RESOLUTION 2023-###
RESOLUTION OF THE CI TY COUNCIL OF THE CI TY OF SAN PABLO ADOP TING
THE CITY OF SAN PABLO LOCAL ROADWAY SAFETY PLAN
WHEREAS, the Highway Safety Improvement Program (HSIP) serves as a vital source of funds for the City to implement safety measures to reduce traffic fatalities and serious injuries on local streets;
WHEREAS, in 2019, Caltrans announced a Local Roadway Safety Plan (LRSP) will be required for all local agencies who wish to apply for future cycles of HSIP funds;
WHEREAS, a LRSP is a plan that lays out the local agency’s approach to address the safety needs of its roadways and which is based on the Federal Highway Administration’s (FHWA’s) efforts to reduce fatalities and serious injuries on all public roads;
WHEREAS, in June 2020, the City applied for and was granted state funds to develop the City’s LRSP;
WHEREAS, City staff ha ve engaged with stakeholders regarding the general components of an LRSP, including presentations to the City Traffic Safety Working Group (November 1, 2022) and the San Pablo Safety Commission (January 25, 2023);
WHEREAS, stakeholder comments were considered in the preparation of the LRSP;
WHEREAS, on March 20, 2023, the City Council approved contracting with Minagar and Associates to prepare a Local Roadway Safety Plan;
WHEREAS, Public Works and Police Department staff worked closely with Minagar & Associates, Inc. to prepare the recommended Local Roadway Safety Plan;
WHEREAS, t he LRSP Project Team , consisting of Public Works and Police Department staff and the consultant, leveraged recent outreach data from the City’s Complete Streets Safety Assessment (2020), Bicycle and Pedestrian Corridor Study (2022) and Safe Routes to School Master Plan (2022); and
WHEREAS, the LRSP will serve as a framework for the City to identify, analyze and prioritize safety improvements on local streets and will render the City eligible for future cycles of HSIP, as well as other transportation funding sources.
NOW, THEREFORE, BE IT RESOLVED that the foregoing recitations are true and correct and are included herein by reference as findings; and

BE IT FURTHER RESOLVED that the City Council adopts the City of S an Pablo Local Roadway Safety Plan, dated September 27, 2023, prepared by Minagar & Associates, Inc.
