RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN PABLO
APPROPRIATING CALIFORNIA NATURAL RESOURCE AGENCY URBAN
GREENING GRANT FUNDS IN THE AMOUNT OF $635,000 FOR THE DESIGN AND
PUBLIC OUTREACH OF THE SAN PABLO AREA FOR RECREATION AND COMMUNITY PARK PROJECT (0501) (PROJECT), AND AUTHORIZING THE CITY
MANAGER TO ENTER INTO AN AGREEMENT WITH CSW / STUBER STROEH ENGINEERING GROUP, INC. FOR THE DESIGN AND ENGINEERING CONSULTANT SERVICES FOR THE PROJECT (0501) IN THE AMOUNT OF $545,140 WITH A 10% CONTINGENCY FOR A TOTAL AUTHORIZATION OF $599,654
WHEREAS, The California Natural Resources Agency (CNRA) released the 2022 Urban Greening Grant program, which provides $47.5 million in funding for urban greening projects;
WHEREAS, the 2022 round of Urban Greening funds had an emphasis on projects that provide parks or recreational benefits to a critically underserved community or disadvantaged community;
WHEREAS, on March 21, 2022, through Resolution 2022- 041, the City Council approved the City of San Pablo’s grant application to the CNRA for an Urban Greening Grant to partially fund the San Pablo Area for Recreation and Community (SPARC) Project, and also authorized the City Manager to execute a grant agreement and any other necessary agreements associated with this grant;
WHEREAS, the City Manager and CNRA Deputy Assistant Secretary signed a $4,790 690 grant agreement and other necessary agreements associated with this grant;
WHEREAS, staff is recommending to appropriate $635,000 of CNRA Urban Greening Grant for engineering design and public outreach and education expenses;
WHEREAS, the City issued a Request for Proposals (RFP) for Design and Engineering Services for the SPARC Project on November 21, 2023 and received seven proposals;
WHEREAS, after review and evaluation in accordance with the terms of the RFP, staff determined that the consultant firm of CSW/ Stuber-Stroeh Engineering Group, Inc. (CSW|ST2) of Richmond, California, presented the best overall project proposal;
WHEREAS, staff is also recommending authorization for City Manager to enter into an agreement with CSW|ST2 in the amount of $ 545,140 base bid and a 10% contingency for a total authorization in the amount of $599,654.

NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of San Pablo hereby authorizes the City Manager to enter into an agreement with CSW / Stuber Stroeh Engineering Group, Inc. for the design and engineering services of the San Pablo Area for Community and Recreation (SPARC) Project in the amount of $54 5,140 and further authorizes a 10% contingency to cover additional costs for a total authorization of $599,654.
BE IT FURTHER RESOLVED, that the City Council hereby authorizes the City Manager to appropriate CNRA Urban Greening Grant in the amount of $635,000 to the SPARC Project (0501) as follows, and:
