WHEREAS, consultant services are typically exempted from formal bidding requirements under Section 3.16.110(A) of the Municipal Code, but follow a request for proposal format pursuant to the City’s Purchasing Policy. When the original contract was put into place, the City Council waived bidding and proposal requirements per 3.16.110 of the San Pablo Municipal Code because there was an emergency need for these critical services to ensure first responder wellness and the service was only available from PSFC;

WHEREAS, this year, the San Pablo Police Department researched other potential vendors for similar services and has not been able to find another vendor to reliably deliver similar 24/7/365 Critical Incident Stress Management (CISM) consultation and response services to meet the agency’s specific operational needs; WHEREAS, for that reason, City Council finds that the public interest is best served by amending the current agreement with PSFC, the sole source provider of these critical services, to extend those services for another three years;

NOW, THEREFORE, BE IT RESOLVED that the City C ouncil of the City of San Pablo hereby authorizes the City Manager to enter into a first amendment to an agreement with Public Safety Family Counseling to add up to $94,576 in compensation for three additional years of services related to 24/7/365 critical incident stress management, for a total cost not to exceed $120,576 over the five-year term of the agreement.
