Subject: Commitment for the PCBs TMDL Special Studies and Implementation Project funded via a USEPA San Francisco Bay Program Grant
Dear Ms. Booth:
On behalf of the San Mateo Countywide Water Pollution Prevention Program (SMCWPPP), I am writing to express our support for the grant proposal entitled PCBs Total Maximum Daily Load (TMDL) Special Studies and Implementation Project (Project), which is being proposed as a regional grant in collaboration with the Bay Area Municipal Stormwater (BAMS) Collaborative. The City of San Pablo is seeking funding for the project from the San Francisco Bay Program WQIF Fiscal Year 2024 Funds (EPA-REGIX-SFBAY-24) on behalf of the BAMS Collaborative, which represents all municipal agencies and supporting countywide stormwater programs that are subject to the Municipal Regional NPDES Stormwater Permit (MRP) and the NPDES General Permit For Stormwater Discharges from Small Municipal Separate Storm Sewer Systems (Phase II permit) within the San Francisco Bay Regional Water Quality Control Board region (Region 2), including SMCWPPP and our 22 member agencies. As described in the grant application and as detailed below, SMCWPPP commits to providing matching funds towards the successful completion of the Project.
The purpose of the Project is to support protection and restoration of the San Francisco Bay. The Project will continue and expand implementation of the San Francisco Bay PCBs TMDL. Over the past 20 years, the MRP stormwater agencies now participating in the BAMS Collaborative (i.e., Bay Area cities, counties and flood control agencies) have invested significant resources to reduce loads of PCBs from their municipal separate storm sewer systems (MS4s). The MRP stormwater agencies have cooperatively developed and are implementing PCBs control programs including monitoring and assessment to quantify PCBs sources, stormwater loads, and load reductions achieved through source control, treatment, and other actions. The Phase II Permittees will be required to develop and implement similar PCBs control programs under the revised Phase II permit. The proposed project will expand existing partnerships between local and regional agencies and organizations who are collectively working to implement the PCBs TMDL. The Project will improve and expedite our monitoring, mapping, and implementation efforts both within San Mateo County and at a regional scale.
SMCWPPP is fully committed to the success of the PCBs Special Studies and Implementation project. At the September 19, 2024 SMCWPPP Stormwater Committee meeting, staff presented the proposed grant opportunity and planned commitment of matching funding for the Project in the amount of $293,251 over the 5- year grant term for this important project. The matching funds from SMCWPPP will be provided in the form of planned in-kind consultant services. As the Program Director for SMCWPPP, I am authorized to commit these matching funds on behalf of our Program. In addition, SMCWPPP commits to using a portion of the project funds to build one of four regional water quality monitoring stations, as described in the Regional Work Plan.
Please contact me at 650-863-2126 or [email protected] for additional information in support of this request.
Sincerely,
Ms. Amanda Booth

Marin’s 11 cities and towns, the County of Marin and the Marin County Flood Control and Water Conservation District began addressing stormwater pollution in the early 90’s. In 1993 they created the Marin Countywide Stormwater Pollution Prevention Program (MCSTOPPP). The countywide stormwater program coordinates collective actions to address stormwater pollution through our member agencies and though our collaborative partners, including BAMSC.
The City of San Pablo is seeking funding for the project from the San Francisco Bay Program WQIF Fiscal Year 2024 Funds (EPA-REGIX- SFBAY-24) on behalf of BAMSC, which represents all municipal agencies and supporting countywide stormwater programs that are subject to the Municipal Regional NPDES Stormwater Permit (MRP) and the NPDES General Permit For Stormwater Discharges from Small Municipal Separate Storm Sewer Systems (Phase II permit) within the San Francisco Bay Regional Water Quality Control Board region (Region 2), including MCSTOPPP and our member agencies.
