Tri- City Consortium – Dispatch and
CAD/RMS Services Agreement
• Tri–City Consortium
• Cities of Pinole, Hercules, and San Pablo (with CCC College for CAD/RMS) • Tri–City Agreement: effective 7/1/2023 – 6/30/2028
• City of Pinole: Provides dispatch communication services for Consortium agencies, and
• City of San Pablo: Provides IT personnel support for
acquisition, hosting, and maintenance of software systems • Annual costs are shared between Consortium agencies via formula established within the Agreement (outlined below)
• JAG Grant Program Overview:
• Federal grant funding to support law enforcement programs • Prior awards utilized for training and technology enhancement • 2023 Grant Application
• Grant application to fund continued subscription services for 20 mobile routers to support SPPD daily operations: $12,268 • 2023 Grant Award

Computer Aided Dispatch (CAD) / Records Management System (RMS) • Utilized by Consortium agencies on a daily basis:
• Log, dispatch, and access call–for–service details
• Report–writing and field data entry
• Records and case management
• Access confidential law enforcement database information • State–mandated data reporting
CAD/RMS: Sun Ridge Systems - “RIMS”
• Software deployed in 2021, renewed annually
through June 30, 2026
• FY 2026–27 Renewal: $121,295
• FY 2027–28 Renewal: $126,626
• Total cost: $247,921 through June 30, 2028
• Budgeted within Police Department’s FY27 and
FY28 operating budget (100–2110–42005,
task code CAD–RMS)

Recommendation:
• (1) Receive Presentation, and
• (2) Recommend formal consideration and approval by
the City Council to authorize the City Manager to
execute a two –year agreement with Sun Ridge
Systems through June 30, 2028, at a total budgeted
cost not -to-exceed $247,921, to fulfill the continued
provision of CAD/RMS software support services, as
outlined within the Tri -City Dispatch Services and
CAD/RMS Agreement.
