RESOLUTION 2024-___
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN PABLO AUTHORIZING THE CITY MANAGER TO EXECUTE FIVE -YEAR “ON-CALL” AGREEMENTS WITH:
(A) ACCO ENGINEERED SYSTEMS, INC. IN AN AMOUNT NOT -TO-EXCEED $50,000 ANNUALLY FOR MECHANICAL SERVICES; (B) MESA ENERGY SYSTEMS, INC. IN AN AMOUNT NOT-TO-EXCEED $50,000 ANNUALLY FOR MECHANICAL SERVICES; (C) HAMILTON TREE SERVICE, INC. IN AN AMOUNT NOT -TO-EXCEED $50,000 ANNUALLY FOR TREE SERVICES; (D) HERCULES TREE SERVICE AND LANDSCAPE CONSTRUCTION, INC. IN AN AMOUNT NOT -TO-EXCEED $50,000 ANNUALLY FOR TREE SERVICES; AND (E) SKYVIEW TREE EXPER TS, INC. IN AN AMOUNT NOT-TO-EXCEED $50,000 ANNUALLY FOR TREE SERVICES
WHEREAS, the City has need for Maintenance and Trade Services during the course of its operations;
WHEREAS, having a number of contractors on active On-Call contracts enables the City to utilize such services more efficiently;
WHEREAS, the City desires to engage contractors to provide mechanical and tree services;
WHEREAS, the City issued a Request for Qualifications (RFQ) for O n-Call Maintenance and Trade Services on January 3, 2024;
WHEREAS, the City received one (1) Statement of Qualifications from an electrician contractor, two (2) State ments of Qualifications from mechanical contractors, two (2) Statements of Qualifications from plumbing contractors, four (4) Statements of Qualifications from tree contractors, and no Statements of Qualifications from concrete contractors in response to the RFQ;
WHEREAS, staff evaluated the contractors’ proposals based on their understanding of work, experience with similar work, quality and availability of staff, references, and completeness of the Proposals as well as their ability to follow the instructions provided in the RFQ;
WHEREAS, after careful evaluation of the proposals, staff is recommending five (5) contractors to provide On- Call Maintenance and Trade services for the disciplines of mechanical services and tree services;
WHEREAS, the Agreements are proposed be for terms of five (5) years and provide authorized contract caps per year per discipline; and
WHEREAS, the City would issue Task Orders specifying the scope of work, the cost, and the budget only when adequate and appropriate funding mechanisms have been

budgeted for that work.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of San Pablo hereby authorizes the City Manager to enter into a five-year agreement with ACCO Engineered Systems, Inc. in a form to be approved by the City Attorney that does not substantially alter the City’s rights or responsibilities from those set forth in the attached draft agreement, for On-Call Mechanical services in the amount of $50,000 per year for a total not-to-exceed authorization of $250,000 over the term of the agreement;
BE IT FURTHER RESOLVED that the City Council of the City of San Pablo hereby authorizes the City Manager to enter into a five -year agreement with Mesa Energy Systems, Inc. in a form to be approved by the City Attorney that does not substantially alter the City’s rights or responsibilities from those set forth in the attached draft agreement, for On-Call Mechanical services in the amount of $50,000 per year for a total not-to-exceed authorization of $250,000 over the term of the agreement;
BE IT FURTHER RESOLVED that the City Council of the City of San Pablo hereby authorizes the City Manager to enter into a five- year agreement with Hamilton Tree Service, Inc. in a form to be approved by the City Attorney that does not substantially alter the City’s rights or responsibilities from those set forth in the attached draft agreement, for On-Call Tree services in the amount of $50,000 per year for a total not -to-exceed authorization of $250,000 over the term of the agreement;
BE IT FURTHER RESOLVED that the City Council of the City of San Pablo hereby authorizes the City Manager to enter into a five- year agreement with Hercules Tree Service and Landscape Construction, Inc. in a form to be approved by the City Attorney that does not substantially alter the City’s rights or responsibilities from those set forth in the attached draft agreement, for On-Call Tree services in the amount of $50,000 per year for a total not-to-exceed authorization of $250,000 over the term of the agreement;
BE IT FURTHER RESOLVED that the City Council of the City of San Pablo hereby authorizes the City Manager to enter into a five- year agreement with SkyView Tree Experts, Inc. in a form to be approved by the City Attorney that does not substantially alter the City’s rights or responsibilities from those set forth in the attached draft agreement, for On-Call Tree services in the amount of $50,000 per year for a total not -to-exceed authorization of $250,000 over the term of the agreement; and
BE IT FURTHER RESOLVED that the City Council of the City of San Pablo hereby finds that the foregoing recitations are true and correct and are included herein by reference as findings.
