RESOLUTION 2024-###
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN PABLO (1) AUTHORIZING
THE CITY MANAGER TO EXECUTE A CONSULTING SERVICES AGREEMENT WITH NATELSON DALE GROUP, INC. IN THE AMOUNT OF $49,915 FOR ECONOMIC DEVELOPMENT CONSULTING SERVICES; AND (2) APPROPRIATING $60,000 FROM THE GENERAL FUND DESIGNATED RESERVES – ECONOMIC DEVELOPMENT MASTER PLAN TO THE ECONOMIC DEVELOPMENT PROFESSIONAL SERVICES BUDGET (100- 1320-43600) TO FUND THE AGREEMENT AND UNFORESEEN CONTINGENCIES
WHEREAS, Create City -Wide Economic Development Strategy and Implementation Plan in Consultation with SPEDC is an adopted policy item under City of San Pablo City Council Priority Work Plan FY 2023-25, effective May 1, 2023;
WHEREAS, on September 25, 2023, the City released a Request for Qualification / Request for Proposals (RFQ/RFP) for an Economic Development Strategy and Implementation plan for the City and received three qualified proposals;
WHEREAS, on October 17, 2023, the EDHPM Standing Committee members (Ponce; Cruz) met to receive an informational update from CMO staff on the formal RFP/RFQ solicitation process and proposed timeline for completion of the City -wide Economic Development Strategy and Implementation Plan;
WHEREAS, after review and interviews, City staff is of the opinion that Natelson Dale Group, Inc. (“Natelson”) best demonstrates the experience, expertise, and qualifications necessary to perform the services and requirements outli ned in the RFQ/RFP; and
WHEREAS, the City Council will appropriate a total of $60,000 from FY 2023-24 General Fund Designated Reserves – Economic Development Master Plan to the Economic Development Professional Services Budget (100- 1320-43600) to fund the Consulting Services Agreement ( “Agreement”) with Natelson which includes the base contract amount of $49,915 and $10,085 for unforeseen contingencies.
NOW, THEREFORE, BE IT RESOLVED that the foregoing recitations are true and correct, and are included herein by reference as findings;
BE IT FURTHER RESOLVED that City Council of the City of San Pablo authorizes the City Manager to execute a Consulting Services Agreement for economic development services with Natelson Dale Group, Inc.; and
BE IT FURTHER RESOLVED that the City Council hereby appropriates a total of $ 60,000 from General Fund Designated Reserves – Consultant Contracts to the Economic Development Professional Services Budget (100- 1320-43600) to fund the Resolution 2024-### Page 2
Agreement and unforeseen contingencies.
