Section 3: Scheduling Approach
Describe the Contractor’s proposed approach to this type of work and if relevant the typical approach to work similar to this. The approach should identify how the contractor can provide short-notice on-call services and be flexible to potential changes in scope.

Answer:

Our San Francisco Bay Area Office employs over 170 team members, have a full-service dispatch department can provide immediate local service for any needs the City of San Pablo may have.

Over 94 of our local union technicians are manufacturer trained and certified, all of which are trained to work on various machines and accurately service and identify the necessary parts and repairs needed during a service. We will support your Mechanical systems 24/7/365 for service. For critical services, our response time will be within 2 hours from the time of notification. We are your partners and an extension of your team, and we will treat your systems as if they were our own.

Section 4: Prevailing Wage
California Labor Code requires the on public works projects, pay to workers must be not less than the general prevailing wage for the work being done, regardless of worker title. Any “contractor to whom (a) contract is awarded, and any subcontractor under (them), shall pay not less than the specified prevailing rates of wages to all (workers) employed in the execution of the contract. ” This does not apply to public works contracts of $1,000 or less. All projects greater than $1,000 require prevailing wage rates. Contractors are required to make and maintain certified payroll records available for inspection as requested by the city or the California Labor Commissioner for up to three years. Local Subcontracting Approach/ Local Employment Approach In the realm of service and repair, Mesa Energy Systems will not be subcontracting any of this work, ensuring direct control and consistent quality. However, for more extensive projects like unit replacements, Mesa may engage subcontractors for specific tasks such as rigging or crane operations. All other aspects of these projects will be handled in-house, maintaining our standard of excellence. Moreover, in instances where subcontracting is necessary, Mesa will diligently seek trades within the city of San Pablo. This local focus not only supports the community but also ensures that any subcontractors used are thoroughly vetted and approved in accordance with the requirements of the Request for Quotations (RFQ).
