RESOLUTION OF 2024-XXX
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN PABLO AUTHORIZING
THE CITY MANAGER TO PURHCASE RECTANGULAR RAPID FLASHING
BEACONS USING A COOPERATIVE PURCHASING PROGRAM ESTABLISHED BY THE STATE PURSUANT TO SAN PABLO MUNICIPAL CODE SECTION 3.16.110(E)
FOR THE SAFE ROUTES TO SCHOOL RECTANGULAR RAPID FLASHING BEACON (RRFB) PROJECT (0703)
WHEREAS, on January 20, 2022, the City of San Pablo submitted a Transportation Development Act Article 3 (TDA3) grant application for the Safe Routes to School (SR2S) Rectangular Rapid Flashing Beacon (RRFB) Project (0703) (“Project”);
WHEREAS, on July 27, 2022, the Metropolitan Transportation Commission (MTC) approved the allocation of $120,000 in TDA3 funds for this Project;
WHEREAS, through Resolution 2022- 144 adopted on October 3, 2022, City Council accepted and appropriated the TDA3 grant funds to the Project;
WHEREAS, The Project was originally scoped to install RRFBs at five (5) locations but was expanded to seven (7) locations as listed below:
• Broadway Avenue and 15th Street
• Broadway Avenue and 16th Street
• Market Avenue and 21st Street
• Church Lane and Villa Drive
• 23rd Street and California Avenue
• Market Avenue and 24th St
• Market Avenue and 17th St;
WHEREAS, implementation of the Project will be carried out by the Public Works Maintenance Division;
WHEREAS, staff solicited quotes for supplies and equipment using the California Multiple Award Schedules (CMAS) database;
WHEREAS, the low responsive bid was from Traffic and Parking Control Co., Inc. (“TAPCO”), of Brown Deer, Wisconsin, in the amount of $73,520.49; and
WHEREAS, the total purchase cost of materials in the amount of $73,520.49 will be made from the Safe Routes to School Rectangular Rapid Flashing Beacons Project budget (320-0703-43604-TDA-323).
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of San Pablo hereby authorizes the City Manager to purchase Rectangular Rapid Flashing Beacons using a cooperative purchasing program established by the State pursuant to Resolution 2024-xxx Page 2
San Pablo Municipal Code Section 3.16.110(E) for the Safe Routes to School Rectangular Rapid Flashing Beacon (RRFB) Project (0703); and
BE IT FURTHER RESOLVED that the foregoing recitations are true and correct and are included herein by reference as findings.
