Resident Engineers for the City projects, we will use tracking tools such as Issues Logs, Decision Logs, frequent progress reports and schedule updates, earned value graphs, and
action plans. These documents are frequently maintained and submitted to all team members and discussed at team meetings to ensure all issues are addressed and tasks
successfully completed.
• Schedule QC activities to provide for thorough QC protocols and Independent Assurance (IA) protocols.
• Maintain a “Project First” attitude in coordinating
with Construction Contractors. When this is achieved,
construction is easy, straight forward, and accomplished with minimal issues. We are a team, and right is right and wrong is wrong, for all parties. When this is established, it creates a “fair” environment for all and project success is achieved. Many of our named Assistant Resident Engineers have backgrounds as general contractor employees, so
they understand perspectives and what makes for a “fair” environment.
CONTRACT MANAGEMENT
Upon a task or project assignment from the City, Mike will prepare a Work Plan that addresses staffing and assignments; scope of work and deliverables; budget; and schedule. The Work Plan provides definitive directions to the project team, as agreed to by the City. The following sample plan shows what will be addressed, at a minimum:
• Selection of the right person for the task/project
assignment. Putting the right person at the helm to
technically and administratively lead the project to
completion is key to the success. An experienced ARE or RE with a relevant project background will intimately understand how to best manage the contractor, inspect the contractor’s work, and manage the materials testing. This type of proper staff assignment will keep CCO’s and contractor claims to a minimum.
• Project team meetings. In order to facilitate informed discussions and decisions and team consensus on solutions and action items (and prompt follow-through), project team meetings must be regularly held and their results distributed. • Effective communication mediums. A complete contact
list facilitating face-to-face, phone, email, and written documents are tailored to meet the assignment needs.
• Scheduled QC processes. The project schedule will be
designed to provide thorough QC protocols.
QUALITY ASSURANCE/QUALITY CONTROL
Quality Assurance and Quality Control are also particularly important for project specific or for an on-call program. When construction activities commence, the importance of a well- structured Quality Control Plan (QCP) is critical; involving coordination at a highly responsive level to avoid delays and added project costs. Consor ensures that the project QCP is implemented for each and every assignment. Construction activities will follow Caltrans’ prescribed and preferred measures.
In general, our procedures and methods of documentation include:
• Daily and Weekly Progress Reports—thorough and concise reports, including use of supplemental inspection checklists and weekly statements of working days.
• Material Certifications—consistent and complete attention to construction material certification; completion of Field Inspection Reports; and use of Field Inspection Tags.
• Conferences—insistence upon comprehensive pre-
construction and pre-deck pour conferences.
• Quantities Review—regular review of installed quantities to ensure adequate frequency of field testing.
• Inspection and Testing—use of appropriately trained and certified construction inspectors and testing technicians.
Non-certified personnel are not allowed to perform field or non-field materials testing.
On-Call Professional Services • City of San Pablo • March 2023 • 14 • Plans Monitoring and Maintenance—monitoring of traffic control, safety, and environmental compliance plans and activities and consistent maintenance of red-lined plans, non-conformance, and other field logs. • Quality Assurance—up-to-date and available documentation for Caltrans review audits; and submittal of material samples for Caltrans quality verification.
CONSTRUCTABILITY REVIEW
Our constructability review process is important in identifying design and/or construction staging changes that will reduce the project’s overall cost, maintain schedule, and deliver an optimum project for service life, safety, and maintenance requirements, and minimize/eliminate potential field construction issues. Our constructability review engineers will look for the most efficient methods of construction, including inconsistencies between plans and specifications; limitations of access for work to be conducted; compatibility of materials; coordination of trades; and sequencing and project scheduling.

On-Call Professional Services • City of San Pablo • March 2023 • 15 Approach to Schedule of Work
Schedule management will be important for the City of San Pablo to meet its goals for the CIP Planning. Our ability to adjust a project schedule to deliver on the City's commitments depends first on a solid understanding of the critical path supported by a realistic resource plan. We intentionally build our schedules with aggressive deadlines for support tasks, clearly distinguish the critical path, and identify where float may be available. Completing support tasks early enables those resources to become available if needed for critical path tasks later on. Knowing where float exists also provides our Project Managers flexibility to mitigate risks as they arise. To execute the schedule, we build project-specific resource plans using our internal Vision Planning Module powered by Deltek Vision. Our Project Managers update their resource plans regularly and meet monthly as a group to balance overall needs. This framework of a living schedule and internal resource plan management enables our team to respond to schedule impacts as they arise.

The roadway design elements include improving the roadway alignment in this busy, built-out corridor that has been widened multiple times at varying super elevation rates. The proposed alignment improvements remove existing lane offsets across two intersections and bring the intersections, including crosswalk slopes, up to current ADA standards. The sidewalks will also be upgraded to meet the City’s current standard for its Core Area.
Hotelling Gulch Bridge Realignment, Siskiyou County, CA; Roadway Design Engineer. Responsible for design, drafting, quantities, and estimates for this roadway improvement project. The purpose of this project is to improve fish passage and access to upstream habitat. As part of the stream restoration, an existing pipe culvert will be replaced by a larger bridge structure to remove a fish passage barrier at the intersection of the restored Hotelling Gulch and Cecilville Road. The proposed horizontal alignment for this segment of Cecilville Road closely follows the original roadway alignment with improvements made to eliminate narrow locations in the roadway pavement. Vertically, the roadway profile will be raised approximately three feet in the vicinity of the proposed bridge in order to provide adequate freeboard for flows in the restored channel. The raised profile will conform to the existing roadway grade within the minimum attainable touchdown distance without negatively affect vertical sight distance.

Rumrill Blvd Complete Streets Project, City of San Pablo, CA; Assistant Resident Engineer/Office Engineer. 2022 Residential Street Resurfacing & Accessibility Upgrade, City of Citrus Heights, CA; Assistant Resident Engineer/Office Engineer.
