RE: Request for Additional Construction Management and Inspection Services Budget for the Rumrill Blvd Complete Streets Project

Dear Mr. Brown,

Per our recent conversations regarding the Rumrill Blvd Complete Streets Project construction management and inspection project budget, we have evaluated the project status relative to the Consor budget for our professional services and respectfully request a contract amendment in order to best meet the City’s ongoing needs. We would like to officially request our budget be increased by $100,000 for a total no-to-exceed budget of $1,586,624. The completion of the Rumrill Blvd Complete Streets has been delayed due to several factors including: The abnormal winter weather. Due to the abnormally wet winter this year construction was not able to progress however the project required continued management during this period. Procurement of Manufactured items. The traffic signal cameras have faced several delays in delivery, for a total of over 6 months in delays. Since the Covid-19 the delivery times for manufactured items have been inconsistent. This has been a continued problem due to the procurement of materials for manufactured assembly. Utility Relocation work. At the start of the project several utility companies, PG&E, EBMUD, West County Sanitation District, were completing their relocation work. The project team chose to push the start of the demolition work to allow for the completion of this relocation work, however initial project potholing and field investigation begin, which generated multiple RFI’s. During these delay periods our team was still actively involved in the management of the Rumrill Blvd project, which lead to additional hours spent on the project. If you have any questions, please contact me at (925) 200-9898, or my email at: [email protected]. We look forward to continuing our partnership on this important City project.

Sincerely,
Consor North America, Inc.
