This leter is to inform you that SkyView Tree Experts, Inc., (SkyView) is presen�ng this Statement of Qualifica�ons (SOQ) in response to the City of San Pablo’s Request for Qualifica�on for On-Call Maintenance and Trade Services. SkyView is specifically responding to Discipline 3 Tree Services for Arborist Reports and Tree Trimming/Removal. The sample Maintenance and Trade Services Agreement is acceptable as-is.

SkyView understands the work to be done and is commited to performing the work with the utmost professionalism and exper�se. The scope of services that will be needed are mainly Tree Removal and Pruning. This is very standard for the arboriculture industry. However, with this work comes several other tasks that are very important in the efficiency of the project as well as for public interests . A few of these items are Arborist Reports, T raffic Control Plans, advance no�ces, scheduling, and Encroachment Permits, if required. These items are of the utmost importance prior to and during a project and can mean the difference between a well-executed project or a poor one. Other services that SkyView has performed is stump grinding, stump mulch removal, and tree plan�ng. SkyView can also perform concrete sidewalk removal. Having this ability can reduce overall project �me and reduce costs. The company President Dan Dunn will oversee the projects and provide es�ma�on and project planning. Tyler Jambois will provide supervision services as a crew lead during opera�ons and has 12 years of experience. He is currently studying for his ISA Cer�fied Arborist and Cer�fied Tree Care Safety Professional.
Nathan Blosser will also be part of the team and is an ISA Cer�fied Arborist and Cer�fied Tree Care Safety Professional.

SkyView is an approved contractor for the County of Sonoma, County of Alameda, and City of Novato; and is an on- call tree service provider for the Town of Windsor Park and Rec rea�on Department. SkyView has been selected and is currently in the process of signing contract documents to be a on-call service provider for the City of San Rafael. Though the contract documents have not been finalized at this point, we have met with the City of San Rafael Fire Department, and they are excited about working with SkyView.
Dan Dunn, Company President, has over 27 years of experience in the green industry has worked with and for public several public agencies , from busy downtown centers to open spaces and heavily forested areas. This experience provides SkyView with firsthand knowledge of the scope of services and the exper�se required to fully execute an on-call contract.
Completed Projects
SkyView recently performed tree pruning and removal services for California Highway Patrol. This project included pruning off trees and shrubs to increase visibility, security, and provide clearance to parking spaces and light poles; and removal of overgrown, high fire risk trees, and shrubs. All the material created from this project was chipped and hauled off site. Palm trees were trimmed, and several old planter boxes were demolished and hauled off site.

In the summer of 2023 , SkyView performed tree pruning, removal, and cleanup project for Caltrans. This project included the pruning of trees throughout a property. Pruning was SkyView Tree Experts, Inc. | P .O. Box 8326 | Santa Rosa, CA 95407 | 707-890-1215 | CSLB#1097304 completed to elevate low limbs overhanging the roadway and parking spaces to provide clearance for vehicles and emergency traffic. There were some larger trees that needed to have end weight pruning performed and deadwood removal and the front and rear of the property. This pruning was to reduce loading on horizontal branches to reduce the risk of branch failure. The thinning of a large stand of trees behind a structure was addressed to improve appearance and reduce fire fuel loading on the property. A larger dead tree was also removed from this area. Trees that were selected to remain out of this stand were of beter structure and form. Trees that were removed were suppressed or had poor form or structure.

A Eucalyptus Removal Project was performed for Oro Loma Sanitary district. This project was to remove 60 -70 eucalyptus trees around the Sanitary D istrict Treatment Plant. The trees were removed and chipped on site. All wood was chipped as well. The chips were dumped on Sanitary District property as designated by the client. The trees were removed in two phases to work around nes�ng bird season as instructed by client. All the stumps were ground flush with the ground as directed by client. Stump mulch was spread in place. Two addi�onal trees were removed which per approved change orders requested by the district. No stump grinding was p e r f o r m e d a t t h e s e t w o t r e e r e m o v a l s . A l l b r u s h a n d w o o d w a s c h i p p e d a n d dumped at the loca�on designed by the client. Areas where trees were removed were cleaned up to the client’s sa�sfac�on.

Scheduling Approach
The scheduling approach SkyView will use under normal condi�ons will be to inspect the project site by themselves or meet a City of San Pablo representa�ve on site to discuss the scope of work and all details regarding a project. A proposal can be created and submited for approval. Once approved a scheduled date will be given to the city for approval. Once the schedule is approved, the work will be completed. Any details, such as reports or traffic control plans, will need to be completed and submited for approval. These generally will increase the �me that a project will take. However, these �melines will be discussed, and all par�es understand the goals and target dates. When change orders are required due to unforeseen circumstances or new priori�es , SkyView will report immediately any items to the proper city personnel and get approval prior to moving forward or await instruc�ons as directed. If req uested, a proposal can be sent over for the change order. Short-no�ce on-call services are not an issue for SkyView. There are several ways that we can handle high priority items. This can be hand led quickly and if needed the same day. Generally, 24 hours we can get on site to inspect and come up with a plan to address the issue. This first step is important as it allows us to understand the project, the site, limita�ons of the site, safety issues, and equipment or resources needed. This may include subcontractors and traffic control. We also may be able to clean up a por�on of the job and then come back at a later date to finish. As an example, this could mean a tree that f ell into a parking lot is removed back to the edge of the parking lot and brush and wood just moved back behind the parking lot and then a scheduled return to the site to complete the rest of the tree and stump removal. Clearing an area is a way to respond rapidly without a lot of resources . This reduces cost and can return, for example a roadway back to normal opera�ons quickly. If needed and complete tree removal or pruning is necessary on short no�ce SkyView, can respond and perform work on weekends and holidays if required.
Prevailing Wage
SkyView understands and will comply with prevailing wage requirements on public works projects. SkyView will make and maintain cer�fied payroll records available for inspec�on as requested by the City or the California Labor Commissioner for up to three years.
