RESOLUTION 2024-###
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN PABLO AUTHORIZING
THE CITY MANAGER TO ENTER INTO A SECOND AMENDMENT TO THE
AGREEMENT FOR CONSULTING SERVI CES WITH CIRCLEUP EDUCAT ION FOR
DIVERSITY, EQUITY, A ND INCLUSION CONSULT ING SERVICES FOR A T OTAL AMOUNT NOT TO EXCEED $74,336
WHEREAS, Continue development of multi-diversity, equity, and inclusion practices in all city programs and services is an adopted policy under the FY 2023-25 Council Priority Workplan, effective May 1, 2023;
WHEREAS, this proposed action is not a project as defined by CEQA;
WHEREAS, City desires to engage a consultant to provide diversity, equity, and inclusion services to support City staff and for improved functioning for City departments.
Services include coaching, virtual and in- person professional development training sessions, and organizational culture evaluation design, analysis, and reporting;
WHEREAS, the City desires to engage a professional who will act at all times in the City’s best interest, and will respect the trust and confidence placed in that professional by the City. CircleUp Education has served in this capacity with the City previously and has the specialized training, skill, competence, and expertise necessary to provide the services needed by the City;
WHEREAS, CircleUp Education has provided Diversity, Equity, Inclusion, and Implicit Bias training and facilitation services for over 10 years. Their mission is to cultivate happy, thriving, and stress -free cities, organizations, and schools through customized training, consulting, coaching, and tools that are designed to interrupt bias, restore community wellbeing, resolve conflict and misunderstandings, and inspire deeper connection and inclusion;
WHEREAS, CircleUp Education will also de sign and implement an Organizational Culture Survey, the results of which will be presented to the City Council in Fall 2024; and
WHEREAS, funding for this amended agreement is available from the FY23-24 City Manager’s Office Department Adopted Budget Funds ($45,054) and FY24-25 City Manager Contingency Funds ($29,282).
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of San Pablo hereby authorizes the City Manager to enter into a second amendment to the agreement for consulting services with CircleUp Education for coaching, professional development, and organizational culture evaluation for a total amount not to exceed $74,336;

BE IT FURTHER RESOLVED, that the City Manager is hereby authorized to execute the second amendment to the agreement for consulting services, in substantially the form attached, and to make such changes or additions with the concurrence of the City Attorney as are necessary or appropriate and which do not substantially alter the rights and obligations of the City; and
BE IT FURTHER RESOLVED that the foregoing recitations are true and correct and are included herein by reference as findings.
