RESOLUTION 2024-###
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN PABLO (1) AUTHORIZING THE CITY MANAGER TO EXECUTE AN AMENDMENT TO THE CITY’S CURRENT LEGAL SERVICES AGREEMENT WITH CIVICA LAW GROUP, APC IN THE AMOUNT OF $20,000 FOR IMPLEMENTATION OF ENHANCED CODE ENFORCEMENT REGULATIONS; AND (2) APPROPRIATING $20,000 FROM THE GENERAL FUND DESIGNATED RESERVES – LEGAL CONTRACT SERVICES TO THE CITY ATTORNEY’S OFFICE PROFESIONAL SERVICES BUDGET (100-1210-43600) TO FUND THE AGREEMENT
WHEREAS, Conduct Legal Review of Code Enforcement Program and Amend San Pablo Municipal Code are focus areas under Employ Integrated Efforts to Reduce Blight, an adopted policy item under the City of San Pablo City Council Priority Work Plan FY 2023-25, effective May 1, 2023;
WHEREAS, Civica Law Group, APC (“Civica”) has provided the City Attorney’s Office with a proposed workplan to update the San Pablo Municipal Code to enhance code enforcement tools, expand code enforcement cost recovery options, and ensure continued compliance with state law;
WHEREAS, the proposed services to be provided by Civica were presented to the Public Safety Standing Committee (Councilmember Pabon- Alvarado / Councilmember Xavier) on December 11, 2023, and the Committee recommended further consideration and approval by the City Council; and
WHEREAS, the City Council will appropriate a total of $20,000 from General Fund Designated Reserves – Legal Contract Services to the City Attorney’s Office Professional Services Budget ( 100-1210-43600) to fund an Amendment to the City’s current Legal Services Agreement with Civica (“Amendment”).
NOW, THEREFORE, BE IT RESOLVED that the foregoing recitations are true and correct, and are included herein by reference as findings;
BE IT FURTHER RESOLVED that City Council of the City of San Pablo authorizes the City Manager to execute a n Amendment to the current Legal Services Agreement with Civica Law Group, APC for the implementation of enhanced code enforcement regulations, in a form to be approved by the City Attorney that does not substantially alter the City’s rights or responsibilities from those set forth in the attached draft Amendment; and
BE IT FURTHER RESOLVED that the City Council hereby appropriates a total of $ 20,000 from FY 2023- 24 General Fund Designated Reserves – Legal Contract Services to the City Attorney’s Office Professional Services Budget (100-1210-43600) to fund the Amendment.
