RESOLUTION 2023-###
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN PABLO TO CONSIDER
ADOPTING RESOLUTION AUTHORIZING THE CITY MANAGER TO EXECUTE
CONSULTING SERVICES AGREEMENT WITH PFM GROUP CONSULTING LLC
FOR A LONG-RANGE FINANCIAL PLAN WITH A TOTAL AUTHORIZATION NOT TO EXCEED $90,000 RETROACTIVELY EFFECTIVE AUGUST 1, 2023.
WHEREAS, as part of the City's commitment to fiscal health and sustainability, the City initiated a process to develop a Long- Range Financial Plan (LRFP) and model that will provide an economic outlook to assist in planning for a successful future for the City of San Pablo; and
WHEREAS, this commitment is necessary to develop and stabilize our financial base, not just to develop a balanced budget but a financial plan that is strategic, resilient, and sustainable; and
WHEREAS, this project was determined to be categorically exempt under the California Environmental Quality Act and the National Environmental Policy Act; and
WHEREAS, to assist the City with this effort, the City is seeking the assistance of PFM Group Consulting LLC to develop a LRFP and a financial modeling tool to provide information as the City Council makes strategic decisions affecting the City’s fiscal sustainability in the short and long term; and
WHEREAS, upon completion this plan will outline recommendations and provides forecasted position at the onset of the annual budget process.
NOW, THEREFORE, BE IT RESOLVED that the City Council authorizes the City Manager to execute consulting services agreement with PFM Group Consulting LLC , in a form to be approved by the City Attorney that does not substantially alter the rights and responsibilities from what is set forth in the attached draft agreement, to develop a 10- Year Long Range Financial Plan (LRFP) and a financial modelling tool, in an amount not to exceed $90,000.
BE IT FURTHER RESOLVED that the foregoing recitations are true and correct and are included herein by reference as findings.
