RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN PABLO AMENDING THE CITY’S CLASSIFICATION PLAN FOR FY 2023-24 BY (1) RECLASSIFYING ONE FULL-
TIME BUILDING INSPECTOR CLASSIFICATION TO ONE FULL -TIME SENIOR BUILDING INSPECTOR CLASSIFICATION; (2) RECLASSIFYING ONE FULL -TIME
FINANCE DIRECTOR CLASSIFICATION TO ONE FULL- TIME ADMINSITRATIVE SERVICES DIRECTOR CLASSIFICATION; (3) AND CREATING A NEW DEPARTMENT
DIRECTOR CLASSIFICATION OF DIRECTOR OF ECONOMIC DEVELOPMENT,
HOUSING AND SUSTAINABILITY PROJECTS AND ADDING ONE FULL -TIME
POSITION
WHEREAS, this proposed action is not a project as defined by CEQA;
WHEREAS, under the City of San Pablo’s Personnel Rules adopted by Resolution 2014-031, Section 2.03 establishes the authority of the City Manager to prepare and make revisions to a Classification Plan (hereafter referred to as “the Plan”). The Plan includes an Employee Allocation List, Salary Range Schedules and Class Specifications;
WHEREAS, the Plan delineates procedures and schedules for future updates to ensure appropriate staffing levels are maintained and that s alaries remain competitive in relation to the surrounding labor market and in line with the City Council’s approved budget;
WHEREAS, the City has determined that due to the complex inspection needs of San Pablo building; the retirement of the Finance Dir ector; and the development of the Economic Development Strategy Plan, the following Plan amendments are being proposed by the City Manager for operational necessity in support of the City Manager’s Office, Community Development, and Finance Departmental Operations during the current FY 2023-24 period;
WHEREAS, CMO/HR staff conducted a review of comparable East Bay/Contra Costa agencies and organizations with comparable classifications, job descriptions, and salary schedules for the proposed revised Senior Building Inspector, revised Administrative Services Director, and new Director of Economic Development, Housing, and Sustainability Projects, and determined that these classifications are comparable to those used in other agencies;
WHEREAS, the following changes are proposed in order to meet increased State- mandated environmental regulatory requirements and more efficiently conduct City operations in the City Manager’s Office, Community Development, and Finance Departments:
• Reclassify one full-time Building Inspector classification to one full -time Senior Building Inspector classification.
• Reclassify one full -time Finance Director classification to one full -time Administrative Services Director classification.

• Create a new department director classification of Director of Economic Development, Housing and Sustainability Projects and add one full -time position.
WHEREAS, due to the City’s financial condition, all proposed classifications contained in the FY 2023-24 Plan Amendment must be budget cost-neutral at time of official appointment by the City Manager, and all associated salary and benefit costs for said proposed classifications will be incorporated into the newly Proposed 3- year GF Budget adoption scheduled before June 30, 2024.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of San Pablo hereby approves the amendments to the City’s Classification and Compensation Plan for FY 2023/24 described in the recitals above and shown on the three newly created job descriptions for (1) Senior Building Inspector, (2) Administrative Services Director, and (3) Director of Economic Development, Housing and Sustainability Projects, which are attached to this Resolution and incorporated herein by reference.
