RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN PABLO MODIFYING THE CITY’S APPLICATION FOR THE CALRECYCLE SB 1383 LOCAL ASSISTANCE GRANT PROGRAM (OWR4) FOR THE MAXIMUM AMOUNT OF $89,149 THE CITY IS ELIGIBLE FOR DURING THE FISCAL YEAR 23/24 FUNDING CYCLE
WHEREAS, pursuant to Public Resources Code Sections 48000 et. seq., 14581, and 42023.1(g), the Department of Resources Recycling and Recovery (CalRecycle) has established various payment programs to make payments to qualifying jurisdictions;
WHEREAS, in furtherance of this authority , CalRecycle is required to establish procedures governing the administration of the payment programs;
WHEREAS, CalRecycle’s procedures for administering payment programs require, among other things, an applicant’s governing body to declare by resolution certain authorizations related to the administration of the payment program;
WHEREAS, on November 20, 2023, City Council adopted Resolution 2023- 162, which ratified the City of San Pablo’s SB 1383 Local Grant Program application to CalRecycle for implementation of SB 1383 activities in the amount of $75,000, authorized City Manager to execute all documents necessary for City’s participation in this grant program, and appropriated $75,000 in grant funds;
WHEREAS, on February 2024, CalRecycl e staff notified City staff that the City of San Pablo is eligible for a grant award for a maximum amount of $89,149 in Fiscal Year 2023-24, with no match requirement; and
WHEREAS, the City submitted an application to fund various SB 1383 activities including (1) procurement of recovered/recycled organic products, and (2) staff salaries to cover a portion of staff costs to implement SB 1383.
NOW, THEREFORE, BE IT RESOLVED that the City Cou ncil of the City of San Pablo hereby modifies the City’s application for CalRecycle SB 1383 Local Assistance Grant Program (OW4) for the maximum amount of $89,149 the City is eligible for during the Fiscal Year 23/24 funding cycle;
BE IT FURTHER RESOLVED that upon award of grant funding, the City Council of the City of San Pablo hereby accepts and appropriates grant funds from CalRecyle’s SB 1383 Local Assistance Grant Program for the maximum amount per the table below:

BE IT FURTHER RESOLVED that these authorizations are effective for the duration of the grant term, which ends on April 1, 2026; and
BE IT FURTHER RESOLVED that grant funds will need to be expended prior to the end of the grant term.
BE IT FURTHER RESOLVED that the foregoing recitations are true and correct, and are included herein by reference as findings.
