RESOLUTION 2024-___
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN PABLO AUTHORIZING
THE SUBMITTAL OF THE CITY OF SAN PABLO GENERAL PLAN ANNUAL PROGRESS REPORT FOR CALENDAR YEAR 2023 TO THE CALIFORNIA
DEPARTMENT OF HOUSING AND COMMUNITY DEVELOPMENT AND THE GOVERNOR’S OFFICE OF PLANNING AND RESEARCH
WHEREAS, the City of San Pablo General Plan 2030 was adopted on April 18, 2011 by Resolution 2011-046;
WHEREAS, Government Code Sect ion 65400 requires all cities and counties to prepare and submit an Annual Progress Report (APR) to the California Department of Housing and Community Development (HCD), and the Governor’s Office of Planning and Research (OPR) describing the status of the General Plan and progress on its implementation to their legislative bodies by April 1 of each year;
WHEREAS, Government Code Section 65040.2 requires the Governor’s Office of Planning and Research (OPR) to adopt and periodically revise the State General Plan Guidelines (GPG) for the preparation and content of general plans for all cities and counties in California;
WHEREAS, the California Department of Housing and Community Development and Governor’s Office of Planning and Research use the Annual Progress Report as an important tool to facilitate implementation of the General Plan and in tracking and monitoring progress in meeting the community’s goals;
WHEREAS, the City has completed the General Plan Annual Progress Report for Calendar Year 2023 in the form as provided by the Governor’s Office of Planning and Research; and
WHEREAS, the City conducted a public hearing on March 4, 2024 to solicit public comments on the Housing Element and Progress report.
NOW, THEREFORE BE IT RESOLVED that the foregoing recitations are true and correct, and are included herein by reference as findings; and
BE IT FURTHER RESOLVED that the City Council of the City of San Pablo authorizes the submittal of the City of San Pablo General Plan Annual Progress Report for Calendar Year 2023 to the California Department of Housing and Community Development and the Governor’s Office of Planning and Research.
