RESOLUTION 2024-###
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN PABLO AUTHORIZING
THE WAIVER OF FEES FOR USE OF DAVIS PARK SPORTS FIELDS AND
CONCESSION STAND FOR THE SAN PABLO COWBOYS YOUTH ASSOCIATION FOR THE 2024 SUMMER/FALL SEASON
WHEREAS, on April 19, 2024 , Andre Williams, President of San Pablo Cowboys Youth Association ( SPCYA), submitted a letter to the City of San Pablo requesting the waiver of rental fees for Davis Park Sports Fields and Davis Park Concession Stand for the following days and times between July 6, 2024 to December 20, 2024 for the summer/fall season:
• Monday – Friday 6:30 pm-9:00 pm (July 8, 2024-August 9, 2024) • Monday – Friday 4:30 pm-9:00 pm (starting Aug 12, 2024) • Saturday – Sunday 8:00 am - 5:00 pm
• Exceptions: City Holidays/Closure Dates
WHEREAS, SPCYA offers a diverse youth football and cheerleading program that provides approximately 100 San Pablo youth the ability to travel to numerous cities and compete against various football and cheerleading teams;
WHEREAS, the SPCYA has partnered with Peacemakers, Inc . and is currently operating under Pacemaker’s 501(c)(3) status;
WHEREAS, s taff has received written verification of this partnership and Peacemakers, Inc.’s 501(c)(3) status is in good standing;
WHEREAS, at the time of submittal, the SPCYA was still accepting applications and therefore does not yet have complete participant rosters;
WHEREAS, once registration is closed and final rosters have been received, staff will review and report the residency findings to the City Manager;
WHEREAS, fees for the current season are $400 with a $30 discount for San Pablo residents;
WHEREAS, as a condition of the fee waivers for use of the Davis Park Sports Fields, a representative of the SPCYA must participate in at least two of the following major City events to market its program, interact with the public, and/or receive registrations for its program: Spring Eggstravaganza, Fourth of July, City Hall -O-Ween and Holiday Tree Lighting;
WHEREAS, on June 4, 2024, this item was taken before the Community Services Standing Committee (Cruz/Pineda) for the Committee’s review and the Committee unanimously recommended moving forward to City Council to approve the fee waivers requested by SPCYA; and

WHEREAS, this proposed action is not a project as defined by CEQA.
NOW, THEREFORE, BE IT RESOLVED that the foregoing recitations are true and correct, and are included herein by reference as findings;
BE IT FURTHER RESOLVED that the City Council of the City of San Pablo hereby authorizes the waiver of fees for use of Davis Park Sports Fields and Concession Stand for the SPCYA for the 2024 summer/fall season for the dates and times specified above;
BE IT FURTHER RESOLVED that a representative of the SPCYA must participate in at least two of the following major City events: Spring Eggstravaganza, Fourth of July, City Hall-O-Ween and Holiday Tree Lighting; and
BE IT FURTHER RESOLVED that participant in SPCYA programs who reside within the incorporated City of San Pablo boundaries must receive a reduced registration rate for the 2024 summer/fall season.
