GENERAL PLAN AMENDMENT

AMENDMENT TO THE SAFETY AND NOISE ELEMENT OF THE SAN PABLO GENERAL PLAN 2035 TO ADOPT THE SAN PABLO ANNEX OF THE 2024 LOCAL HAZARD

MITIGATION PLAN INTO THE SAFETY AND NOISE ELEMENT AS PART OF THE ADOPTING RESOLUTION AS REQUIRED BY ASSEMBLY BILL 2140

CITY COUNCIL MEETING
MAY 18, 2026

BACKGROUND
• March 2024: Housing Element adopted along with changes to Safety and Noise Element
• April 2025: City adopts San Pablo Annex of Contra Costa County 2024 Local Hazard Mitigation Plan (LHMP)
• July 2025: General Plan Update 2035 adopted, including updates to all elements
• Local Hazard Mitigation Plan referenced in updated Safety Element • California Governor’s Office of Emergency Services (Cal OES) reviewed City’s adoption of the LHMP and integration into the General Plan • Requested that the City amend General Plan 2035 to formally adopt the LHMP as part of the Safety Element

BACKGROUND
Why formally adopt LHMP into Safety Element?
• Disaster recovery: FEMA requires 25% local cost-share for public assistance projects
• California Disaster Assistance Act (CDAA) allows State to pay up to 18.75%; local government must pay remaining 6.25%
• Assembly Bill 2140 allows the state to cover remaining 6.25% if a jurisdiction has adopted LHMP and adopted LHMP into safety element
• Proposed amendment would ensure that San Pablo meets this requirement, reducing local funding burden if a disaster were to occur
