RESOLUTION 2025-###
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN PABLO (1) ACCEPTING WORK PERFORMED BY CENTRAL ROOFING, INC. FOR THE COMMUNITY CENTER ROOF REPLACEMENT PROJECT (0107) AS COMPLETE, AND (2) DIRECTING CITY ENGINEER TO FILE A NOTICE OF COMPLETION WITH
THE COUNTY RECORDER
WHEREAS, the San Pablo Community Center at 2450 Road 20 experienced roof leaks with an increasing frequency and intensity;
WHEREAS, replacing the tile roof with a more reliable metal roof was determined to be more fiscally prudent than continued repairs;
WHEREAS, the Community Center Roof Replacement Project (0107) (Project) provided this remedy;
WHEREAS, the Project was determined to be Categorically Exempt from environmental review pursuant to Section 15301 of the CEQA Guidelines and a Notice of Exemption was filed with the County following award;
WHEREAS, pursuant to Resolution 2024- 091 adopted on July 1, 2024, City Council awarded the construction contract to Central Roofing, Inc. in the amount of $254,000 with a 15% contingency for a total authorization of $292,100;
WHEREAS, construction work began on August 19, 2024 and was substantially completed by September 9, 2024 in accordance with the Plans and Specifications;
WHEREAS, the final construction contract has been determined to be $291,969.99 and Central Roofing, Inc. concurred with this amount on December 19, 2024;
WHEREAS, the City is holding a 5% retention on this Project;
WHEREAS, after the prescribed period of recordation of the Notice of Completion, the City will release the final retention payment;
WHEREAS, on June 17, 2024, City Council appropriated $203,500 from the Building and Facilities Maintenance Reserve Fund (Fund 130) to the P roject pursuant to Resolution 2024-082, and on July 1, 2024 appropriated $341,100 from Fund 130 to the Project pursuant to Resolution 2024- 091 for a total appropriation from Fund 130 in the amount of $544,600 to the Project;
WHEREAS, final project expenditures are estimated to be $491,167, leaving estimated unused funds in the amount of $53,433; and

WHEREAS, unused project funds in the amount of $53,433 will revert back to the Building and Facilities Maintenance Reserve Fund balance (Fund 130).
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of San Pablo hereby:
(1) Accepts the work performed by Central Roofing, Inc. for the Community Center Roof Replacement Project (0107) as complete;
(2) Directs that a Notice of Completion to be prepared and filed with the County Recorder’s Office for the Community Center Roof Replacement Project (0107); and
(3) Reverts unused project funds in an amount no less than $53,433 to the Building and Facilities Maintenance Reserve Fund balance (Fund 130).
BE IT FURTHER RESOLVED that the foregoing recitations are true and correct and are included herein by reference as findings.
