RESOLUTION 2023-###
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN PABLO AUTHORIZING
THE WAIVER OF FEES FOR USE OF RUMRILL SPORTS PARK KIOSK, AND A TWO - THIRDS (2/3) REDUCED FEE AT RUMRILL SPORTS PARK FOR FIELDS 1 AND 2 FOR THE SAN PABLO U NITED YOUTH SOCCER CLUB FOR THE 202 3 SUMMER/FALL SEASON
WHEREAS, On May 12, 2023, Rafael Torres, President of San Pablo United Youth Soccer Club (SPUYSC), submitted a letter to the City of San Pablo requesting the waiver of rental fees for Rumrill Sports Park Kiosk and Fields 1, 2, and 3 for the following dates during its 2023 summer/fall season:
• August 1, 2023 through December 20, 2023
o Mondays, Wednesdays 5:00 pm – 9:00 pm
o Tuesdays, Thursdays, and Fridays, 5:00 pm – 8:00 pm
o Saturdays and Sundays 9:00 am – 5:00 pm
o Excludes City Holidays/Closure Dates
WHEREAS, under existing City policies, the Rumrill Kiosk is eligible for a fee waiver and Rumrill Fields 1 and 2 are eligible for a two- thirds reduced fee, but the light lees, damage deposit, and hourly base rate rental fees for Rumrill Field #3 are not eligible for a fee waiver or reduction;
WHEREAS, SPUYSC is a volunteer -run, non-profit organization dedicated to the youth and families in the City of San Pablo and surrounding communities and provides approximately 200 boys and girls ages 3 to 18 years the opportunity to play soccer;
WHEREAS, SPUYSC enjoys offering soccer programs in the San Pablo community and promotes the philosophy that all children registered in its programs will be accepted regardless of their religion, race, gender, or immigration status and that no children are left behind due to socioeconomic disadvantages;
WHEREAS, On June 7, 2023, this item was taken before the Community Services Standing Committee (Cruz/Pineda) for the Committee’s review and the Committee unanimously recommended moving forward to City Council to approve the waiver of fees for use of the Rumrill Sports Park Kiosk and a two-thirds reduced fee at Rumrill Sports Park fields one and two for San Pablo United Youth Soccer for the 2023 summer/fall season;
WHEREAS, the proposed resolution will result in a loss of rental income of approximately $26,656 in General Fund rental revenues that the City could have realized for rental of the Rumrill Sports Park Fields;
WHEREAS, Expand safe, family friendly park adopted priority items under the FY 2023-25 City Council Priority Workplan, effective May 1, 2023;
WHEREAS, this is not a project as defined by CEQA.

NOW, THEREFORE, BE IT RESOLVED that the foregoing recitations are true and correct, and are included herein by reference as findings;
BE IT FURTHER RESOLVED that the City Council of the City of San Pablo authorizes the waiver of fees for the use of Rumrill S ports Park Kiosk, and a two- thirds reduced fee at Rumrill Sports Park fields one and two for the San Pablo United Youth Soccer Club for the 2023 summer/fall season;
BE IT FURTHER RESOLVED that as a condition of the fee waiver and fee reduction for use of the Rumrill Sports Park, (1) a representative of the San Pablo United Youth Soccer Club must participate in at least two of the following three major City events in order to market its program, interact with the public, and/or receive registrations for its program:
Fourth of July, City Hall-O-Ween and Holiday Tree Lighting; and (2) participants of the San Pablo United Youth Soccer Club who reside within the incorporated City of San Pablo boundaries must receive a reduc ed registration rate compared to non- residents for the 2023 summer/fall season.
