CALL TO ORDER
The meeting was called to order at 12:00 pm in the Council Chambers.
PLEDGE OF ALLEGIANCE
Mayor Abel Pineda led the Pledge of Allegiance to the Flag.

Absent 1 Councilmembers Arturo Cruz
CONSIDER AND TAKE ACTION ON ANY REQUEST FROM A COUNCILMEMBER TO
PARTICIPATE IN A MEETING REMOTELY DUE TO JUST CAUSE OR EMERGENCY CIRCUMSTANCES PURSUANT TO AB 2449 (GOVERNMENT CODE SECTION 54953(f)).
City Attorney Stricker announced that the item is on the agenda as a placeholder that allows members of the Council to participate remotely pursuant to AB 2449. There were no such announcements.

CITY COUNCIL AUTHORIZATION
2. 23-320 CONSIDER ADOPTING RESOLUTION (1) APPROVING AND ADOPTING THE PLANS AND SPECIFICATIONS FOR 2600 MORAGA ROAD ABATEMENT AND DEMOLITION PROJECT (0501) (“PROJECT”); (2) REJECTING A BID BY FERMA CORPORATION; (3) AWARDING PROFESSIONAL ASBESTOS REMOVAL
COMPANY OF FRESNO, CA DBA PARC ENVIROMENTAL (PARC) THE CONTRACT FOR THE PROJECT; (4) AUTHORIZING THE CITY MANAGER TO EXECUTE AN AGREEMENT WITH PARC IN AN AMOUNT NOT TO EXCEED $1,042,635, WITH AN APPROXIMATE 15% CONTINGENCY, FOR A TOTAL AUTHORIZATION NOT TO EXCEED $1,199,035; AND (5) APPROPRIATE $1,478,790 FROM FY 2023-24 GFDR
