RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN PABLO DIRECTING
THE CITY MANAGER TO EXPLORE THE FEASIBILITY AND TO PREPARE THE CITY- OWNED PROPERTY LOCATED ON SAN PABLO DAM ROAD WITH APN 420-040-013
FOR POTENTIAL DISPOSITION AND DEVELOPMENT
WHEREAS, Focus on Economic Development and Fiscal Diversification and Improve Public Safety are Major Policy Goals under the FY 2023- 25 City Council Priority Work plan, effective May 1, 2023;
WHEREAS, on August 8, 2014, the Local Successor Agency to the Redevelopment Agency of the City of San Pablo transferred ownership of vacant land with APN 420- 040- 013 located on San Pablo Dam Road (Property) to the City (City) with the intention of developing it as a new freeway sign;
WHEREAS, the 2 -acre Property is zoned Open Space and has access and topographical challenges;
WHEREAS, the City has made several attempts to develop a new sign on the Property but it has proved to be unfeasible as there are freeway signs in very close proximity to the Property;
WHEREAS, the Property has become a health and safety risk due to the prevalence of various nuisance activities on the Property;
WHEREAS, staff is recommending that the City explore options for the Property to be sold and developed including rezoning it in order to get the highest and best use;
WHEREAS, the proposed resolution directs the City Manager to explore the feasibility and to prepare the Property for potential disposition and development; and
WHEREAS, any propos ed purchase and sale of the Property will need Council approval and will be subject to the State’s Surplus Land Act.
NOW THEREFORE, BE IT RESOLVED, that the foregoing recitations are true and correct, and are included herein by reference as findings; and
BE IT FURTHER RESOLVED, that the City Council directs the City Manager to explore the feasibility and to prepare the City-owned property located on San Pablo Dam Road (APN 420-040-013) for potential disposition and development.
