RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN PABLO (1)
AUTHORIZING THE PURCHASE OF ROOFING MATERIALS USING A
COOPERATIVE PURCHASING PROGRAM ESTABLISHED BY THE STATE PURSUANT TO THE SAN PABLO MUNICIPAL CODE SECTION 3.16.110 (E) FOR THE COMMUNITY CENTER ROOF REPLACEMENT PROJECT (0107) (“PROJECT”) IN AN AMOUNT NOT TO EXCEED $176,920 WITH AN APPROXIMATE 15% CONTINGENCY FOR A TOTAL AUTHORIZATION NOT TO EXCEED $203,500 AND (2) APPROPRIATING FUNDS FROM THE BUILDING & FACILITIES MAINTENANCE RESERVE FUND (FUND 130) TO THE PROJECT
WHEREAS, the San Pablo Community Center at 2450 Road 20 has been experiencing roof leaks with an increasing frequency and intensity;
WHEREAS, replacing the tile roof with a more reliable metal roof was determined to be more fiscally prudent than continued repairs;
WHEREAS, the Community Center Roof Replacement Project (0107) will provide this remedy;
WHEREAS, the project was determined to be Categorically Exempt from environmental review pursuant to Section 15301 of the CEQA Guidelines and a Notice of Exemption will be filed with the County following award;
WHEREAS, the City can participate in the California Multiple Award Schedules (CMAS) program provided by California’s Department of General Services, which have been competitively selected meeting State Contracting Code and the City’s procurement policies; and
WHEREAS, the City has selected The Garland Company from Cleveland, OH through the CMAS vendor list to provide the roofing materials necessary to replace the Community Center Roof with a standing seam metal roof.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of S an Pablo (City Council) hereby accepts the proposal using CMAS procedures and awards the contract for the materials purchase for the Community Center Roof Replacement Project (0107) to The Garland Company, of Cleveland, Ohio;
BE IT FURTHER RESOLVED the City Council authorizes the City Manager to execute a contract with The Garland Company for an amount not to exceed $176,920 with an approximate 15% contingency of $26,580, for a total authorization not to exceed $203,500 at the start of Fiscal Year 2024-25;

BE IT FURTHER RESOLVED that the City Council herebyappropriates all project funding from the Building & Facilities Maintenance Internal Services Reserve Fund (Fund 130) to fund the Project, effective July 1, 2024.
