RESOLUTION 2023-###
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN PABLO (1) AUTHORIZING THE CITY MANAGER TO EXECUTE FIVE -YEAR “ON- CALL” AGREEMENTS WITH DC ELECTRIC GROUP, INC. IN AN AMOUNT NOT TO EXCEED $150,000 ANNUALLY FOR ELECTRICIAN SERVICES, AND MCGUIRE & HESTER IN AN AMOUNT NOT TO EXCEED $50,000 ANNUALLY FOR PLUMBING SERVICES; AND (2) REJECTING ALL BIDS FOR “ON- CALL” TREE SERVICES AND
AUTHORIZING THE CITY MANAGER TO RE-ADVERTISE FOR SUCH SERVICES
WHEREAS, the City has need for Maintenance and Trade Services during the course of its operations; and
WHEREAS, having a number of contractors in active On-Call contracts enables the City to utilize such services more efficiently; and
WHEREAS, the City desires to engage contractors to provide electrician services , and plumbing services; and
WHEREAS, the City issued a Request for Qualifications (RFQ) for O n-Call Maintenance and Trade Services on March 15, 2023; and
WHEREAS, the City received three (3) Statement of Qualifications from tree services contractors, one (1) State of Qualifications from an electrical contractor, and one (1) Statement of Qualifications from a plumbing contractor in response to the RFQ; and
WHEREAS, staff evaluated contractors’ proposals based on their understanding of work, experience with similar work, quality and availability of staff, references, and completeness of the Proposals as well as their ability to follow the instructions provided in the RFQ; and
WHEREAS, in preparing the RFP, staff inadvertently did not require bidders to include rate sheets as part of proposal packages or provide that cost or value would be included as part of the evaluation criteria; and
WHEREAS, since only one bidder was received for the discipline of electrician services and one bidder for the discipline of plumbing services, and the rate sheets those bidders have subsequently provided have been determined by staff to be reasonable and comparable to industry standards, staff recommends awarding On- Call agreements to both bidders; and
WHEREAS, since multiple bids were received for tree services, staff recommends rejecting all bids for this discipline and re- advertising for bids after staff modifies the RFP

to require submission of propose rates and to include cost or value as part of the evaluation criteria; and
WHEREAS, with these On- Call agreements in place, the City would issue Task Orders specifying the scope of work, the cost, and the budget only when adequate and appropriate funding mechanisms exist for the proposed work.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of San Pablo hereby authorizes the City Manager to enter into a five-year agreement with DC Electric Group, Inc. for On-Call Electrician Services in an amount not to exceed $150,000 per year , for a total not -to-exceed authorization of $75 0,000 over the term of the agreement.
BE IT FURTHER RESOLVED that the City Council of the City of San Pablo hereby authorizes the City Manager to enter into a five-year agreement with McGuire & Hester for On-Call Plumbing Services in an amount not to exceed $50,000 per year, for a total not-to exceed authorization of $250,000 over the term of the agreement.
BE IT FURTHER RESOLVED that the City Council of the City of San Pablo hereby rejects all bids for On-Call Tree Services and directs staff to re-advertise for those services.
BE IT FURTHER RESOLVED that the City Council of the City of San Pablo hereby finds that the foregoing recitations are true and correct and are included herein by reference as findings.
