My name is Joshua Kerns and I live at in the city of San Pablo.

I received an email, dated the 22nd of September 2024, from the Targeted Justice Newsletter. The email contained the following statements:

“A targeted individual is someone selected by the Deep State, usually the FBI, Department of Homeland Security, or the CIA, to unwillingly participate in an experimental CIA torture program. This program was developed under the CIA’s MK- Ultra project and is designed to break down the individual and “neutralize the person,” using psychological, physical, and emotional stress.

The ultimate goal of this program is to control the entire population, through intimidation, fear, and threats. Political activists, Labor union leaders, scientists, and whistleblowers are some of the main targets of the program; however, some people are randomly chosen.

Family and spousal relationships are usually destroyed, as part of this psychological torture.”

Prior to receiving this email, I had spent time researching phenomena which may in fact be related to the CIA’s torture program mentioned in the email I received.

PROJECT MKULTRA, according to a Freedom Of Information Act document on the CIA’s website was the code name for a covert CIA mind-control and chemical interrogation research program. This program, which began in the early 1950’s, was run by the Office of Scientific Intelligence, and supposedly used United States citizens as unwitting test subjects.

According to the book “Poisoner In Chief,” in the 1950s, here in the San Francisco Bay Area, the CIA sponsored subprojects at both Stanford and Berkeley. One psychiatrist, at Stanford alone, signed three MK-Ultra contracts. In addition to these Universities, or those with ties to these universities, during this same time frame, an investigator with the Federal Bureau of Narcotics, who was also an undercover CIA operative, set up a safe house in San Francisco, which would be used for MK-Ultra sub project 42, or what he called Operation Midnight Climax.

In addition to the events from the 1950’s, there are three documented cases, two of which I uncovered during my research, in the county of Contra Costa, in which persons claimed to be victims of phenomena similar to what a State Department security officer, who worked in the U.S. consulate in Guangzhou, China, claimed to have experienced during his interview regarding an investigation into Havana Syndrome. Havana Syndrome, or, as Dr. Len Ber with Targeted Justice mentions, is better described as NKBI, or rather non-kinetic brain injury, may in fact be related to the CIA torture program mentioned earlier.

Good Evening Members of the San Pablo City Council:

My name is Gabe Johnson and I work for an Energy Services company called Syserco Energy Solutions.

We are a Bay-Area based company with offices in Fremont and Petaluma.

The purpose of my comments is to bring to your attention an opportunity that you may want to consider taking advantage of:

We have all been feeling the pain of recent utility rate increases. I suspect that San Pablo’s cost of electricity and natural gas has been increasing at higher rates than budgeted, but did you know it’s about to get much worse? The California Public Utility Company’s recent SB 695 report has forecasted PG&E’s commercial rates to increase by 49% over the next 4 years! This is not good news for any of us, but the City of San Pablo has an opportunity to think outside of the box, and do something about it.

Instead of wasting a significant amount of money by continuing to over-pay PG&E, wouldn’t it make more sense to redirect this money back into the City’s infrastructure? Instead of sending the money to the utility company, why not send it back to the City of San Pablo? This is how I can help.

The majority of Cities in CA have completed SOME amount of energy conservation work, but almost none have completed ALL there is to do. The concept is simple: Cut out the remaining energy inefficiencies and leverage the realized savings to pay for the cost of the infrastructure improvements that generate the savings. This requires ZERO capital.

The City is already spending the money. But it’s all going to the utility company. Why not get something out of it? Doing this will literally save the City money AND make San Pablo a better place to live and work. It’s a Win-Win for the City.

If you are interested in exploring what this opportunity looks like for your City, I am offering to provide a FREE ANALYSIS and then return to present our findings, so that you can be informed. There’s nothing to lose, and likely a lot to gain.

Please let me know if you would like me to work with City staff to provide you with this information.

I have attached a 1-page summary of the energy crisis in California, and what can be done about it.

Please review it, and I would love to hear your feedback.

Thank you for your time and consideration.

Sincerely,
Gabe Johnson

Hello Leticia,
I am submitting the following comments into the Record:

1. for a future Agenda, the Council should consider inviting East Bay Regional Park to provide an update on the Wildfire Mitigation

2. Also to reconsider having Remote Public Participation Sincerely
Cordell
