The meeting was called to order at 6:00 PM in the Council Chambers.

City Manager Matt Rodriguez made the following announcements:
1. The next Dumpster Day is Saturday, December 13, 2025.
2.Community
Services Department invites residents to attend a Winter Wonderland event on December 4, 2025 from 5:00 PM to 7:00 PM, note that it has moved to a new location: Community Center, 2450 Road 20, San Pablo.

Selection of New Mayor
Mayor Cruz made a motion, seconded by Councilmember Ponce, to nominate Elizabeth Pabon-Alvarado to serve as Mayor for the 2025-2026 Term. The motion passed as follows:
Aye: 4 - Pineda, Ponce, Pabon-Alvarado and Cruz
Absent: 1 - Xavier
Administer Oath of Office to Incoming Mayor
Pastor Linda Vannoy Castillo administered the Oath of Office to Elizabeth Pabon-Alvarado Selection of New Vice Mayor
Mayor Pabon-Alvarado made a motion, seconded by Councilmember Ponce, to nominate Rita Xavier to serve as Vice Mayor for the 2025-2026 Term. The motion passed as follows:
Aye: 4 - Pineda, Ponce, Pabon-Alvarado and Cruz
Absent: 1 - Xavier
A motion was made by Councilmember Pineda, seconded by Councilmember Ponce to direct City Staff to draft and add an Urgency Ordinance to place a temporary moratorium on mobile home residents' rent increases on the December 15, 2025 City Council Meeting Agenda. The motion failed as follows:
Aye: 2 - Pineda, Ponce
Nay: 2 - Cruz, Pabon-Alvarado
Absent: 1 - Xavier
