RE: AGENDA ITEM #C.7 - APPROVE AND AUTHORIZE THE FIRE CHIEF, OR DESIGNEE,

TO EXECUTE A FUNDING AGREEMENT BETWEEN THE CONTRA COSTA COUNTY FIRE

PROTECTION DISTRICT AND THE CITY OF SAN PABLO FOR ENHANCED EMERGENCY MEDICAL SERVICES FOR THE PERIOD JULY 1, 2025 THROUGH JUNE 30, 2030. (100%

CITY OF SAN PABLO)

Dear Chair Andersen and CCCFPD Board of Directors:

Please allow this letter to serve as the City of San Pablo’s formal SUPPORT for Agenda Item #C.7. as noted above on the Contra Costa County Fire Protection District Board of Directors meeting agenda for Tuesday, May 20, 2025.

Since first executed in May 2015, the City of San Pablo (City) and the Contra Costa County Frie Protection District (CONFIRE) have enhanced its partnership by sustaining critically provided emergency medical services (EMS) under a current agreement which is entering its eleventh year of service delivery provided by CONFIRE at Fire Station #70 in San Pablo.

In San Pablo, a dedicated revenue source from the City’s Measure K (MK) Local ¼ cent Sales Tax Measure, adopted by 70.8% of local San Pablo voters since June 2014, has been continuously dedicated to cover a significant portion of all annual EMS operating costs under this agreement at County FS#70. With an annual projected cost of $1,960,368 for FY 2025- 26 period, a nearly 50% operational subsidy is also dedicated by the City annually to cover all EMS operating costs not covered by the local MK revenue dire ctly from the City’s Adopted General Fund Operating Budget, effective July 1, 2025. Thus, the City has maintained a long-standing financial commitment to sustain all operating costs associated with the ongoing EMS Agreement between the City and CONFIRE for the last ten-year period, and pledges to continue with its annual funding commitment following your formal approval and execution of the new EMS Agreement for the forthcoming 2025- 2030 period.

Recent annual data received report s that FS#70 remains the 2nd busiest County fire station in the CONFIRE service network generating nearly 4,543 service calls annually , with 63% of annual service calls (2,857) related to EMS services for period ending June 30, 2024. 1 This service call data is reflective of the substantial demand and need to sustain EMS operability, and to augment current FS#70 fire service capabilities to meet the high demand, and greater dependence on basic level support (BLS) and advanced level support (ALS) services provided by CONFIRE at FS#70, especially in the wake of the March 2015 closure of the former Doctor’s Medical Center in San Pablo.

CONCLUSION

In closing, the City continues to demonstrate a strong fiscal commitment annually to the CCCFPD Board of Directors, CONFIRE. and to our local community that City resources are being fully dedicated to sustain critical EMS services deployed and sustained at County FS#70 in San Pablo well into the foreseeable future . Moreover, this also follows our previous and significant one-time, $4.5M capital investment provided by our City to CCCFPD to complete the $13.5M construction of the new County FS#70 Station in San Pablo recently dedicated in 2021. A dditionally, it is our sincere hope that our EMS service delivery commitment will withstand any future service impacts to County FS#70, especially with the anticipated closure in 2030 of Alta Bates Hospital in Oakland, CA which remains of great public health and safety concern to our local community, and the West Contra Costa County region.

We wish to reiterate our continued and ongoing full support for the inter -agency collaboration and partnership between the City and CONFIRE in bringing forward this EMS Services Agreement for your favorable consideration for the next five -year period (2025-2030). Following your favorable action, the City will work with CONFIRE officials to secure the necessary approvals with the San Pablo City Council in June 2025 prior to execution of the new EMS Agreement, effective July 1, 2025.

Any questions regarding this matter, please contact San Pablo City Manager Matt Rodriguez directly at (510) 215-3016, or email: [email protected].

Thank you for your time and consideration.

Sincerely,

Arturo Cruz, Mayor
City of San Pablo
