7 3. Scheduling Approach
DC Electric’s on call and emergency response services are available 24 hours a day and 365 days per year. In addition to our emergency dispatch toll free number, the City will be provided alternative contact information to reach DC Electric staff in case of emergency.

As we realize that time is of the essence when issues of public safety arise, emergency response time is critical to success. Faster is better without exception. Our emergency response time is typically 1 hour. This is typical for many of the agencies for which we provide emergency on- call services, and DC Electric’s dispatch protocols successfully meet this requirement daily.

When City personnel place a call to our toll free, emergency dispatch line, a live dispatcher will always answer the phone. Our dispatch protocol allows dispatchers to contact the local DC Electric on-call service technician who will be dispatched and arrive within the specified time in an aerial lift “bucket truck” or service truck with the necessary inventory of required material, investigate, diagnose and repair malfunctions while onsite. Dispatchers have a contact phone tree of multiple backup technicians should the need arise. Once the technician arrives, an open line of communication will be established between the responding technician and appropriate City/Emergency personnel. If repairs are unable to be made immediately, a follow up visit will be made with additional material, manpower and/or equipment necessary to make the final repairs. If additional material, manpower and/or equipment are required to make final repairs, our technician will notify the emergency/safety personnel, Public Works Department and internal project management team, and make accommodations for final repair. A DC Electric technician will never leave the site of an emergency until adequate temporary or permanent repairs have been made and the site condition is made safe.

Through the decades of experience that DC Electric’s staff has in municipal electrical maintenance, we have determined the absolute best system to use to assign, track, and evaluate work performed is an online work database system. DC Electric has developed a custom designed Maintenance Database. Our database is a live web-based inventory and work order management system which can be customized and made accessible to designated City staff if requested. Our database system capabilities include electronic portal for online service request reporting, contract management, infrastructure management, maintenance scheduling, service request initiation and tracking, material tracking, historical data collection, and up-to-date reporting for agency informational requirements and billing purposes. All information related to service requests will be entered into the system, including type of service, means of call origination, time/date stamp for call origination, field staff arrival time, reporting of site/safety conditions, irregularities, photos (if necessary), investigational information, diagnoses, means of service, tasks performed, material used or installed, work completed, and departure time.

Each of our field staff are required to carry an internet enabled device for dispatch and completion of service requests. Pertinent information collected in the database is available to the technician while in the field. Location maintenance history, repair history and infrastructure information are valuable tools which can assist with investigations and diagnosis of malfunctions. Field technician mobile access to our database also allows for real time logging of all streetlight location data and task closures.

8 Other data collected through the Jobs Databases can be custom formatted to meet City’s reporting needs and is accessible to City staff at its convenience. At the City’s request, existing historical data can be merged into the system to provide for more detailed and comprehensive reporting. A total monthly activity report by location will be provided for the City’s review in conjunction with the corresponding maintenance billing period. In addition, we will provide to the Public Works representative a detailed report of all pending or outstanding work. This report will be provided on a routine monthly basis or more regularly to meet your requirements and/or preferences. DC Electric would look forward to providing City staff with a full demonstration of our database’s capabilities.

9 4. Prevailing Wage
DC Electric is aware of and works in full compliance with all prevailing wage requirements on public works contracts including all work done for the City of San Pablo. DC Electric maintains electronic records for certified payroll for at least 3 years and can supply those records upon request to any agency that requires them.

5. Local Subcontracting Approach / Local Employment Approach As an IBEW union electrical contractor DC will be self-performing the majority if not all of the work requested under this contract. If work is available that falls outside of the Union job classifications and additional staffing is necessary we will contact the EDC with the relevant information to provide work opportunities to local residents.

In the event that we do need to hire subcontractors for some portion of our work we will reach out to the San Pablo Economic Development Corporation and provide details regarding the necessary work in order to allow local businesses to participate in bidding opportunities per the San Pablo Economic Opportunity Policy.
