RESOLUTION 2023-###
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN PABLO (1) RATIFYING THE CITY’S APPLICATION FOR THE CALRECYCLE SB 1383 LOCAL ASSISTANCE GRANT PROGRAM IN THE AMOUNT OF $75,000; (2) ACCEPTING AND APPROPRIATING GRANT FUNDING, IF AWARDED; AND (3) AUTHORIZ ING THE
CITY MANAGER TO EXECUTE ALL DOCUMENTS NECESSARY FOR CITY PARTICIPATION IN THIS GRANT PROGRAM.
WHEREAS, pursuant to Public Resources Code Sections 48000 et. seq., 14581, and 42023.1(g), the Department of Resources Recycling and Recovery (CalRecycle) has established various payment programs to make payments to qualifying jurisdictions;
WHEREAS, in furtherance of this authority , CalRecycle is required to establish procedures governing the administration of the payment programs;
WHEREAS, CalRecycle’s procedures for administering payment programs require, among other things, an applicant’s governing body to declare by resolution certain authorizations related to the administration of the payment program;
WHEREAS, CalRecycle has $90,000,000 available for the SB 1383 Local Assistance Grant Program to help jurisdictions with the implementation of SB 1383 of which the City of San Pablo is el igible for $75,000 in grant funds with no match requirement; and
WHEREAS, the City submitted an application to fund various SB 1383 activities including (1) procurement of recovered/recycled organic products, and (2) staff salaries to cover a portion of staff costs to implement SB 1383.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of San Pablo hereby ratifies the City of Sa n Pablo’s SB 1383 Local Assistance Grant Program application to CalRecycle for implementation of SB 1383 activities;
BE IT FURTHER RESOLVED that the City Council of the City of San Pablo authorizes the City Manager as the Signature Authority to execute all documents necessary for the City’s participation in this grant program;
BE IT FURTHER RESOLVED that upon award of grant funding, the City Council of the City of San Pablo hereby accepts and appropriates grant funds from CalRecyle’s SB 1383 Local Assistance Grant Program per the table below:
