City of San Pablo
Request For Proposal
Sutter Avenue Unban Greening Phase 1 Project (CIP 0300) – Construction Management Services 1 A. INTRODUCTION

1. About San Pablo

San Pablo is located in West Contra Costa County off Interstate 80, minutes away from the Bay Area cultural centers of Berkeley, Oakland and San Francisco. Interstate 80 is the principal arterial route between the Bay Area and Sacramento. The City of San Pablo is nestled between the cities of Pinole and Richmond and by the neighboring cities of El Cerrito and Hercules. Historically one of the oldest Spanish settlements in the region, San Pablo has become a thriving residential and business community with a population of about 32,000 in an area of approximately two and one -half square miles. Additional information about the City can be obtained from the City of San Pablo website:
www.sanpabloca.gov.

2. Purpose of Request for Proposals

The City of San Pablo (“City”) invites professional engineering consultant services to submit competitive proposals in response to this Request for Proposals (“RFP”). The City seeks proposals for construction management services to manage and inspect the Sutter Avenue Urban Greening Phase 1 project (“Project”). Professional disciplines expected to be involved with the project include, but are not limited to: construction management, civil, environmental and geotechnical. Please see Consultant Services (Section B, Item #3) for full description of services required.

B. SCOPE OF WORK

1. Project Description

The Sutter Avenue Urban Greening Phase 1 Project will replace and install storm drain infrastructure to provide storm water capture and treatment and to reduce flooding in the Sutter Avenue neighborhood . The location of the Project is on Sutter Avenue between Rumrill Blvd and 17 th St, and on 14 th Street between Bush Ave and 100 feet north of Sutter Ave. The Project will replace storm drain pipes and inlets, install new storm drain pipes, manholes, inlets, associated stormwater facilities, suspended pavement modular system, precast modular bioretention units and plant new trees. The Project will also perform typical roadway maintenance including replacement of curbs, sidewalks and curb ramps, slurry seal and new striping.

The Project has an approximate construction budget of $3.6 million and the planned timeframe for construction duration is 110 working days. The Project aims to issue a Notice to Proceed to the contractor in mid-May and achieve substantial completion by the end of October as a milestone to fulfill a State Water Board grant requirement.

City of San Pablo
Request For Proposal
Sutter Avenue Unban Greening Phase 1 Project (CIP 0300) – Construction Management Services 2 The Project is Categorically Exempt under the CEQA process.

2. Project Background

Sutter Avenue is currently negatively impacted by unsafe traffic speeds, inadequate pedestrian facilities and limited stormwater infrastructure. The lack of storm drain infrastructure contributes to a flooding hotspot at the intersection of Sutter Avenue and 14th Street, which is exacerbated by backwater conditions in Wildcat Creek. The Sutt er Avenue Urban Greening Project would design and construct a multi -benefit “green, complete street” that would reduce flooding, calm traffic, enhance pedestrian safety and comfort, plant new street trees and improve stormwater quality. Proposed green infrastructure facilities include bioretention units and modular suspended pavement systems (e.g. “Silva Cells”) to alleviate flooding, treat stormwater and promote street tree growth.

The plans and specifications were prepared by Geosyntec Consultants. The construction bid was released on February 29, 2024 and the bid opening is scheduled for March 21, 2024. The City plans to start construction in May and achieve a substantial completion status by the end of October as a milestone to fulfill a State Water Board grant requirement.

RE: Proposal to Provide Construction Management Services for the Sutter Avenue Urban Greening Phase 1 Project

Mr. Zhou:

Park Engineering, Inc. is pleased to submit our proposal to provide construction management services to the City of San Pablo for the Sutter Avenue Urban Greening Phase 1 Project. We are well qualified and highly motivated to provide construction management services to the City for this project. Park Engineering has performed construction management and inspection services on numerous projects that include storm water management infrastructure. We have worked with the City previously on such successful projects as the federally funded San Pablo Avenue Complete Streets Project and Wildcat Creek Restoration and Greenway Project, which had multiple grant funds. We have the personnel with the experience and expertise to successfully complete this project for the City of San Pablo.

I will be the Principal in Charge for this project. I have 32 years of experience managing public works projects built to local, Caltrans and federal standards and have extensive experience working on grant funded local agency projects. Tricia Baxter, PE will be the Project Manager and Resident Engineer, managing the day-to-day construction. Tricia brings over 26 years of construction management and engineering experience on transportation and public works projects built to local, state and federal standards. She will be supported by Senior Construction Inspector, Anthony Fanucchi, who has over 23 years of experience. As alternative, as needed, inspectors, the team includes Mark Thrailkill and Mike Johnson. Both Mark Thrailkill and Mike Johnson have over 30 years of experience inspecting public works construction projects for numerous Local, State and Federal agencies for capital improvements projects and developer projects with public and private funding. Mike Johnson is a resident of San Pablo and both he and Anthony have previous experience working in the City of San Pablo.

To provide materials testing and source inspection on the project, we have included Applied Materials & Engineering (AME), a local Caltrans and ASTM certified firm to the team. AME has provided testing and source inspection on many similar local agency projects as part of the Park Engineering team over the past 10 years.

Our team has the expertise to meet the challenges anticipated on this project and will ensure that the work is successfully completed in accordance with all local, state and federal regulations.

Should you have any questions or need additional information, please do not hesitate to contact me. I can be reached at 372 Village Square, Orinda, CA 94563, jpark@park- eng.com and (925) 818-3756.

6. PROJECT APPROACH

Page 19 ends

Construction Management Services for
Sutter Avenue Urban Greening Phase 1 Project

PROJECT UNDERSTANDING & APPROACH
There are many challenges that come with the
responsibility of providing quality service on
public works construction projects. At Park
Engineering, we understand that a public agency
has to answer to elected officials, oversight and
permitting agencies, and third-party funding
sources. We also understand the public relations
pressures on visible community improvements
projects and that public perception can make the
difference in the success of a project. Our
resident engineers and construction inspectors
take ownership of our projects and act in the
City’s best interest to manage, coordinate and
inspect the project to successful completion.

The Sutter Avenue Urban Greening Phase 1
Project will replace and install storm drain
infrastructure to provide storm water capture and
treatment and to reduce flooding in the Sutter
Avenue neighborhood. The location of the Project
is on Sutter Avenue between Rumrill Blvd and
17th St, and on 14th Street between Bush Ave
and 100 feet north of Sutter Ave. The Project will
replace storm drain pipes and inlets, install new
storm drain pipes, manholes, inlets, associated
stormwater facilities, suspended pavement
modular system, and precast modular
bioretention units and plant new trees. The
Project will also perform typical roadway
maintenance including replacement of curbs,
sidewalks and curb ramps, slurry seal and new
striping.

The Project has an approximate construction
budget of $3.6 million and the planned timeframe
for construction duration is 110 working days. The
Project aims to issue a Notice to Proceed to the
contractor in mid-May and achieve substantial
completion by the end of October as a milestone
to fulfill a State Water Board grant requirement.

KEY ISSUES
Having reviewed the available project
information and performed construction
management for similar projects, we have
identified elements that are key to the success of
this project. They include, but are not limited to:

• Public Outreach, Traffic Control, and
Safety / Coordination – The planned
construction work along Sutter Avenue and
14th Street will impact the normal patterns
of traffic to this area of mostly residences.

The storm drain improvements will require
daily traffic control to close various lanes of
the roadway and impact on-street parking,
and driveways for residents. Concrete
repair / replacement work and the
installation of biofiltration swales will also
require daily lane closures.

Strict adherence to approved traffic handling
plans, work schedules related to residential
access and improvements, no parking
postings, and closely monitoring pedestrian
access will help keep the public informed on
what to expect and when it will occur. Extra
efforts to accommodate and communicate
with the few businesses and many residents
throughout the project will be critical to
avoid any surprises regarding the
improvements, will benefit the project’s
safety during construction, and will minimize
issues with the public.

Additionally, the planned curb ramp and
concrete improvements and installation of
biofiltration swales will also impact the
normal patterns of the neighborhood foot
traffic – both daily routines of exercise and
dog walks. Similar to the storm drain
improvements, the concrete and installation
of biofiltrations swales will require strict
adherence to approved traffic handling
plans, work schedules & lane closure hours
related to homeowner access, no parking
postings, and closely monitoring pedestrian
access will minimize issues with the public.

The project work will need to be coordinated
with not only the public traffic and
businesses, but also the local services –
weekly trash / recycling curbside services,
USPS, deliveries, utility companies, and other
City construction projects. Timely notices
required by the Contractor will be verified by
construction staff to make sure business
impacts are minimized.

6. PROJECT APPROACH

Page 20 ends

Construction Management Services for
Sutter Avenue Urban Greening Phase 1 Project
• Project Documentation and Administration
– It is critical that the project is administered
using a standard, recognized administration
system such as the Caltrans Local Assistance
Procedures Manual, meeting all Caltrans,
Local and FHWA requirements. Project filing
and accounting must meet standards with all
supporting documents for costs and
materials quality, summaries and reports for
materials, labor compliance, contractor
payments, quantity calculations and
schedule. We will use the standard Caltrans
project filing and accounting system to
ensure that all project information is kept in
order for audits and transparency. Park
Engineering, Inc. specializes in federally
funded projects and has successfully
completed numerous Caltrans, Local and
FHWA audits. We know exactly what is
needed to pass an audit, complete and close-
out projects, and to receive full funding
reimbursement from all sources.
• Tracking of Costs – Constant monitoring and
reporting to control bid quantity overruns to
prevent escalated contract costs are critical to
keep the project on budget. We will be
tracking and verifying all quantities to keep a
close eye on the project budget.
 Segregation of Funds – Since the project is
partially funded with grant funds, it is
important to keep track of the costs
associated with each grant and provide the
requisite reporting, ensuring that the various
funds are paying for the specific items of work
agreed to in the agreements. This involves
 tracking of project items and separately
reporting quantities of work involved with
each grant and keeping accurate accounting
to provide summaries and updates to the
grant agency. This will be performed at each
monthly progress payment and reported to
the funding agency with each reimbursement
invoice. Reports with support for the
quantities and costs will be provided with
each invoice to ensure that the funding
agencies are satisfied with the accounting of
the provided funds.
 Quality of Work – Strict adherence to the
City’s quality assurance plan (QAP) and
Caltrans testing requirements, performing the
required acceptance testing to verify quality
of the completed work and documenting
results for compliance with local, state and
federal requirements is critical to meet
funding requirements and make the project a
success. The final quality and appearance of
the finished project features will be one
measure of how the project is judged as a
success with the local residents. Acceptance
of only the best quality work ensures
compliance with the contract & funding
requirements, that the funds utilized are well
invested and the improvements will last.
• Project Appearance / Environmental
Concerns / Permits/ Water Pollution
Control – A clean project will promote a
positive public perception, increase the
project safety and aid the effort to
compliance with Permits, Environmental and
Water Pollution Control requirements.

Installing water pollution control measures
and maintaining thrm regularly is very
important to prevent violations to permits
from Regional Water Quality Control Board.

Additionally, weekly project cleanup will
provide a safer environment for the public
and the project personnel.
 Project Schedule – the delivery of projects
on schedule is dependent on several factors.

Ensuring that the contractor understands the
requirements and enforcing the contract by
use of the baseline schedule, weekly look
ahead schedules, weekly statement of
working days, and reminders of project
duration will ensure that contract work is
completed as scheduled. Long lead time
items and ensuring that the contractor
procures material on time will make the
difference on overall project schedule.

Additional factors like owner requested
changes and added work will need to be
included early on the project to ensure
project completion on time since late change
requests and added work will extend overall
project completion schedule. Finally, the
main issue that leads to project duration

6. PROJECT APPROACH

extensions are due to utility companies not
performing their required work on time,
such as PG&E not providing power as
requested. This will require constant
coordination and communication with PG&E
to ensure that they schedule their work and
deliver as they promise.

SCOPE OF SERVICES

addition to any others necessary to complete the
project successfully. Important items in each
main categories of work are provided below:

Pre-Construction
 Prepare and work with City personnel to set
up cost segregation and accounting for
reimbursement of funds from the various
funding agencies.

As provided on previous projects, Park
Engineering will set up a tracking
spreadsheet to segregate cost by funding
source so that the City will know exactly
what funds are being spent on the items of
work. We will make sure that all of this
information is provided so that when
monthly reimbursement invoices are
submitted to the funding agencies, there
are no questions regarding where the funds
are and how much of the work is being
covered by each fund.

Construction Management and Inspection
• Park Engineering will use a contract
management system, which is based on the
Caltrans Construction Manual and Caltrans
Local Assistance Procedures Manual.

Electronic forms and document control system
will be implemented at project start up that
can be tailored to fit the needs of the City and
other oversight and funding agencies.
• Act as the single point of contact for all
communications and coordination between
the contractor, utility companies, regulatory
agencies, local businesses and residents,
designer, and the City.
• Manage all project files, submittals, project
budget and costs, correspondence, contract
changes, potential claims and issues, and all
other necessary items to ensure that work
is completed in accordance with the
approved contract documents and meet all
of the regulatory and funding agencies’
requirements.
• Ensure project sponsor sign is erected prior
to the first payment to the Contractor.
• Perform public outreach, respond to
residents’ questions and comments, ensure
required notices are distributed to the
public.
• Perform all field inspection activities to
monitor compliance with the contract plans
and specifications. Record all items of
work, labor, equipment, materials
incorporated, materials tested, traffic
control and any other pertinent information
in a daily diary for permanent record of
events. Project photographs and video
documentation of project progress and
major work components will be done on a
weekly basis and kept for permanent
records to support disputes and verify
quality for acceptance.
• Prepare progress reports for grant agencies.
• Perform all necessary sampling and testing
of materials for the project in accordance
with the specifications and the QAP.
• Arrange for specialty inspection, such as
welding or source inspection to ensure
compliance with the contract.

Post Construction
• Perform final inspection of all work for
acceptance.
• Finalize all bid item and change order totals
for the project’s Final Progress Payment.
• Prepare all required documents for project
close-out for the Agency to assure grant
funding reimbursements.
• Submit all records and documents to the
City upon final completion of the project.
• Perform any optional services as requested by

Park Engineering Inc.’s Revised Cost Proposal dated May 9, 2024

May 9, 2024 Jimmy Zhou Associate Engineer City of San Pablo 1000 Gateway Avenue San Pablo, CA 94806 RE: Revised Cost Proposal for Sutter Avenue Urban Greening Project Phase 1 Dear Jimmy: As discussed, we are revising the cost proposal submitted to provide additional services. Due to the demographics of the neighborhood for the Sutter Avenue Urban Greening Project, we are including Pablo Galindo as an additional inspector to provide assistance with Spanish speaking residents and businesses to ensure that public outreach efforts, both written and verbal, are effective. Pablo is fluent in Spanish and has worked in the construction industry for over 30 years and will be able to translate project related communication for our outreach information. Pablo can be made to be the primary inspector the project if needed as the project progresses. The total project budget as revised will not be affected if we make this change. Additionally, we have included some hours for myself to assist with higher level support if needed. General management and oversight of the project team is already included in the project budget; however, if additional services are needed for the project, such as assistance with complex issues or potential claims, hours included for my services will cover that. We look forward to continuing our work with the City. Please let me know if you have any questions or if any additional information is needed. I am available at any time on my mobile at 925-818-3756 or e-mail: [email protected]. Sincerely, Jaemin Park, PE President
