2. Review of Major Policy Goals (5:10 – 5:25)
• Presentation of Current Adopted Five (5) Major Policy Goals • Discussion on Alignment with Organizational Vision and City’s Fiscal Condition (as of December 13, 2023)
3. Environmental Scan (5:25 – 5:50)
• Synopsis of 2024 Year-end Annual Survey Results on Top Priorities (SRI) (Reference: SRI Figures No. #3, #4, #5A and #5B)
• Presentation of Executive Leadership Group Policy Recommendations for FY 2025-2027
4. Strategic Plan Update (New Policy Items) (5:50 – 6:25): The Council discusses, identifies and introduces a maximum total of five (5) new policy goals per Councilmember to pursue moving forward with the intent to create an overall list of new priorities for the FY 2025-2027 period.
Listed below are proposed priorities identified during pre-session phone calls:

5. Finalize List of Proposed Priorities for 2025-2027. After a discussion to finalize the list, Mayor and Councilmembers will use dots to identify the top five priorities for 202 5- 2027 (6:25 – 7:00)
6. Wrap Up and Final Thoughts about Next Action Steps: (7:00 – 7:15)
(1) City Council deliberates; and
(2) The City Council directs the City Manager by majority vote via minute action to proceed with development of FINAL DRAFT of Council Priority Workplan for FY 2025-2027 for final approval at the next regular City Council meeting via CONSENT ACTION.
